Setiap anak di dunia memiliki hak dasar yang sejak lahir harus dipenuhi dan dilindungi. Tidak terpenuhinya hak anak merupakan suatu pelanggaran dan termasuk kedalam suatu permasalahan karena pemenuhan dan perlindungan kepada hak-hak anak merupakan hal yang penting. Permasalahan mengenai isu anak masih tetap ada hingga saat ini. Maka Save The Children sebagai lembaga internasional yang bergerak dalam kesejahteraan anak hadir dalam membantu mengatasi permasalahan tersebut. Lembaga Save The Children yang hadir di berbagai negara di dunia juga berperan sebagai lembaga yang kuat dan berkeadilan sesuai dengan tujuan SDGs ke 16. Penelitian ini menggunakan metode literature review yang bertujuan untuk melihat dan mengetahui peran Save The Children dalam upaya perlindungan dan pemenuhan hak dasar anak di negara Inggris dan Indonesia. Pencarian literature review menggunakan google scholar dan SAGE dengan kata kunci Save The Children, Perlindungan Hak Anak/Child Protection, Children Rights dan SDGs nomor 16. Berdasarkan hasil literature review yang dilakukan, Save The Children merupakan salah satu bentuk kelembagaan yang kuat untuk menciptakan keadaan yang damai dan adil sesuai dengan SDGs poin 16 dalam hal ini pada perlindungan dan pemenuhan hak dasar anak. Di Inggris, Save The Children memiliki gerakan dalam upaya perlindungan anak dengan membantu anak-anak yang berada dalam konflik, eksploitasi, atau diabaikan. Save The Children Indonesia memiliki peran dalam perlindungan anak, kemiskinan anak, tata kelola anak, pendidikan, kesehatan dan nutrisi, aksi kemanusiaan, dan advokasi. Save The Children juga memiliki peran dalam mewadahi praktik pekerjaan sosial dengan menyediakan layanan yang membantu advokasi atau intervensi klien.Kata kunci: Peran Save The Children, Perlindungan Anak, Hak Anak, SDGs no.16

Pendisiplinan anak secara keras telah dianggap sebagai cara kuno dan tidak beradab pada era modern yang benar-benar menaruh penghargaan yang tinggi pada hak asazi manusia. Cara yang dipakai lebih banyak menggunakan pendekatan yang penuh dengan toleransi terhadap kehendak anak. Namun demikian, pada kenyataannya metode pendisiplinan secara lunak tersebut nampaknya telah menimbulkan permasalah baru, diantaranya hilangnya rasa hormat anak terhadap otoritas yang sepatutnya dihormati. Amsal 23:13-14 adalah merupakan salah satu contoh bagaimana Alkitab mengajarkan cara untuk mendisiplinkan anak. Melalui kajian terhadap teks tersebut dapat diambil kesimpulan bahwa pendisiplinan anak dengan menggunakan rotan adalah sesuatu yang relevan untuk diterapkan. Meskipun nampak keras, namun metode pendisiplinan tersebut tidak melanggar hak anak, sebaliknya dapat membentuk karakter baik anak. Chastisement is regarded as out of date and uncivilized way in this modern era which gives great respect in human rights. Fully tolerance toward children will is the mostly to be used approach. In fact, nevertheless, this soft disciplining method appear to bring about new problems, such as the lost of children respect to the authority that should be respected. Proverbs 23:13-14 gives a theaching of the bible how to disciplining children should be. Through the text study, it is concluded that chastisement with rod is still relevantly implemented. Eventhough it is so strict, this method is not abusive to the children rights but forms children good characters.

The article introduces the significance of social worker's assistance to prospective foster parents: a case of an X Lithuanian town. The best place for the child development and improvement is the family. For some reasons not all the children are raised in families. Some children have no possibility to live with their biological families, therefore according to the established legislation, they live in foster homes under the supervision of foster parents or are adopted. Children adoption in our country is regulated by different acts of legislation. The activity of the ombudsperson for children’s rights is governed by the Law on the Ombudsman for Children Rights Protection of the Republic of Lithuania (2000), Civil Code of the Republic of Lithuania, Regulations of organization and management of children guardianship (2002), etc. Research <strong>aim</strong> is to analyze the social service worker's assistance to the prospective foster parents. The following objectives to reach our <strong>goal</strong> are presented: to analyze theoretical conception of adoption procedure and enforcement; to discuss the system of the social service workers’ assistance to prospective foster parents; to investigate foster parents' approach towards the social service worker's assistance and to reveal the main problems. <strong>Research methods</strong>: analysis of the scientific literature – scientific analysis of adoption issues. The stages of adoption procedures and the requirements overviewed and analysed are provided; document analysis: documents, acts of legislation, laws and regulations of child adoption regulations are analysed and overviewed; a qualitative study: semi-structured interview, analyzing the foster parents' approach towards the social service workers' assistance; problems and probable solutions are identified. The research results are obtained by content analysis. <strong>The article presents the following generalizations:</strong> 1) adoption is considered as a social process when specific rights and responsibilities are provided to foster parents in order to guarantee the child's safety. In case of inter-country adoption, the adoption opportunities are estimated, the child is prepared for the adoption and the family for the child is selected. At that period foster parents face internal and external factors. Seeking to grant the children rights and smooth adoption process, professional social workers should coordinate it; 2) institution of the Ombudsman for Children Rights of the Republic of Lithuania and State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labour are also engaged in the adoption and foster care; 3) the research results reveal that the biggest problems for prospective foster parents are extensively long adoption period, lack of social service workers' assistance and poor knowledge on the available assistance.

Resumen: Las dificultades para ser escuchado del menor extranjero en cualquier procedimiento que le afecte ponen de relieve las deficiencias generales existentes en nuestro ordenamiento jurídico para hacer efectivos los derechos de los que son titulares las personas menores de edad, sean extranjeras o no. Se analiza en primer lugar el artículo 12 de la Convención de los Derechos del niño, las condiciones imprescindibles para para hacer efectivo el derecho a ser escuchado y la conexión que existe entre ese derecho y la consideración primordial de su interés superior. A continuación se hace un repaso de la regulación española de los procedimientos de repatriación de menores extranjeros no acompañados a la luz del interés superior del menor y su derecho a ser escuchado. Abstract: The current challenges that migrant children face to have their right to be heard fulfilled and respected, put in evidence the general deficiencies of our legal system ensuring  the effective enjoyment of children rights, irrespective if the children in question are migrant or not. At the outset, article12 of the Convention on the Rights of the Child and its content is analysed, including the essential requirements for an effective implementation and enjoyment of the right to be heard and its linkages with the best interest of the child as the primary consideration. An analysis of the Spanish regulations under the return procedures for unaccompanied foreignchildren is also provided in light of the respect of the best interests of the child and their right to be heard.
