Poor infrastructure will sustain north Mali separatism

Subject Country-wide road protests. Significance In late August, Malians in the southern cities of Kayes and Kati began holding protests to decry the substandard state of the country’s roads. Protests soon spread to the north as well, with protesters citing the difficulties in travel caused by endemic insecurity. The government has released funds for some road construction projects and promised new ones, but amid high costs of construction, the roads issue has become -- in the words of one local news outlet -- the “other woe” (alongside the security crisis) of President Ibrahim Boubacar Keita’s second term. Impacts The southern protests indicate that the south is not as untouched by the country’s crisis as it seems. Even in 'stable' parts of the country, infrastructure shortfalls will keep making day-to-day life frustrating. The government will struggle to operationalise and fund new notional regions from the decentralisation plan.

Significance His comments are optimistic. The other two rival administrations that are based in Libya have resisted efforts to form a unified government, while armed groups (some associated with the administrations, others independent) compete for local dominance. As a result, intermittent escalations in fighting and sporadic attacks by fringe militias continue to occur in parts of the country. Concern has grown about the impact on civilians. Impacts Bombings and outbreaks of intense fighting will remain a risk in key contested locations in the north. Clashes between militias will recur sporadically in the south. The number of migrants working in Libya and seeking to travel to Europe may increase again.

Purpose The propose of this study is to focus on the mediating role of compliance with procurement regulatory frameworks in implementing public road construction projects. Design/methodology/approach A cross-sectional research design was adopted. Structured questionnaires were developed in a three-step process including generating items, purifying measurement items and validating measurement items. Variables were anchored on a five-point Likert scale because it is an efficient unidimensional scale that ensures all items measure the same thing and widely applicable in construction research. Findings The findings show that compliance with a public procurement regulatory framework significantly mediates the relationship between familiarity with a public procurement regulatory framework, monitoring activities, sanction on staff and contractors’ resistance to non-compliance and public road construction project success. However, compliance with a public procurement regulatory framework does not mediate the relationship between the professionalism of staff and perceived inefficiency with public road construction projects’ success. Research limitations/implications Limited mediation studies and examples in the public road construction subsector affected this study to comprehensively investigate and compare study findings. Furthermore, the study adopted a cross-sectional research design that limits responses to one point in time. Finally, the study missed out other participants in different organizations and departments that could have had relevant information. Social implications The study contributes to public procurement and construction management research fields by uncovering this strong mediating role of compliance with a public procurement regulatory framework that collectively would help the government to implement public road construction projects successfully. Because no single factor can reliably attain objectives, blending these factors through a hybrid governance system would enable the government to achieve value for money, increase the quality and quantity of paved roads and save funds that can be channeled to other priority sectors for economic development. Originality/value Despite scholarly efforts to establish project success factors, studies have been limited to factors directly impacting the project success without considering a mediating effect among the factors that affect the success of these projects.

This chapter discusses the colored vote in the South, presenting the reason for the sanguinary revolution which resulted in the overthrow of the Republican state government in the state of Mississippi in 1875. What was true of Mississippi at that time was largely true of the other reconstructed states where similar results subsequently followed. When the War of the Rebellion came to an end, it was believed by some and apprehended by others that serious and radical changes in the previous order of things would necessarily follow. But when what was known as the Johnson plan of reconstruction was disclosed, it was soon made plain that if that plan should be accepted by the country no material change would follow, for the reason, chiefly, that the abolition of slavery would have been only in name. It was the rejection of the Johnson plan of reconstruction that upset these plans and destroyed these calculations. The Johnson plan was not only rejected, but what was known as the congressional plan of reconstruction, by which suffrage was conferred upon the colored men in all the states that were to be reconstructed, was accepted by the people of the North as the permanent policy of the government and thus made the basis of reconstruction and readmission of those states into the Union.


Subject Prospects for Yemeni women. Significance Although women suffer disproportionately in the Yemen conflict, they rarely make the headlines. Earlier UN efforts to involve women in peace negotiations are now in abeyance, as the special envoy focuses on stopping the Saudi-led coalition offensive on Hodeida port -- expected to worsen an already-disastrous humanitarian situation throughout the country. Women had formerly begun to bring an original approach to the country’s problems, emphasising the role of civil society and need for ‘peace’ rather than ‘war settlement’. Impacts Women’s absence from the formal political process will weaken their support for any proposed solution -- but politicians will ignore this. Huthi fighters in the north will orchestrate women’s political demonstrations for their own purposes, forbidding wider empowerment. Arrests of leading women’s rights activists by the government in the south will weaken the latter’s international credibility.

Whilst King William I had clearly given to understand that he definitively rejected ministerial responsibility and that he considered any criticism of the regime as a criticism of the dynasty, the synergy of resistance increased between the clericalists, liberals and radical anti-authoritarian groups in the South. In the alienation between the North and the South and the ultimate revolutionary national-liberal opposition from the South the language issue played a less important role than the clericalist element and the liberal aversion against the royal absolutism of William I and the sense of exclusion of the Belgians from public office and particularly from the government of the state.

