Health in All Policies (HiAP) governance: lessons from network governance

AbstractThe Health in All Policies (HiAP) approach requires formal and sustained governance structures and mechanisms to ensure that the policies of various non-health sectors maximize positive and minimize negative impacts on population health. In this paper, we demonstrate the usefulness of a network perspective in understanding and contributing to the effectiveness of HiAP. We undertook an exploratory, qualitative case study of a HiAP structure in Iran, the Kerman province Council of Health and Food Security (CHFS) with diverse members from health and non-health sectors. We analyzed relevant policy texts and interviewed 32 policy actors involved in the CHFS. Data were analyzed using within-case analysis and constant comparative methodology. Our findings suggest that CHFS governance from a network perspective drew in practice on elements of two competing network governance modes: the network administrative organization (NAO) and the lead organization mode. Our results also show that a shift from a hierarchical and market-based mode of interaction to a network logic within CHFS has not yet taken place. In addition, CHFS suffers from large membership and an inability to address complex ‘wicked problems’, as well as low trust, legitimacy and goal consensus among its members. Drawing on other HiAP studies and commentaries, insights from organization network theory, and in-depth findings from our case study, we conclude that a NAO may be the most effective mode of governance for tackling complex social problems in HiAP structures. Since similar studies are limited, and our single case study may not be transferable across all contexts, we suggest that further research be undertaken to explore HiAP structures from a network perspective in different institutional and cultural settings. With increasing emphasis given to HiAP approaches in national and international health policy discourse, it is important that comparative knowledge about the effectiveness of HiAP governance arrangements be developed.

An email system is a critical business tool and an essential part of organisational communication. Many organisations have experienced negative impacts from email and have responded by electronically monitoring and restricting email system use. However, electronic monitoring of email can be contentious. Staff can react to these controls by dissent, protest and potentially transformative action. This chapter presents the results of a single case study investigation of staff reactions to electronic monitoring and control of an email system in a company based in Ireland. The findings highlight the variations in staff reactions through multiple time frames of electronic monitoring and control, and the chapter identifies the key concerns of staff which need to be addressed by management and consultants advocating the implementation of email system monitoring and control.

Purpose – The governance of information technology outsourcing (ITO) has been identified as an essential determinant for ITO success. Prior studies have shed light on effective governance structures in different organizational contexts. This study aims to advance this prior knowledge by exploring how interpersonal networks, as an important aspect of such context, reflect and influence ITO governance. Design/methodology/approach – A single case study was conducted from a vendor’s perspective in an ITO dyad. Social network analysis was leveraged to reveal the interpersonal networks, with whole-network analysis on 24 team members in an ITO vendor company. In addition, open-ended interviews with six selected team members were utilized to identify the perceived governance structure. Findings – The findings of this study suggest certain features of interpersonal networks, i.e. network density and cross-network comparison, can reflect governance structure in multiple aspects. Meanwhile, the authors also argue that interpersonal networks can influence the form of governance structure. Research limitations/implications – As a single case study, the context of the research site cannot be ignored in the inference of findings. To increase the confidence for further generalization, future empirical studies are needed especially in contrasting sites, such as ITO relations based on network governance. Originality/value – This study associates intra-organizational characteristics of the vendor to the inter-organizational governance structure of the ITO relationship. It also provides an innovative methodology for both researchers and practitioners to assess ITO governance structure.

Interest in offering Entrepreneurship Education (EE) to all kinds of university students is increasing. Therefore, universities are increasing the number of entrepreneurship courses intended for students from different fields of study and with different education levels. Through a single case study of the Contamination Lab of Turin (CLabTo), we suggest how EE may be taught to all kinds of university students. We have combined design methods with EE to create a practical-oriented entrepreneurship course which allows students to work in transdisciplinary teams through a learning-by-doing approach on real-life projects. Professors from different departments have been included to create a multidisciplinary environment. We have drawn on programme assessment data, including pre- and post-surveys. Overall, we have found a positive effect of the programme on the students’ entrepreneurial skills. However, when the data was broken down according to the students’ fields of study and education levels, mixed results emerged.

Purpose-This paper examines the nature of services and processes of business incubation. Its specific objectives are to establish the nature of services offered by business incubation centers in Uganda, examine the incubation process and to establish the perception of business incu- batees about business incubation services using a case of FinAfrica a private social enterprise. Methodology-This paper presents findings from one incubation center FinAfrica as a case study. Ethnographic design is adopted while observation and interview methods are used to collect data. Results-Key services offered by FinAfrica incubation center include entrepreneurial training, provision of office space, legal and accounting services, mentoring, coaching, entrepreneurial networks and general office administration. The centre has a unique business incubation model which starts with motivating people to start businesses, capacity building, business registration, and ends with graduation after attaining capability for self-sustainability. Incubatees perceive the services offered by the incubation centre as helpful through training, affordable office space, entrepreneurial ecosystem and opportunities for a lean startup. Implications- While this study does not offer statistical inferences for generalisation because of the qualitative design and single case, the exploration of FinAfrica provides insights about how Incubation centers need to plan for positive and sustainable entrepreneurial impact for startups. There is need for more Government and other development partners’ involvement in business incubation and post incubation support for competiveness and growth. Originality/value- This study provides insights about the key services offered in the incubation process and provides insights into the perceived benefits of business incubation. It also contributes to literature about business incubation with practical evidence from an emerging economy whose focus is on private sector development and innovation promotion.
