In this paper, the virtual reality technology and its hardware and software development platforms are introduced. Focus on the characteristic of non-lethal ammunition, it elaborates on the design ideas, system structure, key technology of developing virtual operation and training system with tools. The system provides a new experimental platform for the armed forces to handle emergency events as it simulates a more realistic battlefield situation.

The functions and structure of a virtual operation training system for tower cranes was described, and virtual scene modeling techniques of the system was investigated in this paper. The virtual scene model of building site and environment around a tower crane were set up based on Creator softward. Model optimization techniques were used to reduce the number of model surfaces and model nodes, which saved system resources and improved system running speed. Model driver was realized in VC++ by calling Vega functions, which achieved the performance of real-time interaction between trainers and the scene. The techniques provide the foundation for developing the virtual real software of virtual operating system for training operators.

Since the beginning of the last decade of the past 20th century, Bulgaria has entered a new, complex stage of its development, with many reforms. Education and teacher training reforms are influenced by the global and European trends, as well as by the national changes (political, economical, social, and technological). The author analyses the main characteristics of the changed teacher training system and teacher qualification and development system. Some of the challenges and directions of the transformation and future development of the teacher education and qualification in Bulgaria are discussed.
