The article explores tools for cluster identification in The Republic of Belarus in comparison with three foreign techniques. The authors of the foreign identification toolbox which acts as a base for comparison are: the Polytechnical University of Catalunya, the Norwegian Forest and Landscape Institute together with the Norwegian University of Life Sciences, The Ministry of Economy, Labor and Entrepreneurship of the Republic of Croatia together with the German society for technical cooperation. The key advantages of the foreign techniques chosen as the base for comparison are the following: aiming at receiving not only classical agglomerative, but also synergetic networking innovative effects as a result of cluster stratification of the economy; taking into account the principles of nonlinear interactive innovation processes model; the possibility to identify patterns of networks and to form the base of the cluster ideas and initiatives. The ways to develop the cluster identification toolbox in the Republic of Belarus are defined as a result of the comparative research.
