Cropping systems for the Southern Great Plains of the United States as influenced by federal policy

The majority of cropland in the rain-fed region of the North Central District of Oklahoma in the US is seeded with winter wheat (Triticum aestivum) and most of it is in continuous wheat production. When annual crops are grown in monocultures, weed species and disease agents may become established and expensive to control. For many years prior to 1996, federal policy provided incentives for District producers to grow wheat and disincentives to diversify. In 1996, the Federal Agriculture Improvement and Reform (FAIR) Act (Freedom to Farm Act) was instituted, followed by the Farm Security and Rural Investment Act (FSRIA) in 2002. The objective of this study was to determine the impact of FAIR and FSRIA programs on crop diversity in the North Central District of Oklahoma. The economics of three systems, monoculture continuous winter wheat, continuous soybean (Glycine max) and a soybean–winter wheat–soybean rotation, were compared using cash market prices (CASH), CASH plus the effective loan deficiency payments (a yield-dependent subsidy) of the FAIR Act of 1996, and CASH plus the effective loan deficiency payments of the FSRIA of 2002. We found that the loan deficiency payment structure associated with FAIR provided a non-market incentive that favored soybean. However, under provisions of the 2002 FSRIA, the incentive for soybean was adjusted, resulting in greater expected returns for continuous wheat. Due to erratic weather, soybean may not be a good alternative for the region. Research is needed to identify crops that will fit in a rotation with wheat.

Foliar disease and insect management on soybean (Glycine max L. Merrill) in the North Central region of the United States has been increasingly accomplished through foliar fungicide and insecticide application. Data from research trials conducted in Illinois, Indiana, Iowa, and Nebraska were compiled from 2008 to 2014 to determine the impact of fungicide, insecticide, and fungicide + insecticide applications on soybean yield and profitability. In each state, field experiments occurred each year in two to seven locations. All treatments were applied at the R3 growth stage. Disease and insect pressure were very low in all states and years. A foliar application of fungicide, insecticide, or the combination, increased yield in seven out of 14 total site-years (P < 0.10). Economic analysis using an average soybean price of $0.42 per kilogram and average application cost of $62 per hectare indicated that fungicide applications were only profitable in 14% of the trial site-years. Insecticide alone and fungicide + insecticide was profitable in 39% and 45% of site-years, respectively. Effect of fungicide class on yield was inconsistent. Our results indicate that although yield increases can occur with foliar fungicide and/or insecticide treatments, current market prices and application costs may limit profitability when disease and/or insect pressure is low. Management of Italian ryegrass in cereal-based cropping systems continues to be a major production constraint in areas of the United States, including the soft white winter wheat producing regions of the Pacific Northwest. Pyroxasulfone is a soil-applied herbicide with the potential to control broadleaf and grass weed species, including grass weed biotypes resistant to group 1, 2, and 7 herbicides, in several crops for which registration has been completed or is pending, including wheat, corn, sunflower, dry bean, and soybean. Field experiments were conducted from 2006 through 2009 near Corvallis, OR, to evaluate the potential for Italian ryegrass control in winter wheat with applications of pyroxasulfone. Application rates of PRE treatments ranged from 0.05 to 0.15 kg ai ha−1. All treatments were compared to standard Italian ryegrass soil-applied herbicides used in winter wheat, including diuron, flufenacet, and flufenacet + metribuzin. Visual evaluations of Italian ryegrass and ivyleaf speedwell control and winter wheat injury were made at regular intervals following applications. Winter wheat yields were quantified at grain maturity. Ivyleaf speedwell control was variable, and Italian ryegrass control following pyroxasulfone applications ranged from 65 to 100% and was equal to control achieved with flufenacet and flufenacet + metribuzin treatments and greater than that achieved with diuron applications. Winter wheat injury from pyroxasulfone ranged from 0 to 8% and was most associated with the 0.15–kg ha−1application rate. However, this early-season injury did not negatively impact winter wheat yield. Pyroxasulfone applied at the application rates and timings in these studies resulted in high levels of activity on Italian ryegrass and excellent winter wheat safety. Based on the results, pyroxasulfone has the potential to be used as a soil-applied herbicide in winter wheat for Italian ryegrass management and its utility for management of other important grass and broadleaf weeds of cereal-based cropping systems should be evaluated.

The overexploitation of groundwater and the excessive application of nitrogen (N) fertilizer under the intensive double cropping system are responsible for the groundwater level decline and potential contamination in the North China Plain (NCP). Alternative cropping systems have the potential to alleviate current groundwater and N problems in the region, while there are limited studies simultaneously focusing on the impact of a change of cropping systems on crop yields, groundwater consumption, and N leaching. In this study, Field observed experiments of double-cropping system (i.e., winter wheat–summer maize) and mono-cropping system (early sowing maize) were used to calibrate and validate the Root Zone Water Quality Model (RZWQM2). Then, the validated RZWQM2 model was used to evaluate the long-term crop growth and environmental impact under the local winter wheat–summer maize rotation system with practical irrigation (WW-SM_pi) and auto-irrigation (WW-SM_ai), and three alternative cropping systems (single early maize, SEM; winter wheat–summer maize and single early maize, WW-SM-SEM; winter wheat-summer maize and double single early maize, WW-SM-2SEM). The net consumption of groundwater and N leaching under WW-SM_pi were 226.9 mm yr−1 and 79.7 kg ha−1 yr−1, respectively. Under the local rotation system, auto-irrigation could increase crop yields and N leaching. Compared with the WW-SM_ai, the alternative cropping systems, WW-SM-SEM, WW-SM-2SEM, and SEM, significantly decreased the net consumption of groundwater by 49.3%, 63.0%, and 97.8%, respectively (147.5–292.9 mm), and N leaching by 53.5%, 67.5%, and 89.6%, respectively (50.0–83.7 kg ha−1). However, the yields of the three alternative cropping systems were reduced by less than 30% (12.2%, 20.1%, and 29.7%, respectively). The simulated results indicated that appropriately decreasing the planting frequency of winter wheat is an effective approach to reduce groundwater overexploitation and N contamination with a relatively limited reduction in grain yields. The results could provide a scientific basis for cropping system adjustment in guaranteeing sustainable regional water and grain policy.

