Common-pool resources require a dose of self-restraint to ensure sustainable exploitation, but this has often proven elusive in practice. To understand why, and characterize behaviours towards ecological systems in general, we devised a social dilemma experiment in which participants gain profit from harvesting a virtual forest vulnerable to overexploitation. Out of 16 Chinese and 15 Spanish player groups, only one group from each country converged to the forest’s maximum sustainable yield. All other groups were overzealous, with about half of them surpassing or on the way to surpass a no-recovery threshold. Computational–statistical analyses attribute such outcomes to an interplay between three prominent player behaviours, two of which are subject to decision-making ‘inertia’ that causes near blindness to the resource state. These behaviours, being equally pervasive among players from both nations, imply that the commons fall victim to behavioural patterns robust to confounding factors such as age, education and culture.

Public open space (POS) is central to the environment, and oftentimes spatial and architectural designs are emphasised in urban planning as part of creating quality POS. However, such initial design and planning of POS may not adequately encapsulate the sustainability dimensions of the complex social-ecological behavioural patterns of POS consumption and management, hence resulting in space mismanagement, underinvestment, and quality degradation. This phenomenon is particularly true and relevant in the context of government/state-owned POS. Therefore, an objective of this perspective paper, coupled with the concepts of the publicness levels, is to provide a different understanding of exclusivity and subtractibility natures of POS, primarily using the theory of common pool resources (CPRs), which subsequently helps explain and rationalise the perennial, adversarial POS management, quality and sustainability status quo. This paper reveals that, instead of being considered as pure public goods, scarce POS owns two inherent attributes of CPR, namely non-excludable and subtractive (rivalrous) that are ultimately susceptible to social/commons dilemmas, covering the Tragedy of the commons (overexploitation), management shirking, free-riding, underuse, disuse, and moral hazard, which lead to degraded, unsustainable POS. The commons or CPR theory can indeed offer a new paradigm shift, making urban planners and landscape managers to embrace that the unexclusive natures of CPR-based POS are truly finite and depletable and thus vulnerable to POS dilemmas. Hence, to achieve quality, sustainable POS commons, effective governance in terms of consumption and consistent management is vital. For future research, urban design as a necessary societal role is suggested, which has established the need for effective allocation of POS management via an adaptive institutional property rights design.

Research has shown that pastoralism and the management of the commons are connected (Bollig and Lesogorol 2016). In this article I discuss how the concept of variability, which emerged from discussions of dryland ecologies in the 1980s (Homewood 2008), can inform and enhance research on the commons and vice versa. Research on the commons can further elucidate the understanding of pastoralist practices. I conclude with reflections drawn from some empirical examples in the literature, the use of the socio-ecological systems (SES) framework, and discuss the benefits and potential problems when applied to heterogeneous and flexible pastoralist practices and to the pastoral management of the commons.

This chapter covers systems theories relevant to understanding and working to enhance the resilience of social-ecological systems. Social-ecological systems contain natural resources, users of those resources, and the interactions between each. The theories in the chapter share lessons about how to build effective governance structures for common pool resources, how to facilitate the spread of worthwhile ideas across social networks, and how to promote collaboration for greater collective impacts than any one organization alone could achieve. Each theory is summarized succinctly and followed by guidance on how to apply it to real world problem solving.

Abstract The maximum sustainable yield (MSY) concept is widely considered to be outdated and misleading. In response, fisheries scientists have developed models that often diverge radically from the first operational version of the concept. We show that the original MSY concept was deeply rooted in ecology and that going back to that version would be beneficial for fisheries, not least because the various substitutes have not served us well.

