Subject area Macro-Economics. Study level/applicability Undergraduate and MBA. Case overview The COVID 19 pandemic-related restrictions devastated South Africa’s economy in 2020 and although the restrictions were generally less damaging than in 2020, the government had to budget for vaccinations and rebuild the economy. Public service unions had just announced that they were demanding an increase of 4% above inflation for their members and that they were preparing for a strike. They were bitter about the fact that the South African Government had withdrawn from the last year of a three-year wage agreement in February 2020 and their members had not received an increase for the two years. These demands and Finance Minister Mboweni’s response to them had to consider the structural and cyclical impact on the fiscus and economy. Expected learning outcomes The learning outcomes are as follows: understand the general objectives of fiscal policy and stakeholders’ interests; understand the tradeoffs in fiscal policy and the implications of taking a position; and make recommendations based on reasoned judgements about those recommendations. South African Finance Ministers (notably in the plural, given the events since December 2015) face multiple challenges. They deal not only with an economy in stagnation through an austerity policy as recently presented by Pravin Gordhan in his Medium Term Budget in late  October, but also with the sobering results of the limited socio-economic transformation since the end of apartheid. The contradictions prevailing since then are reflected not least in the devastating crisis sweeping across South Africa  universities. As if that is not enough, a Finance Minister concerned about good governance is also waging an uphill battle to reduce damage by trying to protect the state and its assets from further capture by predatory elites. Considering all of this, it is not surprising that a critical analysis of what is termed economic freedom, an interpretation of the meaning and its consequences, is a fitting contribution to the Strategic Review. Joleen Steyn Kotze presents such an examination in the first article of this issue. Her reflections compare and juxtapose the different notions and ideologies of economic freedom and the effects these may have if turned into policy. This invites further debate regarding the transformation of South African society, which inherited one of the most grossly unequal societies in our world, a condition yet to be markedly reduced. Debates are also required about other aspects that are relevant for a journal focused on regional strategic issues. These include not least the notion of human security and the role of the military. Thuso Benton Mongwaketse relates directly with his contribution, to a subject raised in recent issues.1) By concluding that "security and human security in particular, is fundamentally about responsiveness, accountability, and transparency in governance", he more than indirectly links the discourse on the role of a national defence force to the socio-economic dimensions dealt with in the first article.

Significance The prime minister and finance minister, Aymane Benabderrahmane, has loaded some substantive policy reforms into the 2022 budget law, including a provision for reform of the subsidy system, revisions to the investment law and changes to income tax. Impacts There is a high risk that within the next five years there will be a slump in oil and gas prices. Algeria’s heavy reliance on hydrocarbons makes it particularly vulnerable once momentum builds up for global decarbonisation. Subsidy reform will entail price increases, even if they are gradually applied.

In accordance with the decision of the finance minister 34/PMK.03/2005 UN taxation philosophy about sharing property tax revenues between the central government and local governments that receive the proceeds of land and building tax is directed for the purpose of public interest, then the proceeds from the PBB constitutes acceptance of the State which must be shared between the central government and local governments. The purpose of this study was to determine the level of tax compliance in Target and Realization of Land and Building Tax payments. Sources of data used in this study is secondary data is data that comes from the Tax Office Primary service Manado. The results showed that the Land and Building Tax Revenue in theperiod of four years from 2008-2011 continued to increase except in the year 2009. In general, most people are aware of their obligations as citizens of Indonesia are good and they are aware that taxes are a form of public participation in local development to better developed and developing countries. Also there is a small community is not aware of its obligations as a taxpayer PBB.

This paper highlights Joseph Schumpeter’s monetary thought, which appears to be neglected, compared to his theory of innovation and entrepreneurship. In particular, the author addresses his completely unknown writing “Das Wesen des Geldes” focused on the topic of money. This book uncovers the “essence” and the logic of money and credit that stem from Schumpeter’s experience as the finance minister and the president of a private bank. Relying on this experience, Schumpeter rediscovers and deepens the credit theory of money, which interprets the money as an institution and a social accounting system, with the banking system seen as the central agency of capitalism. “Das Wesen des Geldes” is particularly interesting, since it is the outcome of Schumpeter’s elaborations within the framework of the German Historical (Ethical) School headed by Gustav Schmoller. This was followed by his moving to the United States, and his views reversed to support the neoclassical framework in line with Marshall – Taussig canon. The fact that “Das Wesen des Geldes” was not published posthumously until 40 years after it was written, shows the coercive power of the rules within the communities of academic economists.

The world was a very different place in 1969 when the Coretta Scott King Award was instituted to honor African-American authors. Dr. Martin Luther King had recently been assassinated. And there was no organized group to advocate for We Need Diverse Books.But, thankfully, several librarians and a book publisher came together to establish the CSK Award, which will celebrate its fiftieth anniversary in 2019.
