This paper explores the everyday enactments of new public management in our professional lives utilizing principles of self-ethnography. Drawing on the reworking of an Action Research class, I explore the possibilities of a contextual analysis of the workplace to make more transparent the enactment of new public management. Little is known regarding how NPM plays out on the ground in local sites and how, in interacting with the culture it creates, professionals locate themselves and their work. I offer a close examination here of our changing context to explore the techniques and forms of power of NPM in the realms of higher education as well as how we might enact a politics of refusal.

Objectives: We investigated the holistic experiences of university students during the pandemic. Participants: 38 students in a public university system in New York City (NYC) purposively selected from neighborhoods highly affected by the pandemic based on level of self-reported impact Methods: We conducted virtual in-depth interviews from May to August 2021 and analyzed data using thematic coding and constant comparison techniques informed by grounded theory. Results: Financial and social support systems, such as governmental and school resources, were critical to addressing essential needs and allowing students to persist. For those whose essential needs were met, faculty flexibility and student experiences with online learning were central to their academic success. Conclusions: Institutions of higher education should strengthen financial and social support systems to meet the essential needs of students. Academic policies to bolster online pedagogy and faculty flexibility can facilitate student retention and completion.

Literature shows that undocumented students in the United States experience significant challenges to and through higher education. Only a few studies have uncovered the mechanisms that undocumented students use to persist in college; in particular, the role that family plays on their postsecondary success is understudied. In this qualitative study, I examine the role that family plays on undocumented students’ college aspirations and persistence. Findings from a sample of 16 undocumented students attending a four-year public university show that their families are the stimulus motivating them to pursue higher education, as well as the support system they can rely on to manage college barriers. However, the data also revealed that for a few participants, their families are a source of stress, resulting in additional challenges they must manage as they navigate higher education. I present these findings using participants’ vignettes and conclude with implications for higher education research and practice.

Although New Public Service (NPS) principles are well known, their practice in local government settings has only been limitedly explored. As a means of better understanding governance practices that adhere to NPS principles in local contexts, this study engaged in a case study of Grand Island, New York. Through the analysis of interviews with elected officials and civic servant department heads, it is observed that public servants practice various public engagement strategies for gauging public sentiment and interests in public policy. However, these same public servants point out the challenges of public hearings and social media to understanding their citizens. Information on public servants’ notions of accountability is observed, which relates to how they view the public’s involvement in policy processes. Recommendations for future research are provided as a means of enhancing our understanding and development of more inclusive governance practices.

New managerialism and the pervasive neoliberalisation of universities is by now a well-established phenomenon. Commentaries explore the political and economic drivers and effects of neoliberal ideology, and critique the impact on higher education and academic work. The impact on the health and well-being of academic staff has had less attention, and it is to that we turn in this paper. Much academic interest in neoliberalism stems from the UK, Australia and the United States. We draw particularly on studies of public Irish universities, where neoliberalism, now well entrenched, but something of a late-comer to the new public management party, is making its presence felt. This conceptual paper explores the concept of neoliberalism in higher education, arguing that the policies and practices of new public management as exercised in universities are a form of bullying; what we term institutional bullying. The authors are researchers of workplace culture, workplace bullying and incivility. Irish universities are increasingly challenged in delivering the International Labour Organisation (ILO) principles of decent work, i.e., dignity, equity, fair income and safe working conditions. They have become exposed in terms of gender imbalance in senior positions, precariat workforce, excessive workload and diminishing levels of control. Irish universities are suffering in terms of both the health and well-being of staff and organisational vibrancy. The authors conclude by cautioning against potential neoliberal intensification as universities grapple with the economic fallout from the COVID-19 pandemic. This paper reviews neoliberalism in higher education and concludes with insight as to how the current pandemic could act as a necessary catalyst to stem the tide and ‘call out’ bullying at the institutional level.
