The paper reviews critically the arguments concerning greater voice for Developing Countries in global governance. It supports the arguments for greater voice but argues that greater voice brings with it greater responsibilities in terms of the actions and commitments from Developing Countries. The two main illustrations are the multilateral trade negotiations in the WTO and the negotiations concerning climate change in the UN. In both case, it is argued, developing countries must assume greater responsibilities if these negotiations are to be concluded. This can be done in a way which yields net benefits to the Developing Countries themselves.

In global economic governance, political consensus reached by the G20 members plays an important role of defining governance ideas and governance directions as well as steering and boosting collective actions. Political opportunities are essential for the G20 members’ successful efforts to place their preferences into the political consensus of G20. This paper analyzes how the G20 members place their preferences into the political consensus of G20 through the lens of political opportunity, and provides a relatively detailed demonstration on China’s practice of proposing policy initiatives and placing its preferences into the political consensus of G20 by examining the cases of International Monetary Fund (IMF) quota reform and international financial regulation reform.

The World Trade Organisation's (WTO) consistent rejection of proposals for the inclusion of a social clause into its existing rules and regulations has prompted the International Labour Organisation (ILO) to examine alternative ways in which global consensus on the regulation of labour standards can be developed. In this paper we map the failure of the social clause debate by reference to the outcome of successive WTO ministerials and we examine the role of executive leadership and related epistemic activity in the development of the international labour standards regime (ILSR). We conclude that the switch to a focus on a regime of core labour standards provides the most promising platform for progress in labour protection and an influential outcome in placing the ILO at the heart of attempts to integrate social policy into global economic governance.

The article investigates the future role of the G20 in a post-pandemic digital world. The transformation of the world order and global governance is interconnected with three main trends: fragmentation, digitalization and socialization. The author underlines that these trends pose challenges for states both at the national and global levels. Some scholars of global governance advocate rebalancing from global to national governance. They underline the incompatibility of global economic governance with democracies, which have the right to protect their social arrangements. They discern the fact that global (economic) governance is under heavy fire from a new vox populi, underscoring the socio-economic and cultural sources of their resentment and opposition to the liberal international order. While pointing at the timeliness of such argumentation, this article examines the fundamental problem with a sovereignty-related solution to the populist challenge. It lies in the fact that reconstituting global economic steering with a stronger emphasis on sovereignty may open the door for pursuing distinct national policies, which have blossomed during the Covid-19 pandemic and which not only overlap with populism but dismantle the benefits of international cooperation in the post-Covid-19 world. By asking about the role of the fragmented system of economic governance in inspiring populist resentment, this article creates an opportunity not only to address the challenges to global economic governance, but more specifically to reflect upon: the justification of decisive shifts toward national governance; risks which remain hidden for those discontented with economic globalization; and drafting an alternative solution, namely taking the middle way between hyper globalization and a more national policy.

Global economic governance refers to efforts to organize, structure, and regulate economic interactions. In substantive terms, economic governance deals with a host of policy challenges, including the definition of basic property rights, efforts at monetary and fiscal cooperation, ando concerns for the “macroprudential regulation” of financial markets. The Global Financial Crisis has demonstrated not only the importance of macroeconomic and regulatory cooperation, but also the role of crises in redefining the purposes of economic governance itself. Debates in the fields of international relations (IR) and international political economy (IPE) over global economic governance have revolved around strategic interactions, social psychological forces, and the post-crisis emergence of new agents and international organizations. In applied IPE settings, these debates more explicitly pertain to the systemic importance of hegemonic power, multilateral interactions, or intersubjective interpretations. These views intersect with neorealist, neoliberal, and constructivist assumptions regarding systemic interactions. Over the 1990s, IR and IPE scholars would increasingly seek to move beyond both the structural materialism associated with hegemonic stability theory and the structural idealism associated with “first-generation” Wendtian constructivism. Future research should focus on broader questions of whether the Global Financial Crisis will spark renewed theoretical creativity and contribute to an enhanced policy relevance, or whether IR and IPE will continue to work to mask the role of power in limiting such possibilities.
