Romania was the first country in the Eastern bloc to initiate diplo­matic relations with the Federal Republic of Germany. On January 31, 1967, the Embassy of the FRG was opened in Bucharest, Romania. In this context, which marked the intensification of the cultural exchange between the two countries, with special attention paid to the exchange of students and researchers, in this article I aim to tackle the situation of the Humboldt fellows from Romania during 1965-1989, as agents of knowledge transfer and actors of soft-power strategies between the two blocks.

During the late Cold War there was a serious effort by leaders in both capitals to defuse the tension and conflict that characterized their relationship during the 1950s and 60s. Commitments by both sides to the details of soft power approaches such as negotiating arms agreements such as SALT and the Helsinki Accords eased the climate of hostility somewhat, while the rise to power of Mikhail Gorbachev, with his emphasis on perestroika and other aspects of reform, resulted in considerable retraction of the Soviet military both in size and from various points of involvement such as Afghanistan. However, there was usually either continuing underlying neo-Cold War tension between the two or vacillation between steps forward and backward. The initial Soviet move into Afghanistan combined with emergence of Marxist forces in locations such as Nicaragua kept American leaders in a state of military readiness. Provocative moves such as the build-up of the American nuclear arsenal under President Reagan in the 1980s were combatitive in tone with regard to Soviet leaders. Thus, positive and negative features combined in an uneasy mix at the end of the Cold War.


The best propaganda is not propaganda; instead, superpowers should provide resources to developing countries during this information age to enable economic growth. A country may obtain the outcomes it wants in the world politics because other countries—admiring its values, emulating its example, aspiring to its level of prosperity and openness—want to follow it. In this sense, it is also important to set the agenda and attract others in world politics and not only to force them to change by threatening military force or economic sanctions. This soft power—getting others to want the outcomes that you want—co-opts people rather than coercing them.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.

Edith’s career and collaboration with Fritz Machlup at Johns Hopkins University flourished and she began work on the growth of the firm, and studied the Hercules Powder Company. As Cold War tensions increased during the 1950s she and Penrose became involved in the defence of their friend and colleague Owen Lattimore who was named as the top Soviet spy by Senator McCarthy. The chapter covers the persecution of Lattimore, his trials, the role of Judge Luther Youngdahl, and the operation of his defence fund. Other friends of E. F. Penrose became victims of the anti-communist ‘witch hunt’, he grew increasingly disillusioned with the USA, and determined he must leave. In 1953 Edith and Penrose testified before the Senate Internal Security Subcommittee. They were also investigated by the FBI. After five years the case against Lattimore was dropped. Edith’s father died and her brother Harvey was killed in an air accident.

The end of the Cold War left the USA as uncontested hegemon and shaper of the globalization and international order. Yet the international order has been unintentionally but repeatedly shaken by American interventionism and affronts to both allies and rivals. This is particularly the case in the Middle East as the wars in Afghanistan and Iraq as well as the nuclear negotiations with Iran show. Therefore, the once unquestioned authority and power of the USA have been challenged at home as well as abroad. By bringing disorder rather than order to the world, US behavior in these conflicts has also caused domestic exhaustion and division. This, in turn, has led to a more restrained and as of late isolationist foreign policy from the USA, leaving the role as shaper of the international order increasingly to others.

This article brings to light several examples of the hagiographic plays staged in Italy during the 1950s and early 1960s in parishes, schools, and oratories. The article begins with a brief introduction to the continued tradition of staging the lives of the saints for educational purposes, which focuses on the origins, aims, and main characteristics of theatre for young people of the Salesians, the order founded by Don Bosco in 1859. Next, it offers a brief panorama of the pervasive presence of the lives of the saints in post-WWII Italy. The main discussion of the article concerns the hagiographic plays created for the Salesian educational stages in the years between 1950 and 1965, especially those regarding the lives of young saints Agnes and Domenico Savio. The article concludes that the Salesian plays on the lives of the saints, far from constituting a mere exercise in hagiography, had a definite educational goal which applied to both performers and audiences in the specific times of Italy’s reconstruction and the cold war.
