Reflecting on the use of community radio and performing arts for seeking accountability for those facing intersecting inequalities

Abstract “Community Radio – a different kind of radio, we work with our people. Together we plan, together we decide; together we implement. We work with our people” (GCRN Community Radio Anthem) 1. This practice-based article presents the experiences and reflections of two pioneer organizations which are continuously innovating with the use of community radio. We share reflections on its use as a tool for building inclusive communities that are able to seek accountability, especially for those facing intersecting inequalities deriving from identity-based as well as other social, economic and spatial drivers. These organizations are Radio Ada–based in the Greater Accra region in Ghana, founding member of the Ghana Community Radio Network (GCRN) and the Soroti Justice and Peace Commission (SOCAJAPIC) in North Eastern Uganda. Both organizations see community radio as central to their participatory practice, through which they articulate and promote the right to communicate as fundamental for inclusion and accountability 2. They partnered with the Institute of Development Studies (IDS) in the UK to explore how participatory action research processes can contribute to building sustainable social inclusion and pathways to accountability for the most marginalized (see Shaw, Howard and López Franco (2020) Article in this issue). The article is primarily based on an interview with Wilna Quarmyne, Kofi Larweh, Ben Boham Okiror and John Elyanu, founding members and leaders of Radio Ada and SOCAJAPIC, respectively, but also draws on research data and from previous stages of work with both organizations as part of the Participate initiative’s research on accountability for those most marginalized (Burns, Ikita, López Franco, Shahrokh, (2015) Citizen Participation and Accountability for Sustainable Development, IDS, Brighton; Howard, López Franco and Wheeler (2017) Participatory Monitoring and Accountability and the Sustainable Development Goals: A Learning Report of the Participate Network, Participate Network, Brighton. Other reflective moments and dialogue, resulting through rounds of feedback to drafts of this article, have also shaped the outcome. The piece is organized in four sections in an aim to explain how community radio has been a key driver of accountability for populations confronting intersecting inequalities, through combining this with different expressions of participatory performing arts 3, simplified here as processes whereby “participants instigate and realise their own creative idea. They are the directors/curators of the piece. Professional artist/s are involved if it is the participants” decision to do so’ (Tiller 2013 p11). The first section introduces the work of Radio Ada and SOCAJAPIC, explaining their approach to community radio, performing arts and social change, by each organization. Section 2 presents reflections on using radio as a means for shifting social norms in the quest for building inclusion. Section 3 speaks to the ways that community radio is being used to support multiple marginalized groups in seeking accountability. Section 4 presents some limitations and obstacles emerging for community radio stations to maintain their work towards sustained social change.

Nigeria faces a myriad of development challenges in her efforts to grow the economy, create jobs and achieve the Sustainable Development Goals by 2030. Since independence, the Government has developed many Plans and Strategies, including the current Economic Recovery and Growth Plan, in an attempt to address these challenges. The ERGP, which is broadly aligned to the SDGs, is aimed at improving macroeconomic stability; fostering economic growth and diversification; improving competitiveness; fostering social inclusion; and enhancing governance and security. Recent information, communication and technological advances have led to data -from both conventional and unconventional sources- to be readily available in high volumes and velocity and in a variety of forms, or simply, to a Data Revolution. This paper examines the role of Big Data and Data Revolution in promoting sustainable development in Nigeria, as well the emerging opportunities for Statisticians in this regard. The paper posits that the attainment of the SDGs will be greatly hampered if Statisticians do not ask the right questions; access relevant data information and, crucially, perform deeper analytics around data and information. Statisticians have an important role to play in promoting Nigeria’s sustainable development agenda, but only if they become more entrepreneurial; and adequately master and apply the requisite technical and non-technical skills.

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

Abstract Objective – Education offers advances in human and social development. It provides knowledge and resources that hold the potential for economic empowerment, resulting in a better livelihood. Hence, women need access to education with library services, if they are to have a voice, participate in sustainable development, and take care of their own health, as well as that of their children and members of their households. This paper examines the challenges women encounter in Onitsha metropolis, Anambra State, Nigeria. This study seeks to gain insight into the resources used to enhance learning, as well as the students’ perceptions and satisfaction with their learning experience. Methods – A descriptive survey research design was used. The study was carried out in five adult education centres in the city with a sample size of 120 women, randomly selected for collection of data. Questionnaire, interview, and observation methods were employed. The physical assessment of the centres was done for an evidence based report and to assess the real situations of the centres. Results – The findings show the challenges faced by Nigerian women in their pursuit of ongoing adult education included: time for the classes which are usually held in the evening, poor financial status, lack of encouragement from spouses and relations, poor learning environments, and stress. The data were analyzed using percentages and frequency counts. They are presented in tables and figures. Conclusions – It is recommended that education and library management should assess these centres for program improvements like providing more enabling environments and learning facilities. The implication of the study is that library and information services should be extended to these women to stimulate and support learning with the right attitude for active involvement in the educational activities and for enhancement of social inclusion.

