Due to the increase in global carbon dioxide emissions, climate change, rising sea levels and other issues have become increasingly prominent. In the three major industries, industrial emissions of carbon dioxide accounted for the largest proportion of the total emissions. Developing a low-carbon economy, especially with regard to industrial low-carbon economy, has become the only way for Chinese society to achieve sustainable development. Building a scientific evaluation system of a low-carbon economy is an essential way to assess the level of regional industrial low-carbon economy comprehensively and correctly. In this paper, we establish the Hebei low-carbon economy Evaluation System based on DSR model, according to the industrial carbon economic development in Hebei Province, using factor analysis to obtain the main factors affecting the low-carbon economy in Hebei Province, establishing extended model, then propose measures for Hebei industrial low-carbon economic development.

The environment problem becoming increasingly prominent in nowadays, people pay more and more attention to low-carbon. The low-carbon status of power plants has a significant impact on the low-carbon development of the whole country. And the proportion of thermal power installed capacity of total installed capacity is more than 70%. So there’s necessity and practical significance to study low-carbon development evaluation system for thermal power plants. This paper discusses the principles, indexes selection and evaluation methods for thermal power plants’ low-carbon development assessment. And its case study done shows the effectiveness of the methods.

Low carbon development mode meet requirements of urban green landscape and green landscape properties. According to green landscape, plant settlement, design implementation and low carbon development, we proposed three pieces of advice, which including ecological network construction of public green system, plant community carbon layers, seamless docking between plant landscape and grounding interface. Then we establish low carbon evaluation system for landscape through balancing low carbon ecological effect, aesthetic value, social value, so as to providing means for the construction of urban landscape planning low carbon development.

The paper established the evaluation index system of low carbon development levels of lead and zinc enterprises under the background of low carbon economy, and raised the “Entropy -ANP-SSD ”evaluation model about the low carbon development levels of lead and zinc enterprises in China combined with the advantages of Entropy, ANP, and SSD and the latest research results, Empirical study show that the model can solve the low-carbon development level of lead and zinc enterprise evaluation, with good validity and universality from a new perspective, and provided a lead and zinc enterprise strategy formulation and decision support.

A complete evaluation system of low-carbon industrial park is introduced, which is developed by using Analytic Hierarchy Process (AHP) to weight analysis and by accepting experts’ advices. This evaluation system sets a low carbon industrial park evaluation index (A) as the target level and determines the factors in criterion level, state level, and indicator level, as well as system score distribution. Total score of it is 100 and the passing score is 60. With Caofeidian Industrial Park in Hebei Province for an example, this paper introduced the utilization of this evaluation system. With a total practical score of 58, this industrial park failed to pass the evaluation. By analyzing the scores of all indicators, the lack of management of greenhouse gas emissions and waste is pointed out as the main obstacles.

Facing up to the global warming, China has addressed great efforts on low carbon development. Since the year 2010, it has issued two batches of low carbon pilots. However, not all the pilots produced satisfactory outcomes as expected, while a less developed pilot city, Guangyuan got a reassuring result which was considered as a surprise. How do we explain this surprise? Could a less developed city solve its CO 2 emission dilemma while pursuing the industrialization and urbanization? Using sequential game and multi-case comparison, this paper tries to examine the main drivers of Guangyuan's low carbon initiative and the determinants of its achievement. The analysis shows that Guangyuan had no advantages in low carbon potential compared with its reference cities, while the low carbon surprise was due to its strong political willingness and leadership, an effective multi-level governance network and a low carbon oriented evaluation system for local officials. It demonstrates that a less developed city could solve the CO 2 emission dilemma while seeking its economic growth; technical level, fund, and human resources are important but not dominant; to ensure the implementation of low carbon policies, meeting low carbon objectives should be taken full consideration into the evaluation system for local officials.
