What innovative policy tools can be introduced so that the provision of local services will mitigate inequality among residents of different localities? Based on the ‘new localism’ approach, this article examines one such tool—a mandatory national standard for services provided by local authorities (a ‘service basket’)—and suggests that the implementation process should consider local variation and autonomy. The novelty of our approach lies in including both objective and normative considerations in the methodological instrument that we developed to capture these two dimensions. This innovative methodology also enabled us to estimate existing service gaps among local authorities and the burdens some will face upon instituting a mandatory service basket.

To understand what placement outside of one’s home means to the young people involved, we must understand foster care from a life course perspective. I analyze young people’s experiences in foster care from this perspective, accounting for when foster care happens, how long it lasts, and what happens when foster care placements end. I show that the population of children coming into foster care is younger and less urban than it was 20 years ago. I also show reliable measures of exposure to foster care over the life course. Children who enter care early in life are the children who spend the largest proportion of their childhood in foster care—a fact that rarely weighs on the policymaking process. We know very little about state and local variation in foster care placement rates, not to mention the influence of social services, the courts, foster parents, and caseworkers over foster children, so I close by arguing investment in research should be a clear policy priority.

By means of a modelling tool an analysis was made of the local variation in the use of pesticides in the province of Utrecht in The Netherlands, and the potential environmental impact of pesticide emissions on the aquatic ecosystems. The aim of this study was to identify and quantify the major sources of pesticide use and environmental impact, taking the regional variation of pesticide use into account. The analysis was targeted at different levels: detailed (individual active substances, individual agricultural crops, civil land-use types, hydrological catchment basins) and globally covering agricultural use, non-agricultural use (some civil sectors) and recreational shipping. The results can be used for the (re)design of environmental monitoring programmes of pesticides in surface waters and for the development of region based policies towards sustainable pesticide use. The analysis tool that was developed is considered to be applicable for other regions as well.
