On the Pacific Salmon Treaty*

Abstract This paper studies the optimal design of the Pacific Salmon Treaty, which was signed by the U.S. and Canada in 1999 to share salmon on the Pacific coast. Moral hazard exists because countries may steal from each other. If a country’s observed output is suspiciously too high, the treaty either reduces the country’s future share, or asks the country to make a monetary transfer to its opponent. A calibrated version of our model shows that it is optimal for the U.S. to pay Canada $328.93 million every 30.78 years. Switching to the optimal contract improves the total welfare by 1.55%.

In the 1930s and 1940s Filipino laborers, many of whom were en route to agricultural hubs on the Pacific Coast, packed into movie theaters owned by Japanese immigrants to view Hollywood and Philippine-produced films. These cultural encounters formed an urban public sphere that connected both sides of the Pacific. Filipino patrons remade their public identities and communities through their consumption of film and urban leisure in the western city. This article traces this localized history of spectatorship and exhibition in order to reconsider prevailing understandings of the history of the U.S. West and the rise of cinema and mass commercial culture in the early twentieth century.

The following was the author’s presidential address at the annual meeting of the Pacific Coast Branch, American Historical Association, in Northridge, California, on August 4, 2017. The twentieth-century visual history of the U.S.-Mexico borderlands, la frontera, offers a rich set of representations of the shared border environments. Photographs, distributed in the United States and in Mexico, allow us to trace emerging ideas about the border region and the politicized borderline. This essay explores two border visualization projects—one centered on the Mexican Revolution and the visual vocabulary of the Mexican nation and the other on the repeat photography of plant ecologists—that illustrate the simultaneous instability and power of borders.

On the Pacific coast of North America, the most abundant vertebrate visitors to estuaries and rivers during salmon migration are gulls, yet the utilization of salmon nutrients by these scavengers, and subsequent ecological impacts are not well documented. On two forested watersheds on the central coast of British Columbia, we tracked gull abundance during the spawning period for two consecutive years, and estimated consumption of post-reproductive salmon carcasses and eggs, as well as guano production. At Clatse River, gulls (Larus glaucescens, L. argentatus, L. thayerii, L. californicus, L. canus, L. philadelphia) consumed 13-26% of total salmon carcass biomass and 29-36% of all salmon eggs deposited in the system. At Neekas River, gulls consumed 11-19% of salmon carcass biomass and 7-18% of total salmon eggs. Local guano production over the 60-day period ranged from 600 kg to 1190 kg at Clatse and from 1200 kg to 2100 kg at Neekas River, and was distributed to marine, estuarine, freshwater and riparian habitats. The large aggregations of gulls and subsequent nutrient cycling observed on our study watersheds may represent a once widespread phenomenon that is now largely reduced due to recent declines in salmon populations.

Abstract This study examines the observed interannual variability of the cyclonic activity along the U.S. Pacific coast and quantifies its impact on the characteristics of both the winter total and extreme precipitation in the western United States. A cyclonic activity function (CAF) was derived from a dataset of objectively identified cyclone tracks in 27 winters (1979/80–2005/06). The leading empirical orthogonal function (EOF1) of the CAF was found to be responsible for the EOF1 of the winter precipitation in the western United States, which is a monopole mode centered over the Pacific Northwest and northern California. On the other hand, the EOF2 of the CAF contributes to the EOF2 of the winter precipitation, which indicates that above-normal precipitation in the Pacific Northwest and its immediate inland regions tends to be accompanied by below-normal precipitation in California and the southwestern United States and vice versa. The first two EOFs of CAF (precipitation) account for about 70% (78%) of the total interannual variance of CAF (precipitation). The second EOF modes of both the CAF and precipitation are significantly linked to the ENSO signal on interannual time scales. A composite analysis further reveals that the leading CAF modes increase (decrease) the winter total precipitation by increasing (decreasing) both the number of rainy days per winter and the extremeness of precipitation. The latter was quantified in terms of the 95th percentile of the daily rain rate and the probability of precipitation being heavy given a rainy day. The implications of the leading CAF modes for the water resources and the occurrence of extreme hydrologic events in the western United States, as well as their dynamical linkages to the Pacific storm track and various atmospheric low-frequency modes (i.e., teleconnection patterns), are also discussed.

The Pacific Coast maritime strike of 1936 lasted ninety-nine days and cost the maritime and related industries almost $$700 million. For seventy years scholars have placed primary blame on the shipowners and waterfront operators, who are seen as preferring to tie up their ships rather than grant union demands. The records of the U.S. Maritime Commission (1936––1950) reveal a different story about the conflict. From the Maritime Commission's perspective, the maritime and longshore unions were at fault for refusing to grasp opportunities offered them by management. The article also includes hitherto unrecorded involvement on the part of Frances Perkins and the Department of Labor, as well as key reminiscences and documents from the private papers of one of the commission's primary actors in government efforts to prevent the strike through mediation and arbitration.

The results are given of a survey of the cestode fauna of 1,500 fishes representing 26 species common in the straits of Georgia, British Columbia. The survey yielded only five species of adult and four species of larval cestodes. No cestodes were found in members of the Pleuronectidae and Embiotocidae and—with one exception—the Scorpaenidae, and the rate of infection in other families was singularly low.The cestodarian species in Hydrolagus colliei is regarded as identical with the Atlantic Gyrocotyle urna Gr. et Wag. The common cestode of the Pacific salmon is regarded as Eubothrium oncorhynchi n. sp., closely allied with the European Eubothrium crassum Bloch. Bothriocephalus scorpii Müll. occurred in Leptocottus armatus and Hexagrammos decagrammus, Bothriocephalus occidentalis Linton in Leptocottus armatus and Sebastodes maliger, and Gilquinia tetrabothrius v. Ben. in Squalus sucklii; a redescription is given of the two latter species. The larval forms recorded were two species of Diphyllobothrium in Oncorhynchus, a species of Nybelinia in Ophiodon elongatus, and a species of Phyllobothrium in Oncorhynchus.