The Sustainable Development Strategy implies a targeted long-term process that affects economic, social, environmental and institutional aspects of life. The goal is to meet the social and economic interests of citizens, reduce poverty, reduce unemployment and gender inequalities and reduce negative impacts on natural resources and the environment, resulting in long-term economic growth with economic efficiency, technology and innovation. Accordingly, in 2015, the United Nations adopted Resolution A / RES / 70/1 - Transforming our world: the 2030 Agenda for Sustainable Development, based on three dimensions of sustainable development: economic growth, social inclusion and environmental protection. At the end of the 20th century, parallel with the theory of development, which turned into the concept of sustainable development, there was globalization that integrated the entire world regions in order to gain as strong economic and financial positions as possible on the world stage. Today, Serbia is not in a position to choose whether to engage in modern globalization processes, but it must continue the initiated transitional reforms and accession to the European Union, regardless of the economic, political or environmental consequences. By implementing national policies, Serbia should aim at national and economic sovereignty, which will further influence sustainable development. Only by changing the current economic policy, by creating a national strategy based on the exploitation of domestic economic and industrial potentials, by reducing unemployment, social responsibility and individual freedom, economic growth and sustainable development can be achieved. This work, besides the introduction, consists of materials based on the presentation of the sustainable development strategy of the Republic of Serbia and also presents the results and discussion that draft the current situation with possible solutions to achieve sustainable development in the future. Finally, the final ratifications are provided.      


Assimilation of relevant information within a labour observatory is a key to success of an observatory. Management of such relevant information and its dissemination to the right audience at the right time is also important. In this regard, a labour observatory plays a very important role for successful operationalization of agricultural policies within developing countries. Historical information regarding soil, crop varieties, agricultural practices, and skill of agricultural labourers needs to be maintained by a labour observatory. Information from the observatory has to be communicated to policy makers for making a pragmatic decision in developing countries with large agriculturally dependent populations. These decisions can impact the lives of this population and can impact the sustainable development of these countries. Initiatives related to labour observatory started more than a decade back in developed countries. It has now begun in parts of Africa, too. The chapter highlights these developments and contextualizes the association between these observatories, agricultural policymaking, and sustainable development.

In 2015, the central government issued a document on building the harmonious labor relations, which emphasized the right to rest of workers and rectified the current severe imbalance of labor relations. This document released a signal to guarantee the sustainable development of the labor force for the future. These measures, such as relative departments perfecting the legislation and law enforcement, the trade union performing their duties actively, employing units and workers raising their awareness and enhancing mutual understanding and branches of the government cooperating, can realize the right to rest of workers to the greatest extent possible.

The article presents the genesis of human rights of the different generations in the aspect of development, describes the role and place of human beings in the context of technological change and competence mismatch as a challenge for the education system. The aim of the article is to consider the essence of understanding the content of human rights and in particular the right to education in the context of changing realities and changing competence needs under VUCA conditions. The research hypothesis is the claim that currently the understanding of the content of human rights is less and less adapted to the labile reality. The article contains a recommendation to start an international debate on the elaboration of a new international document (successor to the Sustainable Development Goals), the central element of which should be the partnership for education (Education Alliance 2050).

This research is done based on the phenomenon among the citizen of Lamaholot in converting the elephant’s trunk (Gading Gajah- GG) as Belis into the other form. Phenomenological study was applied in this research with qualitative approach which focused on portraying the participation of the citizen in the sustainable development. Main problems in this research were formulated into some research questions, such as 1) How do the perceptions of the citizen of Lamaholot on the conversion of GG as Belis into the other form? 2) How are the participation of the citizen of Lamaholot in the sustainable development? Data were collected through observation, interview and document analysis. The results show that 1) the perceptions of the citizen of Lamaholot on the conversion of GG as Belis is to preserve culture, 2) the form of citizen participation is reducing the number of prosecutions of the use of GG as well as converting it into the other form. This citizen action taken to support the concept of sustainable development because they are wise in making decisions.
