Purpose of the study. The article is devoted to the analysis of value orientations, forms of civic engagement and political participation of young Russian citizens who consider themselves patriots. In accordance with the conceptual and methodological provisions developed within the framework of the political and psychological approach, the author examines how the cognitive and behavioral components of the personality structure, which determine the patriotic orientation of youth, relate to each other. Research results. Based on an analysis of the data of an all-Russian survey of young people aged 15 to 30, the author comes to the conclusion that young Russian patriots are interested in politics and identify with Russia. They demonstrate a fairly high level of social activity and have a wide repertoire of forms of civic participation and political behavior. They have attitudes towards conventional forms of political participation (primarily electoral). In the system of values of young patriots, the most significant are human rights, peace, order, legality, security, freedom and justice. Young Russian citizens who consider themselves patriots differ in their political values and behavioral orientations from «non-patriots». The author comes to the conclusion that young patriots have a connection between values and behavioral practices of their implementation, which determines their focus on interaction with the state and society. But this is not typical for young people in general. It is noted that in the future, patriotism can become a factor in the serious intragenerational demarcation of young people. Therefore, significant efforts are required from various institutions of socialization in the field of political education and patriotic education of youth.

В работе анализируется сущность политической культуры. Описывается проблема формирования политической культуры Кыргызстана как одной из актуальных тем, на протяжении многих лет. Рассматривается формирование и становление политической культуры Кыргызстана, как очень трудоёмкий и долговременный процесс, обусловленный определенными аспектами политико-культурологического характера. Политическая культура конкретной общности состоит из представлений индивидов, их взглядов, политических ценностей, политической идеологии и символики, политических норм, стандартов, стереотипов. Каждый субъект страны являясь гражданином так или иначе становиться свидетелем и даже участником политической реальности, тем самым на основе этих элементов и опыта человек формирует собственный взгляд и определяет для себя систему ценностей и линию поведения. Макалада Кыргызстандын саясий маданияты коомдун саясий турмушунун маанилүү негиздеринин бири катары каралат. Цивилизациянын фундаменталдык негизи, коомдун жана коомдук мамилелердин негиздеринин маңызы катары коомдун саясий маданиятын өнүктүрүү зарылдыгына көңүл бурулган. The paper analyzes the essence of political culture. The article describes the problem of forming the political culture of Kyrgyzstan as one of the topical issues for many years. The article considers the formation and formation of the political culture of Kyrgyzstan as a very labor-intensive and long-term process, due to certain aspects of political and cultural character. Тhe Political culture of a particular community consists of individual representations, their views, political values, political ideology and symbols, political norms, standards, and stereotypes. Each subject of the country, being a citizen, in one way or another becomes a witness and even a participant in the intrigue of political reality, thereby the basis of these elements and experience, a person forms his own view and defines for himself a system of values and a line of behavior.

Artificial agents i.e., man-made technical devices and software that are capable of taking meaningful actions and making independent decisions, permeate almost all spheres of human life today. Being new political actants, they transform the nature of human interactions, which gives rise to the problem of ethical and political regulation of their activities. Therefore, the appearance of such agents triggers a global philosophical reflection that goes beyond technical or practical issues and makes researchers return to the fundamental problems of ethics. The article identifies three main aspects that call for philosophical understanding of the existence of artificial agents. First, artificial agents reveal the true contradiction between declared moral and political values and real social practices. Learning from the data on the assessments and conclusions that have already taken place, artificial agents make decisions that correspond to the prevailing behavioral patterns rather than moral principles of their creators or consumers. Second, the specificity of the creation and functioning of artificial agents brings the problem of responsibility for their actions to the forefront, which, in turn, requires a new approach to the political regulation of the activities of not only developers, customers and users, but also the agents themselves. Third, the current forms of the activity of artificial agents shift the traditional boundaries of the human and raise the question of redefining the humanitarian. Having carefully analyzed the selected aspects, the authors reveal their logic and outline the field for further discussion.

