The competence model is commonly used for study of an enterprise’s capabilities related to performance in the specific background. However, there is no analysis on capability index system and project performance indicator system of owners as large hydropower development enterprises in the former studies on the competence-based organizational capacity. In this paper, the owner’s capability index system related to the performance is put forth by studying the capability factors of a large hydropower development enterprise, and verified in our analyses on them. So, the constituent elements of the owner’s capability can be revealed.

Capability assessment of satellite communication system (SCS) is necessary for figuring out at what degree the system capability is and advising on how to reconfigure the system to improve its performance on data transmission. A new method for SCS capability assessment based on multi-granular modeling is presented in this text. A capability index system of SCS was established. Integration models for indexes were proposed. And mathematical models for indexes at last layer were proposed to improve the incredibility of assessment by analyzing the technical system of SCS. It is proved that the new method is feasible by an example of America SCS capability assessment.

Background: With the rapid development of the Internet, the number of web spam has increased dramatically in recent years, which has wasted search engine storage and computing power on a massive scale. To identify the web spam effectively, the content features, link features, hidden features and quality features of web page are integrated to establish the corresponding web spam identification index system. However, the index system is highly correlation dimension. Methods: An improved method of autoencoder named stacked autoencoder neural network (SAE) is used to realize the reduction of the web spam identification index system. Results: The experiment results show that our method could reduce effectively the index of web spam and significantly improves the recognition rate in the following work. Conclusion: An autoencoder based web spam indexes reduction method is proposed in this paper. The experimental results show that it greatly reduces the temporal and spatial complexity of the future web spam detection model.
