The state of recidivism indicates that the theoretical, legislative and law enforcement issues of its prevention is still relevant. There are different levels and directions of this warning. When developing and implementing appropriate measures, it is necessary to consider the current situation and existing opportunities in a particular state, the positive experience accumulated in it, the practices implemented in other countries, as well as the prospects for development. This study was conducted to reveal the opinions of convicts and employees of the Federal Penitentiary Service of Russia on certain issues of preventing recidivism, as well as to develop proposals for improving measures aimed at this prevention, with regard to the state of recidivism. The study analyzed and summarized official statistical data, conducted a questionnaire survey of convicts and employees of the Federal Penitentiary Service of Russia, studied the experience of other countries in the sphere of the penitentiary and post-penitentiary impact on convicts, and studied the results of studies conducted by other authors. The work presents the results of the analysis and synthesis of statistical data on recidivism over a long period, as well as the data of the author’s survey, and articulates specific proposals for changing existing and new developing measures to prevent recidivism.

In the current situation, where new progressive technologies transform the social relations, the topic of this article becomes especially relevant. The reason is that an insight into global trends for the next three decades and their extrapolation to individual socio-economic systems is important for the effective functioning and development of such systems. However, such futurological issues in the subject areas have not been sufficiently studied or developed by researchers so far. This also applies directly to the tax sphere, where practitioners have established the tasks for the development and implementation of a digital platform and the creation of a fiscal ecosystem. The object of this research involves the Russian tax system. The purpose is to develop landmarks and outlines for the development of such a system for the period up to 2050. The research is based on systemic and integrative approaches, as well as the methods of analysis and synthesis. The research provided the following solutions: 1) contemporary economic theories and concepts related to the changing global technological landscape were organized into a system; 2) some trends in the development of society in 2025-2050 were analyzed in the context of advancements in technology (the report of Huawei and the study by K. Kelly); 3) a brief description was given of the current state of the Russian tax system and its prospects of development; 4) based on the analysis and synthesis of information on the theories, global trends and the current situation in the taxation system, a matrix of system transformations was developed — it reflects the genesis of the smart-society and one of its components, the tax system; 5) some promising development directions of the taxation theory and practice were suggested, in particular, the rationale and methodology of the tax ecosystem as a highly complex system.

The purpose of the article is to consider the main international regulations on the introduction and operation of payment systems in Europe, as well as national legislation providing for the development of payment systems in Ukraine. The research methodology includes the following general and special legal methods: axiological, historical and legal, formal and logical, comparative and legal, as well as the methods of analysis and synthesis, induction and deduction, summarization. Results of the research. The main international regulations on the formation and functioning of payment systems in the European countries, which became the basis for the development of relevant legislation of Ukraine in this area, are analyzed. The legal acts that currently regulate this issue in our country are considered, as well as Draft Laws aimed at resolving existing problematic issues in the payment systems market are examined. Practical meaning. The positive dynamics of the development of the Ukrainian payment legislation in accordance with the needs of the market and changes in the payment habits of the population are established. Value / originality. Emphasis is placed on the need for the further measures by the National Bank of Ukraine in order to harmonize national legislation with the European regulations in this area.

Over half a century ago, President Ho Chi Minh gave a basic thought about the mobilization work of a revolutionary Party in a famous article published in the newspaper "The Truth" (Su That). That work is considered as the platform for the work of mass mobilization. His thoughts have led our Party to implement the mobilization work to achieve great achievements, decisive to the victory of our revolution during the past 71 years. This study aims to analyze President Ho Chi Minh’s thoughts on mass mobilization. The author used scientific research methods such as analysis and synthesis, interpretation and induction, abstraction and generalization, logic and history, and comparison to come to conclusions and general judgment. The study focused on clarifying the contents of Ho Chi Minh's Thoughts on mass mobilization and the application of the Communist Party of Vietnam in current conditions.
