Risk analysis is a tool often used by management to aid decision-making. We present a risk-analysis framework that was developed to facilitate managing New Zealand fisheries. Using catch-effort and observer data, the likelihood that a certain fishery will impact upon five effects of fishing (EoF) issues (non-target species, biodiversity, habitat, trophic interactions, and legislated protected species) is determined. The consequences (impact and/or change) of such events are then determined to determine a relative risk ranking across fisheries. Consequence matrices were developed to assess each of the five EoF categories. To illustrate the model, a 13-y data set of New Zealand fisheries catch-effort and observer data was analysed, using orange roughy (Hoplostethus atlanticus) as an example fishery. The New Zealand fisheries management framework follows a traditional model in which socio-political imperatives are determined (through risk assessment) after ecological impacts are assessed. By maintaining separation between ecological and socio-political imperatives, a transparent and objective framework is established.

Risk analysis can enhance the value of scientific advice to fishery managers by expressing the uncertainty inherent in stock assessments in terms of biological risk. I present a case study involving an overexploited population of orange roughy (Hoplostethus atlanticus) on the Chatham Rise, New Zealand. This analysis quantifies the risk to the fishery and shows how this decreases as the rate of reduction in total allowble catch increases. The technique helps fishery managers balance biological risk against economic risk. Ways of generalizing the technique are discussed.

To assess the F-specific bacteriophage as an indicator of pathogenic viruses, a comparative study has been made of the occurrence of F-phage and human enteroviruses in sewage wastes and the marine environment. Although F-phage seemed in several respects to match pathogen behaviour, its low abundance in bathing beach water, uncertainty as to its source and other detection irregularities make its use as an indicator problematical.

Abstract Quality indicators (QIs) are used internationally to measure, compare and improve quality in residential long-term care. Public reporting of such indicators allows transparency and motivates local quality improvement initiatives. However, little is known about the quality of QIs. In a systematic literature review, we assessed which countries publicly report health-related QIs, whether stakeholders were involved in their development and the evidence concerning their validity and reliability. Most information was found in grey literature, with nine countries (USA, Canada, Australia, New Zealand and five countries in Europe) publicly reporting a total of 66 QIs in areas like mobility, falls, pressure ulcers, continence, pain, weight loss, and physical restraint. While USA, Canada and New Zealand work with QIs from the Resident Assessment Instrument – Minimal Data Set (RAI-MDS), the other countries developed their own QIs. All countries involved stakeholders in some phase of the QI development. However, we only found reports from Canada and Australia on both, the criteria judged (e.g. relevance, influenceability), and the results of structured stakeholder surveys. Interrater reliability was measured for some RAI QIs and for those used in Germany, showing overall good Kappa values (>0.6) except for QIs concerning mobility, falls and urinary tract infection. Validity measures were only found for RAI QIs and were mostly moderate. Although a number of QIs are publicly reported and used for comparison and policy decisions, available evidence is still limited. We need broader and accessible evidence for a responsible use of QIs in public reporting.

Risk analysis has been used extensively to inform decisions throughout government and industry for many years. Many methodologies have been developed to perform these analyses, resulting in differences in terminology and approach that make it difficult to compare the results of an analysis in one field to that in another. In particular, many approaches result only in a risk ranking within a narrow area or field of interest, so the results cannot be compared to rankings in other areas or fields. However, dealing with terrorist threats requires prioritizing the allocation of homeland defense resources across a broad spectrum of possible targets. Therefore, a common approach is needed to allow comparison of risks. This presentation summarizes an approach that will allow the results of risk analyses based on using current methodologies to be expressed in a common format with common terminology to facilitate resource allocation decisions.

Purpose The purpose of this paper is to develop a fuzzy methodology approaches based framework for carrying the risk analysis of a real industrial system of a urea fertilizer industry located in northern part of India. Design/methodology/approach Petri Net approach was applied for representing the series-parallel arrangement of the considered system. Various failure causes related to different subsystems or equipment of the considered system were listed under FMEA approach and their Risk Priority Number was tabulated. Further, to overcome the drawbacks of traditional FMEA approach in risk ranking fuzzy FMEA and grey relation analysis (GRA) approaches were applied within traditional FMEA approach and the ranking results were compared for better and effective decision making of risky components. Findings The proposed framework has overcome the drawbacks of tradition FMEA approach in an effective and efficient manner. Causes AC7, CL3, ST2, DR3 and NR3 of centrifugal compressor, hot heat exchanger, ammonia convertor reactor, cold condenser and ammonia separator have been identified as the most critical failure causes of the considered system. Originality/value The proposed framework has been tested with its application on an ammonia synthesis system of the considered process industry. The risk ranking results would be highly useful in developing a planned maintenance policy for the considered system which further results in improving the system availability.

