Abstract Mass incarceration, police brutality, and border controls are part and parcel of the everyday experiences of marginalized and racialized communities across the world. Recent scholarship in international relations, sociology, and geography has examined the prevalence of these coercive practices through the prism of “disciplinary,” “penal,” or “authoritarian” neoliberalism. In this collective discussion, we argue that although this literature has brought to the fore neoliberalism's reliance on state violence, it has yet to interrogate how these carceral measures are linked to previous forms of global racial ordering. To rectify this moment of “colonial unknowing,” the collective discussion draws on decolonial approaches, Indigenous studies, and theories of racial capitalism. It demonstrates that “new” and “neoliberal” forms of domestic control must be situated within the global longue durée of racialized and colonial accumulation by dispossession. By mapping contemporary modes of policing, incarceration, migration control, and surveillance onto earlier forms of racial–colonial subjugation, we argue that countering the violence of neoliberalism requires more than nostalgic appeals for a return to Keynesianism. What is needed is abolition—not just of the carceral archipelago, but of the very system of racial capitalism that produces and depends on these global vectors of organized violence and abandonment.

The professionalization of transitional justice (TJ) has received extensive academic attention in TJ and related international relations and peacebuilding scholarship. This article adds an element that has received hardly any attention: namely the presence of activism even among professional and usually donor-funded TJ work. I argue that noticing activism in professional contexts requires attention to the ‘everyday’, meaning to life in between, aside and beyond high politics and officially important actors, actions, processes and events. Based on field research in Sierra Leone and Kenya, I describe and discuss everyday examples of a specific form of activism, namely tacit activism that I encountered with three key interlocutors, one Sierra Leonean and two Kenyan nationals involved in professional donor-funded TJ work. Their activism was ’tacit’ in the sense that it was not part of their official project activities and my interlocutors did not advertise their extra plans and efforts to (prospective) donors. And yet, it was precisely through these tacit plans and efforts that they hoped to meet at least some of the expectations that had been raised in the context of professional TJ projects.

Abstract Declarations of independence continue to be commonplace in international affairs, yet their efficacy as means towards statehood remains disputed in traditional international legal and political thinking and conduct. Consequently, recent scholarship on state recognition and emerging statehood suggests that the international persistence of such declarations should be understood in the context of broader international processes, narratives, and assemblages of state creation. Such suggestions, however, risk reifying declarations’ effectiveness more in relation to international structure(s) than to independence movement's own agency. This article, therefore, calls for a reframing of declarations of independence as a ritual in international relations. It argues that participating in the international ritual of independence declaration forms an attempt to ‘fuse’ the movement's political practice with international recognition, serves to express an internal belief in ‘redemption’ through the ‘ascension’ into the ‘celestial’ existence of recognised statehood, and offers an opportunity to internally bolster political community through political performance. Ritual theory, thus, uncovers how the global persistence of independence declarations cannot be explained merely through discrete oppositions of non-recognition versus recognition, belief versus reality, and/or non-state versus state community, and instead opens up new space for understanding the contradictions characterising the international political (in)significance and persistence of statehood declarations.

This forum brings together critical engagements with Andreas Bieler and Adam David Morton’s Global Capitalism, Global War, Global Crisis to assess the prospects and limits of historical materialism in International Studies. The authors’ call for a ‘necessarily historical materialist moment’ in International Studies is interrogated by scholars working with historical materialist, feminist and decolonial frameworks in and beyond International Relations (IR)/International Political Economy (IPE). This introductory essay situates the book in relation to the wider concerns of historical materialist IR/IPE and outlines how the contributors assess the viability of Bieler and Morton’s historical materialist project.

The past decade has witnessed a shift from “open borders” policies and cross-border cooperation towards heightened border securitization and the building of border walls. In the EU context, since the migration influx of 2015–2016, many Member States have retained the re-instituted Schengen border controls intended to be temporary. Such heightened border securitization has produced high levels of anxiety among various populations and increased societal polarization. This paper focuses on the processes underpinning asylum seeker reception at the re-bordered Finnish-Swedish border and in the Finnish border town of Tornio. The asylum process is studied from the perspective of local authorities and NGO actors active in the everyday reception, care and control practices in the border securitization environment enacted in Tornio in 2015. The analysis highlights how the ‘success’ of everyday reception work at the Tornio border crossing was bound to the historical openness of the border and pre-existing relations of trust and cooperation between different actors at various scales. The paper thus provides a new understanding of the significance of borders and border crossings from the perspective of resilience and highlights some of the paradoxes of border securitization. It notes that although border closures are commonly envisioned as a direct response to forced migration, the everyday practices and capacities of the asylum reception at the Finnish-Swedish border are themselves highly dependent on pre-existing border crossings and cross-border cooperation.

