RADIATION PROTECTIVE ACTIVITY DURING IMPLEMENTATION OF THE STATE PROGRAM FOR THE PROTECTION OF POPULATION OF ZHOVTI VODY TOWN

Abstract The town of Zhovti Vody is a ‘capital’ of uranium mining and processing industry of Ukraine. The mining and processing of uranium has been carried out in this area for more than 60 y. During this period, due to increasing production activities, the town has grown significantly. As a result of production activities and also due to the human factor, the territory of the town was contaminated by radioactive rocks. In addition, out of ignorance, radioactive rocks were used in the construction of houses and roads. To normalize the radiation situation in the town, a targeted State Programme was adopted in 2003 for a period of 10 y. In 2013, the Programme was subsequently extended until 2022. In accordance with this Programme, decontamination of the urban territory, measurements of radon isotopes in houses and anti-radon reconstructions of the premises have been performed. The results of these works are described in this article.

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

Dominique Iogna-Prat’s latest book, Cité de Dieu, cité des hommes. L’Église et l’architecture de la société, 1200–1500, follows on both intellectually and chronologically from La Maison Dieu. Une histoire monumentale de l’Église au Moyen Âge (v. 800–v. 1200). It presents an essay on the emergence of the town as a symbolic and political figure of society (the “city of man”) between 1200 and 1700, and on the effects of this development on the Church, which had held this function before 1200. This feeds into an ambitious reflection on the origins of modernity, seeking to move beyond the impasse of political philosophy—too quick to ignore the medieval centuries and the Scholastic moment—and to relativize the effacement of the institutional Church from the Renaissance on. In so doing, it rejects the binary opposition between the Church and the state, proposes a new periodization of the “transition to modernity,” and underlines the importance of spatial issues (mainly in terms of representation). This last element inscribes the book in the current of French historiography that for more than a decade has sought to reintroduce the question of space at the heart of social and political history. Iogna-Prat’s stimulating demonstration nevertheless raises some questions, notably relating to the effects of the Protestant Reformation, the increasing power of states, and the process of “secularization.” Above all, it raises the issue of how a logic of the polarization of space was articulated with one of territorialization in the practices of government and the structuring of society—two logics that were promoted by the ecclesial institution even before states themselves.