<p>This study explores the relationship between professional contractors and the permanent employees they work with at organisations in New Zealand. This thesis uses two concepts, organisational socialisation and the psychological contract, as lenses through which the working relationship is explored. The 20th century notion of standard employment has largely been eroded, giving way to different forms of non-standard work. Professional contractors are now found performing a variety of roles in many organisations across this country. Many are doing the work of permanent employees, but they are neither employees nor permanent. Professional contractors are a type of non-standard, transient worker. As part of a blended workforce, professional contractors work alongside permanent employees, but little is known about how they work together.  This qualitative study involves 49 face-to-face interviews with professional contractors, permanent employees and managers working in the Information Technology (IT) divisions of 10 organisations in three major cities in New Zealand. This research design results in a rich data set. The data collected was subject to analysis using the software NVIVO. This data was analysed in relation to the literature on organisational socialisation and the psychological contract to further explain the working relationship between professional contractors and permanent employees.  The findings reveal professional contractors’ experience of Van Maanen’s (1979) socialisation tactics were: collective, informal, variable, random and serial. It was found that an organisation’s policy sets the tone for the treatment (induction, inclusion and management) of professional contractors. According to the professional contractors interviewed, the Chao, O'Leary-Kelly, Wolf, Klein, and Gardner (1994) socialisation content dimensions that are important are structure, culture and values and language but history was not considered important. According to the managers interviewed, contractors need to know about the processes and procedures of the client organisation, have strong technical skills and industry, sector or domain knowledge. It was found that the indicator of adjustment ‘acceptance by insiders’ (Bauer & Erdogan, 2012) may be a sign that the contractor is adjusting to their new role but it is not essential. A new indicator of adjustment for professional contractors – output – clearly emerged from the data. The notion of ‘time to productivity’ is highly relevant to professional contractors and three factors affecting it are identified (contractor capability, role complexity and organisation readiness). Another important finding is that permanent employees play a key role as socialisation agents (Feldman, 1994; Jones, 1983; Van Maanen, 1978) in the socialisation of professional contractors. Surprisingly, it was found that other professional contractors also act as socialisation agents assisting the newcomer to adjust. It was found that proactive socialisation is particularly important for professional contractors. Together these findings establish the need to reconceptualise organisational socialisation for professional contractors specifically.  The second part of this thesis explores the psychological contract by asking interviewees about their mutual expectations. The expectations of each of the three parties (managers, professional contractors, and permanent employees) are subtly different, potentially influencing the psychological contract they develop. Permanent employees expect great things, professionalism and independence from professional contractors. Managers expect speed, professionalism and value for money from contractors. On the other hand, professional contractors simply expect to be treated with respect by their colleagues. Professional contractors expect to be given autonomy by their managers and support or guidance, should they require it. This study was not able to ascertain what type of psychological contract a professional contractor may develop. It is possible that a professional contractor develops a hybrid psychological contract. Alternatively, it is possible that a professional contractor’s psychological contract moves between the types developed by Rousseau (1995) over the course of their term with the client organisation. The insights gained by exploring the expectations of professional contractors, permanent employees and their managers are two-fold. Firstly, these expectations provide a valuable insight into the working relationship. Secondly, the exploration of a breach or violation of the psychological contract indicates that a malleable psychological contract (one that will shift or adjust) is less likely to manifest a breach or violation. Therefore, it is better for a professional contractor to develop and maintain a malleable rather than rigid psychological contract.  This study’s findings highlight the interrelationship between organisational socialisation and the psychological contract. This thesis asserts that the working relationship between professional contractors and permanent employees is specifically influenced by the socialisation of contractors as newcomers and in the mutual expectations, which form the psychological contract. As a result, it contributes to theorising and understanding of the working relationship between professional contractors and permanent employees. It identifies several tensions in the co-dependent working relationship, which are: time, team, treatment and training. This study has implications for Human Resource practitioners and managers because there is a need for corporate or HR policy relating to the treatment professional contractors. The use of organisational socialisation and the psychological contract as lenses with which the working relationship is explored is both original and meaningful.</p>

