The technology for a photon collider experiment will ultimately be judged by its ability to deliver sustained luminosity. Attaining high luminosity requires the production of large amounts of laser power and tightly focusing it onto the oncoming electron beam. This paper describes the development and testing program required to have confidence that the laser and optics technology designed for the warm X-band machine will be able to deliver its design luminosity.
