AbstractIndependent domestic courts play important roles in enforcing international human rights agreements, thereby providing a mechanism by which international institutions can affect government policy. Yet this enforcement power is constrained not only by independence but also by the courts' ability to overcome information problems. Domestic courts' enforcement power depends on information in two ways: the costs of producing legally admissible evidence of abuses and the applicable legal standards of proof. When countries ratify international agreements, judicial enforcement can improve government practices when evidence-production costs and standards of proof are low, but not otherwise. With respect to personal integrity rights violations, evidence is especially difficult to obtain, and standards of proof are high, meaning that the courts will not be able to constrain government practices. By contrast, evidence-production costs and standards of proof are lower for other civil rights violations, so courts will be able to prosecute offenders and bring governments into line with their international commitments. Consistent with this theory, I find that commitments to the International Covenant on Civil and Political Rights (ICCPR) have significantly improved governments' respect for the freedoms of speech, association, assembly, and religion. With respect to personal integrity rights, however, I find that commitments to the ICCPR have not improved government practices.

In positive psychology, we must challenge a common error of professional psychology, today: making diagnostic, treatment, and policy decisions primarily on deficiencies of the person instead of giving serious consideration to “deficits” and “strengths” of both person and environment. This mission may seem disheartening in that it requires greater rather than less cognitive complexity. Yet this multifaceted focus is crucial if two system concepts—whole person and behavior as a function of person in interaction with environment—are to betaken seriously (Lewin, 1935 ). Practice and research that fall short of attending to this person-environment interaction does a disservice to remedial possibilities and personal integrity. We have divided this chapter into two parts. In the first part, we present enlightening concepts together with supporting research. In the second part, we apply the insights gained to professional practice and research and make specific recommendations regarding each of the issues raised.

Drawing on 34 semi-structured interviews, this study investigates the temporality of family practices taking place in the hot spot. It does so by looking at how breakfast is inserted in the economy of family time in Italy. Our data show that breakfast, contrary to other meals, allows the adoption of more individualised and asynchronous practices, hinged on the consumption of convenience products. These time-saving strategies are normalised as part of doing family. Although the existing literature suggests that convenience and care are in opposition, and consumers of convenience products can experience anxiety and a lack of personal integrity, such features were not a dominant feature of our participants’ accounts. These findings suggest that the dichotomies of hot/cold spots and care/convenience are not always experienced in opposition when embedded within family practices. Hence, this study furthers understandings of family meals, temporality and the distinction between hot and cold spots.

Purpose – The purpose of this paper is to explore the influence of personal values on students’ learning behaviours. Hong Kong construction students are often criticized, by both practitioners and educators, as rote learners. To improve students’ learning processes, extensive research on a variety of aspects of construction education has been conducted. However, limited attention has been paid to the influence of personal values on students’ learning behaviours. The impact of personal value factors on the learning approaches of Chinese construction students in Hong Kong is investigated. Design/methodology/approach – A questionnaire survey was conducted to ethically Chinese construction students in four universities in Hong Kong. A total of 820 questionnaires were distributed and 431 valid returns were collected. Findings – The survey identified six influential values (namely, personal integrity, conservatism, determination, discipline, interpersonal relationships, and achievement), and shows that students who emphasize the virtues of personal integrity, determination, and a positive attitude toward achievement are better able to handle their interpersonal relationships, which will eventually lead them to engage in deep learning. Originality/value – Work to develop appropriate value systems is thus recommended in freshmen courses, as is the use of cooperative learning approaches. Such value systems will have a long-term influence on the learning approaches of construction students.

The authors of the article consider the criminal- legal characteristics of crimes against representatives of the authorities, in particular, encroachment with the purpose of causing harm to the health, personal integrity, honor and dignity of a representative of the authorities. The definition of the term “representative of the authorities”is given. The main characteristics of a representative of the government are analyzed. Statistical data on the number of convictions and types of punishments in accordance with the provisions of articles of the Criminal Code of the Russian Federation (Articles 318, 319) are summarized. Examples of judicial practice are considered. The ways of improving the criminal legislation are proposed.

Background and objectives: Conscience is a cornerstone of ethics, affecting both our private and professional lives. Everyday health care practice raises questions about conscience and how to understand its role. Conscience has also been described as inducing self-growth and protecting personal integrity. Nurses views on their reactions to behaviors consistent or contrary to conscience could therefore help us to understand the meaning of the reactions of conscience. This study aimed to illuminate meanings of nurses lived experience of conscience reaction in their daily practices.Material and methods: Interviews with nine nurses were interpreted using a phenomenological hermeneutic (Colaizzi, 1978) method. Data was collected in 2010 among nurses working in various hospitals in Kermanshah. The nurses were selected for participation purposively.Results: The nurses lived experience of conscience reaction was formulated in three themes and ten sub-themes. The first theme is ‘being peace, which includes three sub-themes: Being calm, being pleased, and being satisfying. The second theme is ‘trouble conscience’ which includes four subthemes: guilt, thinking engagement, discomfort, and fretfulness. The third theme is responding which includes three sub-themes: expressing, compensation, and lack of repeat.Conclusions: The nurses lived experience of conscience reaction showed that nurses considered conscience reaction to be an important factor in the exercise of their profession, as revealed by the descriptive categories: being peace when they act consistent with conscience; trouble conscience when they act contrary on conscience; and responding after doing an anti conscience practice.
