This paper presents a productive articulation model that serves as the basis for developing and enhancing regional innovation systems. The main objective is to generate a process of linkage between the industrial sector, academia, and government within which specific regional problems can be solved through the effective intervention of each of the actors. In addition to the process, a success story is presented from the State of Guanajuato, Mexico, which serves to visualize as a clear and defined process of articulation that allows a transfer of knowledge between the actors. Every year, the importance of innovation policy as a part of economy’s sustainable development is growing. The state approaches this policy thoroughly enough and carefully searches for ways of the most effective formation of the national innovation infrastructure. In this regard, the "Triple helix" model must be considered as one of the most successful models of innovation development of mining regions’ economy. The analysis of the possibilities of its implementation in the mining region (on example of Kemerovo region, Western Siberia, Russia) should be based upon the experience of another mineral resource region – Tomsk oblast. Among the problems hampering the effective functioning of the triplehelix model in the Kemerovo region, the authors describe the reduction in the staff engaged in research and development, intellectual and business migration, low financial activity, lack of support from federal and regional authorities. Only by implementing a system of measures aimed at applying the "Triple helix" model as the basis for regional innovation system, Kemerovo region can change its way for sustainable development.

Abstract The focus of this article is to examine a specific case of a failing regional innovation system (RIS). Our study focuses on a specific project that was conducted in a triple helix constellation where public actors occupy the centre of the triple helix constellation. By examining and interpreting this single case, we aim to illustrate the consequences that result from uncertainty over who the triple helix constellation is accountable to as well as the consequences that has for the overall assessment of the outcome of the triple helix. We show how the overall initiative constituted a failure, but when one considers the activities that were organized and implemented by the RIS, then it is problematic to define it as a failure. This leads us to the conclusion that we should evaluate RIS from different perspectives and on different levels, and we need to consider the time dimension in our evaluation.

The article is devoted to the methodological aspects of assessing the sustainability of the regional innovation system and assessing the contribution of the triad participants (education / science, business, government) to the overall region innovative development based on the Triple Helix model. The system of indicators has been determined, which allows to study the region innovative development as a whole and separately pursuant to the blocks of indicators of the triad. Integral rating assessments of the innovative development of the northern regions of Russia of the resource type for the period from 2010-2019 were performed, on the basis of which the levels of innovative sustainability of the regions were calculated and the shares of the contribution of the triad participants in the overall region innovative developmental economy were determined. The authors believe that the proposed methodological approach (algorithm) based on the Triple Helix model adequately solves the assessment of the level of sustainability of the innovative development of regions and the assessment of the contribution of the Triad participants to the overall region innovative development. In order to identify the strengths and weaknesses of the activities of the participants of the triad, innovative profiles of the regions have been built, which allow the executive bodies of local government to make appropriate regulatory and managerial decisions aimed at improving the weak positions of the activities of the participants in the triad. The main advantages of using this method include the simplicity of performing numerical calculations based on the standard Microsoft Excel platform, the use of official statistics that exclude the effect of subjectivity arising from the use of various weight coefficients. The obtained study results may be used by regional authorities to adjust the existing program documents in the field of innovation policy, as well as by various economic and social actors for monitoring and predictive assessment of the innovative development of their industry.
