Abstract Understanding family forest owner (FFO) estate planning decisionmaking is fundamental to ensuring the survival of landscapes that provide many public goods, but little is known about how land-based estate planning differs by gender. Analyses of a survey of FFOs in northeastern United States indicated that female FFOs rate themselves with lower levels of land-based estate planning self-efficacy—being less prepared, confident, and financially able to move forward with planning the future of their land than males. Of the FFOs who had positive levels of land-based estate planning self-efficacy, females were more likely to want to keep their land undeveloped than males. Our research suggests that increasing land-based estate planning self-efficacy of female FFOs may lead to higher rates of keeping land undeveloped for regions with FFOs similar to those of the northeast. We recommend ways in which foresters and programs could play an important role in increasing land-based estate planning self-efficacy.

‘The future of development’ considers some of the key challenges facing all countries: the sequencing of different policy reforms and investment efforts; the role of private investment and foreign aid; the coherence of aid policies; the provision of global public goods; and the role of the international community in the protection and restoration of the global commons. As individuals get wealthier and escape poverty, the choices they make increasingly impact other people. More than ever the futures of advanced and developing countries are intertwined. The term ‘development’ is less and less about a geographic place and more and more about our collective ability to cooperate in harvesting global opportunities and managing the associated global risks.

The concluding chapter summarizes the role of the Egyptian military, the business elite, the United States, and the opposition during each of the waves of revolution and counterrevolution. If we expand our conceptual vocabulary to include “coups from below,” this would allow scholars to properly conceptualize the unique confluence of military intervention and mass mobilization without resorting to normative terms like “democratic coup d’état.” Furthermore, it could allow US policymakers to suspend military aid in the future should there be similar events. By comparing the period from 1952 to 1956 that experienced a revolution from above with a coup from below between 2011 and 2018, it becomes clear that it may in fact be Egypt’s own revolutionary legacy that is the biggest impediment to democratization.

Past theories of representative bureaucracy have four weaknesses: they assume that traditional controls are ineffective without empirical evidence, rely on secondary variables, omit the effects of lifetime socialization, and do not consider the role of individual bureaus. Because of these weaknesses, a representative bureaucracy need not be a responsive bureaucracy. Although restricted by secondary analysis, this paper seeks to eliminate these failings and empirically demonstrate the unrepresentative nature of the United States federal bureaucracy. The representativeness of various grade classifications, special services, and bureaus is also measured; and the United States upper civil service is compared to that of five other nations. After an attempt to measure the values of bureaucrats, the future concerns of the theory of representative bureaucracy are outlined.
