The Strategic Approach Using SWOT Analysis to Develop an Intelligent Program Management Information System (iPMIS) for Urban Renewal Projects

Hospital Management Information System (HMIS) was a proficient tool to improve the quality of care by increasing the services effectiveness and efficiency in hospital. Unfortunately, the utilization of HMIS in developing countries was yet to be maximized when compared to that in developed countries. This study aimed to identify the critical success factor in implementing HMIS through SWOT (Strength, Weakness, Opportunity, and Threat) analysis. SWOT analysis is a powerful approach for evaluating the strengths and weaknesses of an entity from internal perspective, as well as the opportunities and threats from external perspective. The analysis showed that HMIS have the ability to provide more accurate data, timely available, faster documentation retrieval compared to paper-based system, and those considered as the HMIS implementation strengths. Competition in the hospital industry and government policies open the opportunity for immediate implementation of HMIS. Despite the benefits from implementing HMIS, the transition from the old to the new system has been rather slow. The hospital readiness from extra funding need, lack of skilled personnel, inadequate infrastructure to support system were a form of HMIS implementation weaknesses. External factors such as existing culture, technologies providers which underestimated healthcare complexity, also lack of communication and collaboration across organization became an obstacle that threatens HMIS implementation.

On the basis of analyzing and researching the managemant process and organizational supporting structure of Program management, this article analyzed the information flow and information planning of Program management according to input information and output information of each management process of Program management. Then on the basis of analyzing various function requirements of Program management information system for each management subject, design the function and structure system of Program management information system, to construct a basic model of Program management information system.

In 2009, an SAP-based management information system (MIS) has been implemented at University of Debrecen (UD). After the introduction of the system, in 2014, MIS Centre – the organisation responsible for operation – has been established. The MIS of UD operates functionally, however, it has wider range of uses and the opportunities offered by the system have not yet been fully exploited. In our paper, SWOT analysis was used to present the currently unused functions of MIS and based on the results, we propose suggestion for development.

ASP Logistics is a place for depositing ATM spare parts where one of the branches owned by the company is ASP Logistics in Ambon city. ATM spare parts management in Ambon ASP Logistics has good procedures for incoming data and outgoing spare parts for ATMs, but the system is still done manually such as reports typed in Microsoft Excel and also written on the Stock Request Form (SRF) work report. The research aimed to Prototype And Design of Management Information Systems for ATM Spare Parts at Ambon ASP Logistics. The analysis model in collecting data uses a SWOT analysis, while the EA Score card is a test of whether this system is feasible to use. And the design carried out using the Zachman Framework enterprise architecture and the UML approach Mapping of the Zachman Framework in this study is limited only to the perspective of the Planner, Owner and Designer while each column consists of Data (What), Function (How), Network (Where) , People (Who), Time (When) and Motivation (Why). The results of the analysis and design carried out, produced an ATM Spare Parts Management Information System model that can control all part activities optimally consisting of inventory data, part usage data, part entry data and data return (return) parts which are subsequently implemented in the form of a prototype as an illustration of the system interface to be built. By using the Zachman Framework enterprise architecture, detailed information is obtained about how the ATM spare parts management information system is designed, as well as all the needs of data, human resources and infrastructure that support the operation of the information system.   Keyword: Keywords: Logistics, SWOT Analysis, EA Score card.
