Aim: This paper aims to explain the added value increasing method of reject coal which has not utilized by the company. Methodology and Results: The method to increase added value in this study used the agglomeration process of briquettes form that changing composition by adding biomass. The biomass functions to minimize bottom ash produced from burning briquettes so that the briquettes burn entirely. Stages processes in this study consist of characterization, briquetting, physical test, and chemical test. Based on the analysis, reject coal still has a high calorific value of 5,929 cal/gr. Shapes and sizes that were not following needs of coal market or consumer due to reject coal to be a waste. Briquettes have been successfully produced and meet specification requirements based on applicable regulations in Indonesia. Besides physical properties, the briquette meet density requirements which are greater than or equal to 1 gr/cm3 and shatter index value is less than 0.5%. The gas emission test shows below threshold, which is CO 0-30 ppm, H2S 0-3.6 ppm, and NOx is not detected. After evaluation, it showed that by adding 30% biomass, ignition time could be decreased and remaining unburned briquettes or bottom ash was reduced as much as 68.68%. Conclusion, significance and impact study: The bio-coal briquettes is a strategic solution to environmental problems and alternative energy sources that are environmentally friendly, because CO and H2S emissions are still below the threshold, even for NOx not detected. Making Bio-coal briquettes as a solution to the utilization of reject coal mining waste to be used as an alternative energy source has been successfully carried out.

AbstractAlong Peru’s rainforest rivers, rising flood extremes are increasingly exceeding coping capacities of vulnerable households. Peru has detailed legislation that embraces planned relocation as a strategic solution to such situations and various relocation projects are underway across the country. This research brief analyzes well-being consequences for two communities requesting relocation, using qualitative data collected from experts and 30 affected people. Initial results emphasize that weak governance, poverty, third-party involvement, and community action have influenced relocation outcomes. Delays and fragmented implementation have threatened people’s well-being. One community, waiting for land to relocate since 2015, has suffered from continued hazard exposure, deteriorated material conditions, and reduced subjective well-being. The second community achieved relocation only after a decade in detrimental limbo. Although livelihood challenges persist, its inhabitants now benefit from better market access and decreased exposure, leading to higher subjective well-being. With rising needs for relocation worldwide, the cases highlight that detailed legislation is not sufficient to safeguard people’s well-being. Advancing from well-meant legislation to good practice requires adequate institutional capacity, effective mechanisms for oversight and accountability, better engagement of third parties, and dedicated efforts to strengthen community agency.

When creating a public good, strategies or mechanisms are required to handle defectors. We first show mathematically and numerically that prior agreements with posterior compensations provide a strategic solution that leads to substantial levels of cooperation in the context of public goods games, results that are corroborated by available experimental data. Notwithstanding this success, one cannot, as with other approaches, fully exclude the presence of defectors, raising the question of how they can be dealt with to avoid the demise of the common good. We show that both avoiding creation of the common good, whenever full agreement is not reached, and limiting the benefit that disagreeing defectors can acquire, using costly restriction mechanisms, are relevant choices. Nonetheless, restriction mechanisms are found the more favourable, especially in larger group interactions. Given decreasing restriction costs, introducing restraining measures to cope with public goods free-riding issues is the ultimate advantageous solution for all participants, rather than avoiding its creation.
