Subject. This article deals with the simulation technologies based on the principles of stochastic optimization. They can bring a significant financial effect in the planning of investment development of both individual innovation and industrial clusters and federal districts of the country. Objectives. The article aims to investigate the mechanisms of inter-cluster cooperation within a single district. Methods. For the analysis, we used a stochastic optimization model in view of economic, financial, information, and logistics inter-cluster cooperation within a single federal district. Results. The considered stochastic optimization model of economic, financial, information, and logistics inter-cluster cooperation shows that the increase in fixed investment does not always cause population growth in the federal district regions. Conclusions. The use of a digital twin mechanism of inter-cluster cooperation can help avoid premature unreasonable public policy management decisions regarding the further development of innovation and industrial clusters.

Research conducted at the Office of Archives and Library of Padang Pariaman Regency aims to find out the data processing system library and data archiving. All data processing is done is still very manual by using the document in writing and there is also a stacking of archives on the service. By utilizing library information systems and archives that will be applied to the Office of Archives and Library of Padang Pariaman Regency can improve the quality of service that has not been optimal. This research was made by using System Development Life Cycle (SDLC) which is better known as waterfall method. The first step taken on this method is to go directly to the field by conducting interviews and discussions. This information system will be able to assist the work of officers in terms of data processing libraries and facilitate in search data archives by presenting reports more accurate, effective and efficient.

China entered a new era, and the construction of an ecological civilization and green development has been raised to a new strategic height. As the lifeblood of the national economy, industrial parks significantly contribute to economic growth. However, they also generate significant pollution, damaging the ecological environment. It is urgent to ecologically transform traditional industrial parks. This requires identifying methods to correctly and objectively evaluate the ecological level of industrial parks, and provide ecological construction proposals for the government and industrial parks. In this study, the comprehensive evaluation weight was determined by introducing a variation coefficient and an Attribute Hierarchy Model (AHM). The ecological level of four representative eco-industrial parks was then quantitatively evaluated using a grey multi-level evaluation method. The ecological construction level of the four industrial parks was as follows. The Tianjin Economic-Technological Development Area (TEDA) was rated at a “very good” level; and the Suzhou industrial park, Dalian economic and technological development zone, and Fushun mining group were rated at a “good” level. Six dimensions were studied. Of these, policy management had the highest weight, and the total weight of policy management and economic development approached 50%. The result shows that industrial parks can attract innovative enterprises and talents through the policy guidance of local government to improve the level of green innovation technology and cleaner production technology. Then, the ecological level of the industrial parks will be improved. This study enriched the theory and practice of ecological evaluation of industrial parks and provided a reference for the ecological construction of traditional industrial parks.
