A rapid expansion of urban systems, particularly in less–developed countries, pose considerable challenges. Urbanization also provides opportunities for socio–economic progress. Relative contribution from the urban sector to national economic growth is very high. The fate and the role of the socio–economic system in local, regional and national development hinges on many circumstances. Apart from delicate social issues, deficiencies in water provision, internal distribution and a hazardous water and environmental quality represent basic and tangible daily problems. Urban water security requires fresh thinking at two levels. Some kind of basin authority (corresponding to a county council, i.e. a formal administrative and regulatory body for the geographical area within a river basin) in combination with a national water policy is required, notably in countries that contemplate, or are in the process of implementing, regional and sometimes inter–basin schemes to augment supply to growing conglomerations. Similarly, the generation of large volumes of waste water and the associated threat to downstream areas cannot be effectively tackled through conventional urban planning. Within the urban area, and particularly in non–regulated parts, there is an urgent need for institutional arrangements that facilitate operations for providers who have the capacity and ability to function under the prevailing circumstances. Introduction of effective production and treatment technologies are other necessary and urgent prerequisites to reach urban water security in Third World cities.

The problems created by rapid expansion of educational systems in the underdeveloped states of Asia, Africa and South America are the subject of a large and diverse literature.1 Familiar to even the most cursory student of this literature are several themes: (1) the ‘devaluation’ of elementary education, which no longer affords entry into white-collar positions as it did in the late colonial periods; (2) the persistent and diffuse ‘elite’ connotations of higher (and even secondary) education, the supply of which, while increasing, remains relatively short; (3) the skewed distribution, within higher education, toward ‘traditional’ disciplines—notably law and the humanities—reflecting the values of the colonial system and running against perceived needs for technological skills; and finally, the concern over the ‘destabilizing’ consequences of a growth in educational access and aspirations disproportionate to the economy's ability to ‘fit’ much of tne-educated-manpower into the system.

Abstract:After the Second World War, the newly emerged independent third world countries faced immense problems such as poverty, illiteracy, poor health, low agriculture and industrial productivity and social instability. The idea of development administration was born with the above-stated pragmatic concern. Since then, third world countries strived to adopt development administration principles and techniques; in order to transform their conventional traditional public administration into modern development administration that can lead the prospective development.Such conventional public administration deals with regulatory aspects of administration such as law and order, judicial administration and revenue collection, development administration is concerned with the socio-economic developmental activities. Thus, traditional public administration is structure-oriented while developmental administration is action- oriented. Many third world countries failed in realizing such desired shift by converting its conventional public administration to effective development administration; able to achieve the intended national development via the formulation and the implementation of plans, policies, programs and projects necessary for sustainable development purposes. Such bad governance had led the people to go up against such government; as it happens lately in some Arab countries like Egypt and Tunisia.Therefore, the public sector in Egypt need to be deregulated, a new results-based management is a must; to hold managers accountable. This is a fundamental change: holding managers accountable for what they do, not how they do it. The public sector reform initiatives (especially the New Public management –NPM) have resulted in changing the accountability concept; from accountability in terms of procedural compliance to accountability in terms of efficiency and results (effectiveness and cost effectiveness).
