Many in the United States and Israel believe that Hamas is nothing but a terrorist organization, and that its social sector serves merely to recruit new supporters for its violent agenda. Based on extensive fieldwork in the Gaza Strip and West Bank during the critical period of the Oslo peace process, this book shows how the social service activities sponsored by the Islamist group emphasized not political violence but rather community development and civic restoration. The book demonstrates how Islamic social institutions in Gaza and the West Bank advocated a moderate approach to change that valued order and stability, not disorder and instability; were less dogmatically Islamic than is often assumed; and served people who had a range of political outlooks and no history of acting collectively in support of radical Islam. These institutions attempted to create civic communities, not religious congregations. They reflected a deep commitment to stimulate a social, cultural, and moral renewal of the Muslim community, one couched not only—or even primarily—in religious terms. Vividly illustrating Hamas's unrecognized potential for moderation, accommodation, and change, the book also traces critical developments in Hamas' social and political sectors through the Second Intifada to today, and offers an assessment of the current, more adverse situation in the occupied territories. The Oslo period held great promise that has since been squandered. This book argues for more enlightened policies by the United States and Israel, ones that reflect Hamas' proven record of nonviolent community building. A new afterword discusses how Hamas has been affected by changing regional dynamics and by recent economic and political events in Gaza, including failed attempts at reconciliation with Fatah.

This article is the third and final in a series dealing with the birth of a new political elite in the United States, the minority elite. In previous articles, the mechanism of its appearance was analyzed, as well as its ideology, goals, program and values. The black movement, as the most co-organized of all protest movements, is entering the final phase of its development, being engaged in the placement of its representatives in state and federal governments, political parties and other social institutions. The women’s movement has recently been taken over by ethnic movements, primarily blacks, and has become their vanguard. This article describes new social elevators for the promotion of minority representatives into the corridors of power. The logic of promoting people of their own race, gender and nationality to the highest branches of power began to prevail over other criteria for recruiting personnel. During the 2020 election campaign, a new mechanism for promoting minorities in all branches of government was formed. It is based on numerous violations of local and federal electoral legislation. The mechanism of pressure on the US electoral system is analyzed using the example of the state of Georgia and the activities of politician Stacey Abrams. The article describes Abrams’ strategy to create a network of NGOs that are focused on one mission - to arrange for the political shift of the state in the elections. These organizations circumvented existing laws, making the state of Georgia the record holder for electoral irregularities and lawsuits. The article shows that Abrams’ struggle with the electoral laws of her state is based on the political myth of the voter suppression of minorities. The author identifies a number of common characteristics of the new elite. The minority elite does not show any interest in social reconciliation and overcoming racial conflict, but rather makes efforts to incite the latter, to attract the government to its side and increase its role in establishing “social justice” through racial quotas and infringement of the rights of those social strata that it has appointed bearers of systematic racism in society. As the colored elite increases and the government’s role in resolving racial conflicts grows, the minority movement is gradually condemned, it ceases to be a true grassroots movement and turns into astroturfing.

In the United States, gender and health in adolescence are sites of contestation and conflict marked by both hyperrepresentations and absences. Youth who are multiply marginalized by interlocking systems of racism, sexism, classism, heterosexism, cissexism, ableism, and so on are overrepresented in cultural and policy domains as “at risk” for negative health outcomes. At the same time, absences surrounding young people’s complex health needs and experiences abound in schools, healthcare settings, families, and the media. For instance, debates around sex education and teen pregnancy prevention have dominated the policy landscape for decades, with no signs of receding any time soon. Missing from these debates has been an analysis of how the intersections of race, class, gender, and sexuality structure the health outcomes and educational experiences of diverse youth. Likewise, queer, transgender, and gender-expansive youth are overrepresented in discussions about bullying to the detriment of the social structural factors that produce poor mental health outcomes. Understanding how gender and health play out in the lives of adolescents, as well as at the level of social institutions and structures, is central to teasing out the dynamics of gender, health, and social inequalities.

Ample sociological evidence demonstrates that binary gender ideologies are an intractable part of formal organizations and that transgender issues tend to be marginalized by a wide range of social institutions. Yet, in the last 15 years, more than 200 colleges and universities have attempted to ameliorate such realities by adopting gender-inclusive facilities in which students of any gender can share residential and restroom spaces. What cultural logics motivate these transformations? How can their emergence be reconciled with the difficulty of altering the gender order? Using an original sample of 2,036 campus newspaper articles, I find that support for inclusive facilities frames such spaces as a resource through which an institution can claim improved standing in the field of higher education. This process of engendering reputation allows traditional gender separation in residential arrangements to be overcome, but it also situates institutional responsiveness to transgender issues as a means of enhancing a college or university’s public prestige. This, in turn, produces novel status systems in the field of higher education—albeit ones that perpetuate familiar forms of institutional and cultural exclusion.