In Kant’s Politics in Context, Reidar Maliks offers a compelling account of Kant’s political philosophy as part of a public debate on rights, citizenship, and revolution in the wake of the French Revolution. Maliks argues that Kant’s political thought was developed as a moderate middle ground between radical and conservative political interpretations of his moral philosophy. The book’s central thesis is that the key to understanding Kant’s legal and political thought lies in the public debate among Kant’s followers and that in this debate we find the political challenges which Kant’s political philosophy is designed to solve. Kant’s Politics in Context raises crucial questions about how to understand political thinkers of the past and is proof that our understanding of the past will remain fragmented if we limit our studies to the great men of the established canon.

Recognising difference does not undermine liberalism’s protection of individual rights. Indigenous identity must come from somewhere. It is heavily shaped by culture and derives meaning from communal relationships. However, the degree to which difference and diversity ought to co-exist is contested. Public attitudes to differentiation and diversity influence the opportunities and practices of indigenous civil society. The tension as an intellectual contest between liberal democracy’s capacity for inclusion and its practical tendency to exclude. The chapter assesses examples of democratic inclusion and exclusion in Australia and New Zealand for the political values they reflect, before proposing the concept as one that might contribute stability and coherence to Fijian politics as foundational conditions for the greater self-determination that indigenous Fijians seek.

In this chapter, I will argue that the Canadian Constitution authorizes the federal government to spend in areas of provincial jurisdiction and constrains the scope of this power. I will, moreover claim that effective enforcement of these limits requires that the judiciary recognize its institutional limits and that the political branches act with restraint. The arguments advanced will seek to occupy a middle ground, between proponents of an unlimited spending power and critics who would bind federal spending to the limits imposed by the legislative division of powers, strictly interpreted. In staking out this ground, I will undertake an approach to constitutional interpretation that closely examines the sources of constitutional law and carefully considers issues of institutional competence and constitutional legitimacy.

The prevention of communicable diseases, the containment of epidemic disorders, and the design of programs and the implementation of public health policies went through important transformations in Mexico, as in other Latin American nations, between the final decades of the 19th century and first half of the 20th century. During that period not only did the advances in medical science make possible the identification and containment of numerous contagious diseases; it was also a time when the consolidation of formal medical institutions and their interaction with both national and international actors contributed to shape the definitions and solutions of public health problems. Disease prevention strategies were influenced by medical, scientific, and technical innovations and by the political values and commitments of the period, and Mexico experienced profound and far-reaching political, economic, and social transformations: the apogee, crisis, and downfall of the long Porfirio Díaz regime (1876–1910), the armed phase of the Mexican Revolution (1910–1920), and the period of national reconstruction (1920–1940). Thus, during the period under consideration, and alongside the consolidation of an official medical apparatus as an integral part of public power, the promotion of public health became a crucial element to reinforce the political unification and the social and economic strength of the country.

The article examines the media´s ability to influence the process of forming political and civic culture of Russian youth. The author revealed the essence of the institute of the media and identified the main functional characteristics of the subject of the political process. The transformation of political values of the Russian youth is substantiated, as well as the instability of its political views in terms of mediatization and development of social media is considered. The priority of media activities is specified that affects the formation of political knowledge and attitudes of young people.

The present research addresses the question of whether the political socialisation of one's youth is related to personal values during adulthood and how such acquired values in turn influence one's socialisation ideals for the next generation. Specifically, it examines the content of societal mandates of the People's Republic of China as conveyed in the mass media during the 1950s and early 1960s and the expressed values of a group of parents who grew up during that period, experienced the Cultural Revolution during their late teens and early twenties, married during the post-Cultural Revolution period, and had a child in daycare or preschool in 1981 and 1982. The mandates of political socialisation was assessed by content analyses of an official youth magazine published during the 1950s and early 1960s. Parental values were attained from responses to a 1981-82 parent questionnaire. The results were examined within the societal contexts of the two periods under study. The findings indicate that parents of this study, on the whole, expressed values that differentially reflect the content of political socialisation of their youth. Moral and work/study values, particularly those that are rooted in traditional China and those that were apolitical appeared in the lexicon of values during adulthood, whereas the political values mandated by the leadership of their youth were absent from the parents' lexicon of values. Included in the lexicon of parental values were items that were not linked to any of the values of the 1950s and early 1960s era but appear to reflect the changing context of contemporary China. The societal changes in the 1980s People's Republic of China appear to have also influenced parents' expectations for their children.
