In 1999, there were 14 002 fires in Lithuania. Their losses reached 24 mill Litas. Comparing with 1998, the number of fires increased by 50,2% and loss—10.4%. Fires destroyed 1006 buildings, 215 vehicles, 4,4 tons of grain and other technical cultures. In 1999, 202 inhabitants died during fires in Lithuania, 13 including children; 214 inhabitants were wounded. For 10 000 inhabitants were 37.8 fires. In 1999 there were 10.11% arsons in Lithuania. The most of fires were in open places, in forests, in meadows and peat bogs. 35% of fires occurred in dwelling sector. The essential fire causes are: careless contact with fire (49.66%), violation electrical equipment rules (11.06%), naughty children (9.11%). 4412 duty persons are working in Lithuanian fire and rescue service. Fire and rescue service has 44 branches in the cities. 430 duty persons guard three the most important industrial objects. 202 firemen brigades are financed from the magistrate budgets. They include 2225 staff. In 1999 State inspectorate for fire prevention worked effectively. New statute, instruction of work organisation was prepared, all-important industrial objects were inspected. The strategical work of branches was improved. 28% of fires were eliminated faster than in 15 minutes, the number of fires which elimination takes more than 2 hours decreased. In 1999, Lithuanian fire and rescue brigades made 5781 rescue works. 800 of them were car accidents, 305—search for drowned men, and 9 people were saved in the water. Diving training section was established in the firemen training centre. Officials raise their qualification constantly. 1301 officials have a qualification category. In 1999, 202 privates and 18 officers were trained in the firemen training centre, 980 privates and 206 officers were requalified. 102 officials were retrained with the help of Norway firemen association. 24 Lithuanian officials raised their qualification in Sweden and 22 in Denmark. 51 divers were trained and 74 divers got their rating. Priorities of work: further reorganisation of Fire and rescue service; development of legal regulations; improvement of fire-fighters training and further qualification raising process; widening of rescue works spectrum; better supply of technical equipment of Fire brigades.

This work describes the development of an embedded electronic-based monitoring system suitable for cold-storage electrical equipment. The system uses a touchscreen and provides sensors for temperature, relative humidity, electric power consumption and detection of door position. To monitor the electric power, a special purpose current sensor was developed and calibrated. The system adopts a modular architecture using cabled and wireless communications, making it suitable for integration in other logging and alarm generation systems. The system was tested on a home fridge to demonstrate its capabilities.

Wired electric equipment overheating monitoring system has some limitations in electric propulsion ships. This paper designs an electrical equipment overheat monitoring system based on Wireless Sensor Network (WSN) to monitor the overheat of electrical equipment. To verify the performance of the whole system, we design the hardware and the software of sensor nodes and coordinators. In order to extend the lifetime of sensor node effectively, the system adopts the dynamic sleep and controllable transmit power method. The results show that this system achieves the accurate measurement of electrical equipment temperature. At the same time, laboratory data tests shown that it can achieve the same accuracy as wired measurements. This paper provides a new solution for overheating monitoring of marine electrical equipment.

This paper accomplished a system of high-rise building’s fire monitoring system based on CAN bus. It is applied in avoiding the harm of leakage current , over current and short circuit, and protecting electric power distribution circuits and electrical equipment, thus to prevent the occurrence of electrical fire. The monitoring system can detect phase current signal and the leakage current signal, and can display real-time and alarm. It also can proceed network service and complete the distributed remote control and fault diagnosis. Practice shows that the system the characteristics of high precision, safe and reliable, low rate of false positives, easy operation and maintenance, etc .It can satisfy the demand of large high-rise building electrical fire.

For knowing the dielectric loss of high-voltage capacitive electrical equipment timely and mastering the electrical insulation of high voltage equipment effectively to ensure the reliable operation of these voltage equipments, an online monitoring system is designed in this paper based on the practical project. The system is made up of two parts including lower computer and upper computer. Using the microcontroller C8051F023 as the core of the lower computer and adopting an improved zero-crossing comparison method, the measurement of dielectric loss is realized and the data are sent to upper computer by wireless way. SQL2000 is used in the upper computer for data management, which can be real-time displayed, inquired and printed in report forms. At present, this monitoring system has successfully applied in the Houqiao 330 kV transformer substation in Ningxia. The operating results show that the system can meet well the online monitoring demand of the high voltage capacitive electrical equipment.

The article focuses on the main factors influencing the safety of navigation, such as natural factors, man-made impact, depreciation aspect, operational impact and human factor. The analysis of marine accidents in the far East region determined the value of its technical component. The statistics of the machinery failures on fishing vessels is given. One out of ten accidents has been stated to occur as a result of force majeure events, three quarters of the accidents are related to the human factor in the form of personnel erroneous actions, the rest happen due to technical imperfection of the ships. The chart shows the distribution of accidents by years due to failures and breakdowns of ship technical equipment given in percentage figures. Breakdowns of the main engines, auxiliary mechanisms and their elements, including their systems, annually make up 33.9 - 40.7% of the total number of accidents. Characteristic failures of ship technical equipment are: breakdowns of the main engines, auxiliary diesel generators, auxiliary mechanisms, electrical equipment, screw-steering complex with the shaft line, automation systems. Statistics of the causes of breakdowns of propulsion plant, auxiliaries, main systems and their elements is proportional to the data of similar studies. An attempt has been made to evaluate the importance of the operator-machine link at all levels of responsibility for coastal personnel and ship crews. The impact on the man-machine link in the whole chain of operation of the vessel is important; thus, there was set a task to carry out a quantitative investigation of the reliability of this link. In terms of the ergotechnical component of the fishing fleet operation there has been substantiated the necessity of developing measures (technical, economic, informational, legal) to improve the quality of the vessel activity.