<p>The global marine environment is currently facing unprecedented anthropomorphic change and stress. One such stressor is plastic pollution, which has continually increased in magnitude since mass production began in the 1940’s. An increase in plastic debris throughout the oceans not only results in an infiltration of the pollutants throughout the entirety of the marine environment, but also increases the risk that it impacts the physiological, structural, and behavioural traits of various organisms – including humans. These negative interactions are particularly likely with microplastic particles (< 5 mm), as they can enter and be transferred throughout the food web with ease. However, research in the field of microplastic pollution is extremely one-sided, with most present studies focusing on the Northern Hemisphere. Additionally, comparatively little has been investigated regarding temporal and spatial patterns of microplastic occurrence. The aim of this research was to 1) examine the abundance and distribution of synthetic particles in sub-surface waters of the Southern Ocean, across broad temporal and spatial scales and 2) examine finer-scale spatial and temporal patterns of microplastic load within the urbanised Wellington Harbour, New Zealand, using a combination of environmental and biological indicators.  To assess the broad-scales of temporal and spatial variation in the Southern Ocean, annual Continuous Plankton Recorder (CPR) tows were undertaken between New Zealand waters and the Ross Sea, Antarctica, over a span of 9 years (the austral summers of 2009/10 – 2017/18) and a range of 5 oceanographic zones and two frontal systems, totalling a distance of approximately 22,000 km. Overall, patterns were inconsistent, with no constant increase or decrease in load throughout the years, while spatial variation was minimal and not associated with particular oceanographic fronts or proximity to an urban area. Despite no consistent spatial variation, temporal differences did occur between years. Again, there were no identifiably consistent trends across years (i.e. a gradual increase), but there was a substantial peak in 2009/10 and a trough in 2012/13. Such changes are likely due to large-scale variations in ocean circulation systems, along with environmental drivers such as El Niño and La Niña events.  To investigate the microplastic load in a more urbanised environment, 3-monthly surveys were undertaken with surface waters, beach sediments, and M. gallloprovincialis mussels in Wellington Harbour, New Zealand, using samples from three sites for beach and mussel surveys, and two sites for the surface water tows. Weekly variation was also measured for beach sediments and mussel tissues. Again, no consistency was observed in temporal or spatial variation for any environmental or biological indicator, however the average pollutant loads were on par with reported results in other literature, particularly for M. galloprovincialis tissues. Temporally, the peak microplastic load in the tissues of the mussel, M. galloprovincialis, appeared to correlate with the peak load found within the surface waters of the harbour, indicating a possible relationship between plastic pollution in the environment and that which is found within organisms. Finally, the spatial variation observed within beach sediments was far larger than that seen throughout the mussel tissues, supporting the idea that beach sediments are microplastic sinks, but also susceptible to a range of environmental drivers including wind strength, wind direction, and sediment erosion.  Throughout the Southern Ocean and within Wellington Harbour, particle characteristics were similar, in that microfibres were the prevailing synthetic morphotype – accounting for upwards of 90% of all particles found. These results are similar to reports from other current literature, but not associated with public knowledge that is currently in the media and represented in the legislation. The results of this thesis illustrate the importance of monitoring and managing the occurrence and effect of microplastics on both fine- and broad-scales of temporal and spatial variation and helps address the knowledge gap surrounding microplastics in the Southern Hemisphere.</p>

Abstract. This paper discusses the new method developed to analyse flood risks in river deltas. Risk analysis of river deltas is complex, because both storm surges and river discharges may cause flooding and since the effect of upstream breaches on downstream water levels and flood risks must be taken into account. A Monte Carlo based flood risk analysis framework for policy making was developed, which considers both storm surges and river flood waves and includes hydrodynamic interaction effects on flood risks. It was applied to analyse societal flood fatality risks (the probability of events with more than N fatalities) in the Rhine–Meuse delta.

Photo-identification is an invaluable method for documenting associations. Based on the assumption that individuals photographed close together in time are physically close in space, the metadata associated with digital photography offers an opportunity to base association analyses on time between images. This was tested via analysis of associations within a population of bottlenose dolphins (Tursiops truncatus) in Doubtful Sound, New Zealand. We compared the widely used group-membership method and an alternative time-based method. Overall social structures between methods were similar; high degrees of association among all individuals and little support for sub-groups. Results also indicated an increase in the precision of pairwise indices for the time-based method. This study validated the approach of using time as a basis for analyses of associations. Importantly, this method can be retrospectively applied to any photo-ID data set in which images of uniquely identifiable individuals are time-stamped by the camera.