From recent and historical data the natural mortality rate of adult harp seals (Pagophilus groenlandicus) is estimated to be 0.10 which is within the range of previous estimates (0.08–0.11). New estimates of bedlamer and 0-group natural mortality rates were not significantly different from those of adult seals. Pup production estimates from survival indices agreed well with those from sequential population analyses and indicated a decline from about 350 000 animals in the early 1950s to about 310 000 animals in the early 1970s. Over the same period the 1+ population size declined from 2.5 to 1.1 million animals but has been increasing at the rate of 3%/yr since the introduction of quotas in 1972. The relative contribution of the "Front" production to total ("Front" plus Gulf) production during the past decade has fluctuated from 49 to 87%, the average of 64% being very similar to the 61% obtained previously. These fluctuations suggest some interchange between "Front" and Gulf adults and it is concluded that homing in the breeding areas is a facultative rather than obligatory aspect of seal behavior. Thus the heavier exploitation of the "Front" production is probably sufficiently diffused into the total population to avoid serious effects on "Front" production. The maximum sustainable yield of Northwest Atlantic seals harvested according to recent patterns is estimated to be 290 000 animals (80% pups) from a 1+ population size of 1.8 million animals producing 460 000 pups annually. The sustainable yield at present levels of pup production (335 000 animals) is calculated to be 220 000 animals which is substantially above the present TAC of 180 000 animals and coincides with present harvesting strategies designed to enable the seal hunt to increase slowly towards the MSY level. Can stock–recruitment points determine which spawning potential ratio is the best proxy for maximum sustainable yield reference points? – ICES Journal of Marine Science, 70: 1075–1080. The approach of examining scatter plots of stock–recruitment (S–R) estimates to determine appropriate spawning potential ratio (SPR)-based proxies for FMSY was investigated through simulation. As originally proposed, the approach assumed that points above a replacement line indicate year classes that produced a surplus of spawners, while points below that line failed to achieve replacement. In practice, this has been implemented by determining Fmed, the fishing mortality rate that produces a replacement line with 50% of the points above and 50% below the line. A new variation on this approach suggests FMSY proxies can be determined by examining the distribution of S–R points that are above or below replacement lines associated with specific SPRs. Through both analytical calculations and stochastic results, we demonstrate that this approach is fundamentally flawed and that in some cases the inference is diametrically opposed to the method's intended purpose. We reject this approach as a tool for determining FMSY proxies. We recommend that the current proxy of F40% be maintained as appropriate for a typical groundfish life history.

Current theoretical models of the commons assert that common-pool resources can only be managed sustainably with clearly defined boundaries around both communities and the resources that they use. In these theoretical models, open access inevitably leads to a tragedy of the commons. However, in many open-access systems, use of common-pool resources seems to be sustainable over the long term (i.e., current resource use does not threaten use of common-pool resources for future generations). Here, we outline the conditions that support sustainable resource use in open property regimes. We use the conceptual framework of complex adaptive systems to explain how processes within and couplings between human and natural systems can lead to the emergence of efficient, equitable, and sustainable resource use. We illustrate these dynamics in eight case studies of different social–ecological systems, including mobile pastoralism, marine and freshwater fisheries, swidden agriculture, and desert foraging. Our theoretical framework identifies eight conditions that are critical for the emergence of sustainable use of common-pool resources in open property regimes. In addition, we explain how changes in boundary conditions may push open property regimes to either common property regimes or a tragedy of the commons. Our theoretical model of emergent sustainability helps us to understand the diversity and dynamics of property regimes across a wide range of social–ecological systems and explains the enigma of open access without a tragedy. We recommend that policy interventions in such self-organizing systems should focus on managing the conditions that are critical for the emergence and persistence of sustainability.

Fishing mortality is rarely, if ever, evenly distributed over space, yet this is a common assumption of many fisheries models. To evaluate the effect of spatial heterogeneity in fishing mortality on yield, we constructed age-structured models that allowed for differing levels of fishing in three regions within the boundaries of a stock and explored alternative assumptions about the life stage in which density-dependent compensation operates. If the fishing mortality rate (F) is not excessive (i.e., F ≤ FMSY defined for the spatially homogeneous case; MSY, maximum sustainable yield), simulations demonstrated that minor to moderate spatial variation in fishing intensity does not impact sustainable yield. However, if fishing mortality is excessive (F > FMSY), spatial variation in fishing intensity often improves yield and can actually produce yields in excess of MSY when compensation occurs after dispersal, and the density-dependent recruitment rate is a function of the local density of adults. The yield premium generated in these simulations by postdispersal density dependence is due to a low level of compensatory mortality in heavily fished areas coupled with dispersal of propagules into these areas from lightly fished adjacent regions.
