Comparing employment policy governance regimes in Canada and the European Union

Globalization, the much-debated phenomenon of the last decade, has affected the governance of policies. Social policy governance is one of the most affected notions of the globalization process. Context of debates on social policy governance has been transformed from state-centric analysis to the multi-centric analysis. The future of the social policy is highly linked to both global governance and regional governance. In this regard, the aim of this chapter is to draw attention to the multi-centric nature of the social policy governance and to form a framework for the effects of intergovernmental institutions on social policy governance and to discuss their weaknesses and strengths particularly regarding the United Nations, Bretton Woods institutions and the European Union.

This article traces the development of two post-communist parties—the Czech KSČM and the German PDS—illustrating how they may continue to shape hard left policy in an expanded European Union (EU). It analyses three policy areas in detail (security and defense policy, employment policy and policies towards the institutional reform of the EU) and argues that, providing the parties avoid internal ideological conflict, they may come to play significant roles in influencing hard left policy in future years. The PDS is likely to act as a bridge for other hard left groups with more conservative agendas while the much larger KSČM may attempt to shift the ideological balance back towards more structurally conservative anti-capitalist policies.

Although work on depoliticization arises most frequently from the literature on governance as a function of the differentiated polity, it also has resonance with that on multilevel governance (MLG). This indicates a distinction between ‘two types’ of MLG: from forms of territorialized federal governance and from more ad hoc actions of delegated governance. Setting the literature on arena-shifting within a framework inspired by the MLG literature on the European Union demonstrates that depoliticization may be fostered at the nexus of different types of policy devolution, due to the functional interdependence between policy fields. The fundamental argument of this chapter is that depoliticization assumes intention on the part of key actors to effect strategies of depoliticization, and this assumption is problematic. The example of monetary and fiscal governance is (re)used to demonstrate the strategic interactions between territorialized and a-territorialized forms of policy governance and the problems that arise between the two.

AbstractThe rate of employment (or vice versa the rate of unemployment) is an important indicator of economic maturity and quality of life in a particular country. Compared to other countries of the European Union, unemployment in the Slovak Republic is a serious problem. Improving the quality and the efficiency of Slovak educational institutions can be one of the ways how to struggle with this problem. The Slovak economy has been transformed from planned economy to market economy, and, therefore, retraining, re-educations and improvement (in the field of industry and services) have been required. The Institute of Lifelong Learning is very helpful in this field. The article deals with shortcomings of the Institute of Lifelong Learning and it points out the reality leading to drawbackks. It also concerns the following possibilities, which might improve the current situation. In a theoretical analysis of the current state, we define the basic terms and problems in this field.

Резиме: Погоршање индикатора тржишта рада је реланост са којом се данас сусрећу многе земље. Стопа незапослености у Републици Српској константно расте већ низ година и тренутно је 2,5 пута већа од просјечене стопе незапослености у Европској унији. У оваквим околностима до изражаја долази значај активних мјера политике запошљавања, при чему многе земље акценат стављају на унапређење квалитета радне снаге. За потребе овог рада урађено је кратко истраживање чији је основни циљ било прикупљање информација о ставовима послодаваца у погледу понуде радне снаге на тржишту рада Републике Српске, те сагледавање потреба послодаваца у погледу појединих компентенција запослених. На бази добијених резултата, теоријског прегледа посматране проблематике и сагледавања мјера за подстицање запошљавања које су планиране за неколико наредних година, аутори су дефинисали неколико смјерница за ублажавање структурне незапослености. Суштински, оне се огледају у интензивнијем и континуираном укључивању послодаваца и других заинтересованих страна у процес креирања образовне понуде, развоју инфраструктуре за образовање одраслих, те стављању акцента на развој компетенција а не занимања.Summary: Deterioration of labour market indicators is reality with which many countries are facing today. Over the last few years unemployment rate in the Republic of Srpska continuously increasing and currently is 2.5 times higher than the average unemployment rate in the European Union. Under these circumstances, the importance of active employment policy measures coming to the forefront. Many countries through the employment policy emphasize improvement of labour quality. For the purpose of this paper it was conducted a brief survey whose main aims were to collect information on the attitudes of employers about labour supply on the labour market of the Republic of Srpska, and to understand the needs of employers in terms of competence of employees. Based on the obtained research results, theoretical review of the observed issues, and review of the official measures for encouraging employment, which are planned for the next few years, the authors have defined a few guidelines for the alleviation of structural unemployment. Essentially, defined guidelines are reflected in the following: more intensive and continuous involvement of employers and other stakeholders in the process of creating educational supply, development of infrastructure for adult education, and putting the emphasis on the development of competencies rather than development of occupations.