Based on local normative acts regulating the rules of conduct in public libraries in the United States, the author analyses the most acute problems associated with non-observance of public order and violation of legal norms by people without definite occupation and permanent home visiting reading rooms. Personnel of the American libraries is concerned with the problem of relationship with the specified category of users representing a quite significant part of the total number of visitors. Of particular concern are the incidents of drug use. Libraries are very vulnerable, as open to everyone, and users can spend there as much time as they would wish. In order to solve the problems associated with stay in library of the unemployed and homeless visitors, libraries actively cooperate with the city’s social institutions and with local police departments. Libraries have always been the guardians of humanistic values; however, today they are vulnerable to the challenges of time; they are trying to find a compromise between their duty to serve all users (regardless of their social status) and the need to maintain public order. There is required serious and responsible work on the rules governing user behaviour for solving this challenging problem. Introduction of rules for readers is dictated primarily by the objective to provide the ability for libraries to fully fulfil their mission. Created to ensure the protection of rights, interests and safety of users and library staff, the rules should be based on the current legislation to avoid ambiguity and, at the same time, to be humane, “flexible” and focused on contemporary realities.

This paper examines the history of the renormalization group, a cornerstone of contemporary theoretical physics, focusing on the work of Kenneth Wilson (winner of the 1982 Nobel Prize in physics) and affiliated scholars in the 1970s. In particular, it reconstructs how studies of the renormalization group led to formative interactions between two distinct branches of physics, namely particle physics and condensed matter theory. Instead of explaining such intellectual coordination as the result of material and conceptual exchanges, as in Peter Galison’s widely influential discussion of the “trading zone,” my analysis emphasizes the pedagogical labor, social institutions, and political economic conditions that gave the renormalization group its mediating power. To that end, I show how early lectures and fast circulating pre-prints on the renormalization group created a population of physicists in the United States conversant in the rudiments of both condensed matter and particle theory. I then root the formation of a transatlantic network of renormalization group enthusiasts in the geopolitics of the Cold War, showing that the spread of Wilsonian ideas was made possible by a liberal internationalist program of academic exchanges and summer schools sponsored by the US state department and NATO. Finally, I argue that sharp cuts to basic science funding in the United States pushed young physicists seeking jobs in the 1970s to work across specializations, which visibly impacted how renormalization group ideas were interpreted and used—often against the objections of their original progenitors.

The article analyzes the emergence of a new political class or elite in the United States, which is called the minority elite. This article is the first in a series dedicated to this topic. The author formulates three interrelated prerequisites that have caused the emergence of the new elite: the spread of the Affirmative Action (AA) to all spheres of public life and, above all, to the education system; the phenomenon of “woke” capitalism; a long history of minority protest movements. Experts take the current protests for a revolution; the author proves the opposite statement: protests are a direct consequence and one of the stages of a step-by-step revolution. Its roots lie in the long-term training of personnel for the revolution and social technologies for it, in the creation of financial, informational and organizational infrastructures of protest movements, and in moral defeat and the surrender of the intellectual class. Over the decades, hundreds of protest movements of various sizes have been co-organized in the United States and dozens of professional protest organizations have been formed. One of them, Black Lives Matter, has its own program, strategy, tactics and a solid budget. The goal of the organization is to create its own ruling elite. The Protestant (WASP) elite ruled the country for more than two centuries, in the second half of the 20th century it was replaced by the so-called intellectual elite. Harvard University, by its decision to raise the level of acceptance tests in the 1960s, spawned new, intellectual elite, California universities, by abolishing tests in the 2010-2020s, bring to power a new social group – the beneficiaries of the AA. The black movement is confidently entering the final phase of its development – the placement of its representatives in state and federal authorities, political parties and other social institutions. Ideologues of identity politics, primarily racial, have arrogated to themselves the position of mentors and experts on social justice and the protectors of civil rights in society. Other protest organizations have joined the BLM, with socialist-oriented organizations in the lead. These organizations have effectively “hijacked” a wave of protests and are already working on a socialist agenda for the Biden-Harris administration, if elected.
