Despite the implementation of the national “Ecology” project, attempts to develop low-carbon energy and transport, the implementation of “garbage reform” and other measures aimed at reducing the negative impact of the economy on the environment, the eco-efficiency of production systems in Russia remains low. In this paper, we propose a new approach to solving the problems of comparative assessment of the effectiveness of regional environmental management systems (R-EMS), taking into account the structural heterogeneity of the regional economies. The developed approach includes the simultaneous solution of two DEA tasks, one of which is formulated to assess the eco-efficiency of the region’s economy, and the other to assess the efficiency of spending funds aimed at protecting the environment in the region. As a result of solving two problems, the researcher receives a large amount of information that can be used in developing strategies for regional development. In particular, the information obtained can be used to develop measures to stimulate the activities of regional authorities in the field of environmental management and increase their responsibility for the effectiveness of environmental protection measures. The proposed approach was tested on the example of solving the problem of comparative assessment of the effectiveness of the R-EMSs in Russia in the period 2015-2019. However, the method developed by us is not tied to specific territories and can be used to conduct similar studies in other countries and regions.

Выполнен анализ индивидуальных стратегических рисков социально-природно- техногенной системы промышленного региона на примере территорий Сибирского федерального округа. Рассмотрены основные виды рисков и их средние значения для двух групп: потенциальные и реализованные, и приведены факторы, их определяющие. Выполнено сравнение фактических и нормативных уровней риска с учетом особенностей регионального развития территорий. Выявлены базовые индивидуальные риски для территории Красноярского края. The purpose of the work is to analyze and evaluate individual strategic risks arising in the socio-natural-technogenic system of the industrial region by the example of the territories of the Siberian Federal District. We present a comparative assessment of actual and regulatory risk levels, taking into account the specific features of regional development of the territories. Partly this project is aimed to carry out comparative assessment of the actual and normative risk levels taking into account regional features of territory’s development. Risk assessment methods are based on normative documents of the Russian Federation. The individual risks of deaths caused by technogenic emergency (the realized risks) were calculating with using MP 2-4-71-40 for some regions of Siberian Federal District. The cancerogenic and non-cancerogenic inhalation risks for population health are counted by according to methodology P 2.1.10.1920-04. The general methodology of territorial risks assessment includes techniques and models of anthropogenic risks assessment, creating of crisis databases, algorithms of mapping with using GIS-technologies. Results. The assessment of inhalation risks was carried out for the cities of Krasnoyarsk region using the data of the state environmental monitoring network during from 2003 to 2014. The individual risks of death caused by technogenic emergency were calculated according to the data of EMERCOM for Krasnoyarsk, Omsk, Novosibirsk and Kemerovo regions during 2011–2015. Basic individual risks for Krasnoyarsk region are determined taking into account the specialty of regional development. Findings. Assessment of the levels of environmental and human-made risks expands the possibilities for developing economic mechanisms for regulating the safety of regions and territories, including insurance of potentially dangerous objects and people living in areas of possible damage due to emergencies, which leads to a decrease in the volume of compensation payments from local government budgets. On the other hand, reducing the risks of emergencies provides more stable functioning of the economic potential and increases the competitive (investment) advantages of the region. A comprehensive assessment of the environmental condition and safety at the level of municipalities and industrial regions should be carried out on the basis of a systemic analysis of development risks, which will improve the level of efficiency of territorial management by implementing measures to reduce the actual values of the risks of territorial development.

The research was carried out within the framework of the theme of state assignment № 0593–2019–0008 «To develop theoretical foundations for creating composite mixtures for bakery products using physical methods of exposure that ensure homogeneity, stability of mixtures and bioavailability of nutrients, to optimize diets population of Russia». The data on the species belonging of new strains of lactic acid bacteria and yeast isolated from samples of good quality gluten-free starter cultures are presented. A comparative assessment of the antagonistic and acid-forming activity of strains of lactic acid bacteria and the fermentative activity of yeast was carried out. The composition of microbial compositions from selected strains of LAB and yeast was developed. The influence of the starter culture on the new microbial composition on the physicochemical, organoleptic indicators of the bread quality and resistance to mold and ropy-disease was investigated.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.
