Cyberlab is a fully automated, Internet accessible laboratory for use in research and teaching, developed at Stanford University since 1996. Cyberlab is a completely self-contained system including a web-based scheduler, analysis tools, a data acquisition system, a digital notebook, extensive collaboration tools including simultaneous access to the equipment by multiple students, extensive security features, including firewall compliance without the need for IT intervention. The system is easily scalable and can be integrated with other distance learning programs.

This aticle deals with problems of distance learning in the national universities. The basic pedagogical problems of distance learning. Dedicated pedagogical problems that arise in the implementationof information and communication technologies in the educational process and the organization of pedagogical training system. A number of tasks are presented that require immediate solutions to optimize the use of information and communication technologies in the education system, both in a single educational organization and in the education system as a whole. Some options for solving the problems of distance education are proposed. The necessity of creating an institute of tutoring, as well as the main differences between the teacher of the traditional educational process and the tutor are considered.

In this paper the authors tried to underline the importance of distance learning as a means of distant education in the contemporary educational system. A literature review which explains why such a survey is very important in terms of this kind of modern learning was implemented. A short revision of some very important past surveys around the topic of distance learning was carried out, especially in terms of the research questions and the methodological approach that past researchers used in order to dig deeper into the topic. Finally, the results of such empirical researches were analyzed and some critical thoughts of the authors are presented.

This paper presents a system based on intelligent agents for the semantic annotation of learning resources taking into account the context of training. Semantic annotations systems rarely treat existing semantic annotations in the field of distance education (e-learning), most researchers in the field of education limits annotations to specific cases (teacher annotation, learner annotation, annotation of electronic documents etc.) these annotations are edited by users with an annotation tools, by cons in our approach, we propose a semantic annotation system based on intelligent agents that manage semantic annotations of educational resources, these annotations are guided by domain ontologies and ontology applications. We believe that the original resource annotations, a storehouse of learning objects standardized by LOM profile, these learning objects are managed using an ontology learning.

Open and Distance Learning (ODL) is an educational tool with a transformational social role in eliminating gender inequality as well as educational inequalities. In line with this idea, the aim of this study is to examine the opportunities offered by an ODL system to female learners and its contributions in closing the gap arising from gender inequality in education through the lens of feminist pedagogy. To this end, a qualitative research paradigm was adopted, and a narrative research design was conducted to analyze the stories of women in an ODL system. The findings of the study reveal that women in the study still encounter some barriers and constraints on access to education and school completion because they are women. ODL, with its flexible and autonomous learning environment, is thought to play a key role for the women in the study to cling to hope and to ensure social justice in the society

The article examines the social effects of distance learning in Mongolia introduced in connection with the quarantine measures. The Mongolian education system was quite successfully transferred into an online format from the start. A positive factor in this regard was the unified system of textbooks operating throughout the country. Gradually, negative trends became noticeable - a decrease in quality of education. Special qualitative and quantitative international studies on this topic appeared in a remote format almost a year later. They testified the existence of colossal technical and intellectual inequalities and the dissatisfaction of most parents with the existing system. A large role in attitude change towards e-learning has played its lengthy duration. For University students, the prolonged distance learning has caused dissatisfaction in education quality which led them to demand lower tuition fees. The most negative effects of distance education in Mongolia includes a drop in the real quality of knowledge, formation of technical and intellectual inequality. Due to the implementation of distance learning for such a long time, Mongolia's educational system is in a serious downfall. The situation becomes is even more fragile as a result of its continuous reforms combined with prolonged distance learning according to some Mongolian researchers.

In the search for opportunities to solve the variety of global problems faced by humanity, the discovery of education as the main possible key to their solution was attained at the beginning of the new century. But, not just education as an opportunity for attaining a high intellectual level, for a certain period of time, by every person, but an education of a continuous (lifelong) nature. This has led to a clear shift in the "learn to live" paradigm to "lifelong learning", which has created a premise for rapid and serious reforms, especially in the higher education system. A wide range of innovative ideas have been launched. New educational technologies have been developed. A new review and reading of traditional training methods and approaches has been challenged in order to achieve greater efficiency in their implementation. One of these ideas was related to the introduction of distance learning in response to a clearly identified need to meet the ever-increasing need to obtain education from different groups of people who, for one reason or another, are unable to get involved in the forms of traditional education. All this drew attention to a deeper study and clarification of the essence and specifics of distance learning as an innovation in meeting the objective needs of modern higher education. The emphasis on innovation in the education process is based on its ability to bring about qualitative changes to systems and ways to increase their effectiveness. It is also considered as a necessary basis for the transition from an old to a qualitatively new state of education based on a revision of the existing normative positions. It is also defined as a phenomenon that does not arise on its own, but is the result of long-standing scientific searches.
