This paper introduces an advanced E-education provision via space systems for Africa or any other regions in remote dispersed communities, such as rural, mining, agriculture, surveying, construction, tourism, military and etc. Based on the specific needs and requirements E-education implies significant broadband applications, interconnectivity, and timely and quality-assured content delivery of service. The E-education solutions of distance learning and training for remote and rural areas, which are beyond range of terrestrial and short distance wireless cellular facilities, cannot provide broadband access without space-enabled communication solutions, such as satellite constellations and Stratospheric Platform Systems (SPS) or High Altitude Platforms (HAP). This paper also discusses the integration challenges that are presented by combining space solutions for implementation E-education and learning in rural and mobile environments. Configuration of in-house development of all segments, installation of the scale-down Digital Video Broadcasting-Return Channel via Satellite (DVB-RCS) Hub (Gateway), Ground Network and Very Small Aperture Terminal (VSAT), known as Fixed Interactive Terminals (FIT), for E-education, distance learning and staff training initiative in Africa are described.

MPEG2 technology of Digital Video Broadcasting system has large difference than before, but their detection requirements are basically the same. Based on network detection, MPEG three-level alarm, screen layer alarm, demonstrates much channels, large-scale stream analysis, the mutual influence between the channel, and relationship between the stream. Through designed and compiled a test software, had get the results which verified previous analysis.Experiments have proved that this system is suitable for the provincial TV stream detection and network design and analysis.

This paper describes design and implementation of an OFDM-based digital video broadcasting system test platform for multichannel ultra-high definition (UHD) broadcasting services. The developed digital video broadcasting system test platform has been installed in commercial broadcasting station, and trial broadcasting service of the system has been performed through the commercial in-service network. For the performance measurement, field test is also executed. To evaluate the practical performance of the implemented system, a commercial broadcasting set-top box is used. Furthermore, by using measurement receiver, various system performances have been evaluated such as BER, PER, and CNR. Because high efficiency video coding (HEVC) can successfully transmit multimedia contents with a raw data rate of 51.6 Mbps, a multichannel UHD service can be serviced in a single physical 6MHz channel.

Background: In the new era of wireless communications new challenges emerge including the provision of various services over the digital television network. In particular, such services become more important when referring to the tele-medical applications through terrestrial Digital Video Broadcasting (DVB). Objective: One of the most significant aspects of video broadcasting is the quality and information content of data. Towards that end several algorithms have been proposed for image processing in order to achieve the most convenient data compression. Methods: Given that medical video and data are highly demanding in terms of resources it is imperative to find methods and algorithms that will facilitate medical data transmission with ordinary infrastructure such as DVB. Results: In the present work we have utilized a quantization algorithm for data compression and we have attempted to transform video signal in such a way that would transmit information and data with a minimum loss in quality and succeed a near maximum End-user approval. Conclusions: Such approaches are proven to be of great significance in emergency handling situations, which also include health care and emergency care applications.