Globalization blurs the traditional distinction between high and low politics, creating connections between previously discrete issue areas. An important existing literature focuses on how states may intentionally tie policy areas together to enhance cooperation. Building on recent scholarship in historical institutionalism, the authors emphasize how the extent of political discretion enjoyed by heads of state to negotiate and implement international agreements varies across issue areas. When policy domains are linked, so too are different domestic political configurations, each with its own opportunity structures or points of leverage. Opening up the possibility for such variation, the article demonstrates how actors other than states, such as nonstate and substate actors, use the heterogeneity of opportunity structures to influence negotiations and their institutional consequences. The authors examine the theory's purchase on international cooperation over intelligence, privacy, and data exchange in the transatlantic space in the wake of the terrorist attacks of September 11, 2001, and the revelations made public by Edward Snowden in 2013. The findings speak to critical international relations debates, including the role of nonstate actors in diplomacy, the interaction between domestic and international politics, and the consequences of globalization and digital technologies for the relationship between international political economy and security.

State terrorism is a contentious topic in the field of terrorism studies. Some scholars argue that the concept of terrorism should only be applied to the behavior of nonstate actors. Others argue that certain government behaviors may be understood as terrorism if the intent of state violence and threats is to stoke fear and influence the behavior of a wider audience. Three possible conceptualizations of state terrorism are worth exploring: government sponsorship of nonstate actors’ terrorism, terrorism perpetrated by government agents outside a legal framework, and “inherent” state terrorism—acts perpetrated by the state in the everyday enforcement of law and order that, if perpetrated by nonstate actors, would clearly qualify as terrorism. Each of these conceptualizations yields insight about state behavior, highlighting particular uses of violence and threats as instruments of state policy. Depending on one’s conceptualization of state terrorism, common policies and functions of government possess an underlying terroristic logic. Analytical tools developed in the field of terrorism studies may be useful in helping us understand state behavior, when violence and threats appear to have a broader communicative function in influencing an audience beyond the immediate target.

This essay explores the meaning of the term Black Indigeneity (BI). Afro-Indigenous Studies scholar Kyle T. Mays asks, what is Black Indigeneity? How do scholars talk about it? What are its possibilities? Relying on a survey of recent scholarship, Mays argues that BI is largely understood as a form of Black Americans participating in settler colonial processes meant to erase and displace Indigenous peoples. He argues that we should look at BI as an analytic that African Americans have used to create belonging and continue to express cultures practiced throughout the African diaspora, adapted and transformed into a modern iteration of cultural expression. In this way, we should rethink how we view blackness and indigeneity as two separate entities, and explore how people of African descent create belonging on dispossessed Indigenous land.

When and where one can urinate is increasingly politicised around the globe. As an example of bio-political power, the provision, regulation and access to public toilets reflects larger structures in any given society. However, there is another side to micturition, that is the use of urine as a manifestation of bodily power over another/others. This article analyses the politics of the urinal through a close reading of the men’s toilet in The Lismore pub in Partick, Scotland, thus bringing together these two threads via the concept of everyday effigial resistance. In our interrogation of a politicised urinal that asks users to ‘piss’ on historical figures associated with the Highland Clearances, we aim to push International Relations to follow Enloe’s call for the study of ‘mundane practices… and the most intimate spaces’ by considering the most banal aspects of the human condition as part of its remit. Our case study serves as an explicit political intervention, one which through its geographic and geopolitical scales makes an argument for engaging with the mundane, vernacular and vulgar in everyday IR. Abstract Feminist interventions in international politics are, more often than not, understood (and visible) as interventions in relation to policy documents. These policies—in this case the United Nations Security Council's resolutions on Women, Peace and Security—often feature as the end point of feminist advocacy efforts or as the starting point for feminist analysis and critique. In this article the author responds to the provocations throughout Marysia Zalewski's work to think (and tell) the spaces of international politics differently, in this case by working with the concept of feminist failure as it is produced in feminist policy critique. Inspired by Zalewski's Feminist International Relations: exquisite corpse, the article explores the material and imaginary spaces in which both policies and critique are produced. It picks up and reflects upon a narrative refrain recognizable in feminist critiques on Women, Peace and Security policy—that we must not make war safe for women—as a way to reflect on the inevitability of failure and the ostensible boundaries between theory and practice. The author takes permission from Zalewski's creative interventions and her recognition of the value of the ‘detritus of the everyday’—here a walk from New York's Grand Central Station to the UN Headquarters, musings on the flash of a particular shade of blue, and the contents of a footnoted acknowledgement, begin to trace an international political space that is produced through embodied and quotidian practice.

AbstractRecent scholarship on Indian, African, and Caribbean political thinkers and leaders emphasizes the era leading up to and immediately after decolonization as one saturated with awareness of time and history. While much of this scholarship focuses on temporalities that open up the future, this article instead foregrounds imaginings of the present in the currency of news reports. By examining newspaper reports, we can attend in a different way to renderings of time and freedom. This article applies theoretical work on genre and addressivity to analyze how location, space, and time were simultaneously grounded and overcome by Nigerian newspaper columnists, and how this dynamic of bounded transcendence facilitated an array of social and political projects in the time-space of 1930s and 1940s colonial Nigeria. The pseudonymous writers examined in this article applied the trope of flying to exist in an alternate reality. Each “reporter” outstripped the normal logic of time and space through their ability to “jump” from place to place, and even to be in more than one place at once. By existing, as they claimed, “everywhere and nowhere” they literally and figuratively rose above the material reality of the everyday, thus ordaining an exclusive capacity for revelation.