Case overview The COVID 19 pandemic-related restrictions devastated South Africa’s economy in 2020 and although the restrictions were generally less damaging than in 2020, the government had to budget for vaccinations and rebuild the economy. Public service unions had just announced that they were demanding an increase of 4% above inflation for their members and that they were preparing for a strike. They were bitter about the fact that the South African Government had withdrawn from the last year of a three-year wage agreement in February 2020 and their members had not received an increase for the two years. These demands and Finance Minister Mboweni’s response to them had to consider the structural and cyclical impact on the fiscus and economy. Expected learning outcomes The learning outcomes are as follows: understand the general objectives of fiscal policy and stakeholders’ interests; understand the tradeoffs in fiscal policy and the implications of taking a position; and make recommendations based on reasoned judgements about those recommendations. PurposeThis paper aims to disclose the savings behavior of Iran's economy in the context of demographic transition.Design/methodology/approachEmploying a version of Ramsey-Cass-Koopmans growth model, this paper benefits from a broad range of data and variables which are mainly taken from the Central Bank of Iran's database. The study uses actual and calculated data to produce analogous simulated data. The data cover the 1970–2015 period. This long period provides an opportunity to simulate more valid time series. It is worth noting that due to the severe economic sanctions imposed on the Iran's economy, particularly after 2017, some most recent data have been obliterated from the sample.FindingsThe results, stemming from the simulated model, hint that; firstly, the population variable is a notable determinant of the savings rate. Secondly, the effects of a slump in the population growth rate would attenuate the savings level significantly. Thirdly, other pragmatic steps could be taken to redress the fallout of the demographic changes.Research limitations/implicationsThere are some limitations in providing broad data related to economic sectors in Iran. The savings data, for instance, are available as an aggregated time series, and if the authors had wide data of household level, they would have been able to build more detail-based model. Similar to this issue of lack of households’ income-based data, some measures such as high or low levels as well as detailed demographic data could be helpful in sophisticated household level resulting. In addition, the complex relationship between the government and social security (pension) funds, in terms of financing part of government's budget deficit by these funds, thwarts a typical researcher in using comprehensive and transparent government expenditure data in their research. In other words, the possible positive or negative role of the funds, as a related issue to the demographic changes, cannot simply be determined in the model. It might be possible after necessary corrections are carried out in the mentioned relations.Originality/valueIn fact, the problem statement in this paper is to discern how the population aging can impact the saving rates on the one hand, and to what extent its repercussion can be modified by the other theoretical-based determinants on the other. In fact, the underlying argument of the present research arises from the stylized facts concerning prognosticates of the future evolutions of the world's population. To that end, the study will use Iran's economic and demographic data.

The Irish land act of 1881, it is generally agreed, was a victory for the Land League and Parnell, and nationalist policy with regard to the act and the attitude of southern tenants towards it have been many times subjected to detailed examination by historians of this period. In these analyses of the events of 1880–81, however, little reference is normally made to the part played by the different parties and interests in the north of the country. It is often assumed, for example, that the Ulster tenants held aloof from the campaign for reform, lending no more than occasional vocal support to the agitational efforts of tenants in the south and west. Indeed, they were later excoriated by William O'Brien, Michael Davitt and others not only for giving no support to the land movement but also for sabotaging Parnell's policy of testing the 1881 act by precipitately rushing into the land courts to take advantage of the new legislation: ‘that hard-fisted body of men, having done nothing themselves to win the act, thought of nothing but turning it to their own immediate use, and repudiating any solidarity with the southern and western rebels to whom they really owed it’. If, however, northern tenants were harshly judged by nationalist politicians in the years after 1881, the part played by the northern political parties in the history of the land bill has been either ignored or misunderstood by historians since that time. The Ulster liberals, for example, are rarely mentioned, the implication being that they made no contribution to the act even though it implemented almost exactly the programme on which they had been campaigning for much of the previous decade. The northern conservatives, on the other hand, are commonly seen as leading opponents of the bill, more intransigent than their party colleagues in the south, ‘quick to denounce any weakening of the opposition’ to reform, and ‘determined to keep the tory party up to the mark in defending the landlord interest’


The chief circumstance that induced Capt. Flinders to think his observations Upon the marine barometer were worthy of attention, was the coincidence that took place between the rising and falling of the mercury, and the setting in of winds that blew from the sea and from off the land, to which there seemed to be at least as much reference as to the strength of the wind or the state of the atmosphere. Our author’s examination of the coasts of New Holland and the other parts of the Terra Australis, began at Cape Leuwen, and con­tinued eastward along the south coast. His observations, which, on account of their length, we must pass over, show, that a change of wind from the northern half of the compass to any point in the southern half, caused the mercury to rise; and that a contrary change caused it to fall. Also, that the mercury stood considerably higher When the wind came from the south side of east and west, than when, in similar weather, it came from the north side.