Responses of crop growth to climate warming are fundamental to future food security. The response of crops to climate change may be subtly different at their growing stages. Close insights into the differentiated stage-dependent responses of crops are significantly important in making adaptive adjustments of crops’ phenological optimization and cultivar improvement in diverse cropping systems. Using the Agro-C model, we studied the influence of past climate warming on crops in typical cropping systems in China. The results showed that while the temperature had increased distinctly from the 1960s to 2000s, the temperature frequency distributions in the growth season of crops moved to the high-temperature direction. The low temperature days during the crop growth periods that suppress crop growth decreased in the winter wheat area in North and East China, rice and maize areas in Northeast China, and the optimum temperature days increased significantly. As a result, the above ground biomass (AGB) of rice and maize in Northeast China and winter wheat in North and East China increased distinctly, while that of rice in South China had no significant change. A comparison of the key growth periods before and after heading (silking) showed that the warming before heading (silking) made a great contribution to the increase in the AGB, especially for winter wheat.

Phytophthora root and stem rot (PRR), caused by the oomycete Phytophthora sojae, is an economically important soybean disease in the north central region of the United States, including Iowa. Previous surveys of the pathogenic diversity of P. sojae in Iowa did not investigate whether multiple pathotypes of the pathogen existed in individual fields. Considering the many pathotypes of P. sojae that have been reported in Iowa, we hypothesized multiple pathotypes could exist within single fields. In the research reported herein, several soil samples were collected systematically from each of two commercial fields with a history of PRR in Iowa, and each soil sample was baited separately for isolates of P. sojae. Numerous pathotypes of P. sojae were detected from both fields. As many as four pathotypes were detected in some soil samples (each consisting of six to eight soil cores), which suggests that a single soybean plant could be subjected to infection by more than one pathotype. This possibility presents important implications in breeding resistant cultivars and in the management of PRR. Accepted for publication 14 July 2009. Published 8 September 2009.

Research conducted since 1979 in the north central United States and southern Canada demonstrated that after repeated annual applications of the same thiocarbamate herbicide to the same field, control of some difficult-to-control weed species was reduced. Laboratory studies of herbicide degradation in soils from these fields indicated that these performance failures were due to more rapid or “enhanced” biodegradation of the thiocarbamate herbicides after repeated use with a shorter period during which effective herbicide levels remained in the soils. Weeds such as wild proso millet [Panicum miliaceumL. spp.ruderale(Kitagawa) Tzevelev. #3PANMI] and shattercane [Sorghum bicolor(L.) Moench. # SORVU] which germinate over long time periods were most likely to escape these herbicides after repeated use. Adding dietholate (O,O-diethylO-phenyl phosphorothioate) to EPTC (S-ethyl dipropyl carbamothioate) reduced problems caused by enhanced EPTC biodegradation in soils treated previously with EPTC alone but not in soils previously treated with EPTC plus dietholate. While previous use of other thiocarbamate herbicides frequently enhanced biodegradation of EPTC or butylate [S-ethyl bis(2-methylpropyl)carbamothioate], previous use of other classes of herbicides or the insecticide carbofuran (2,3 -dihydro-2,2 -dimethyl-7-benzofuranyl methylcarbamate) did not. Enhanced biodegradation of herbicides other than the thiocarbamates was not observed.

This article examines the ebb and flow of the Quebec government’s economic and commercial relations with the United States in the period 1994–2017. The topic demonstrates the impact of three major forces on Quebec’s economic and commercial ties with the US: (1) the North American Free Trade Agreement (NAFTA) which became operational in 1994 and was fully implemented over a 15-year period; (2) the onerous security policies put in place by the US government in the decade following the horrific events of 11 September 2001; and (3) changing economic circumstances in the United States ranging from robust growth to the worst recession since the Great Depression of the 1930s. The article is devoted to the particularity of Canada-Mexico bilateral relations in the period from their beginning to signing and entry into force the North American Free Trade Agreement (NAFTA). It is noted that from the time of first contacts bilateral relations between two countries have developed unevenly with periods of increase and periods of decline. It is determined that in the history of Canada-Mexico relations before signing NAFTA can be identified four main periods. The first one is a period of early contacts that lasted from the end of XIX century to the establishment of the official diplomatic relations between Canada and Mexico in 1944. In this period of time ties between the two countries were extremely weak. The second period lasted from 1944 to the end of the 1960s. This period clearly shows the limits of cooperation between Canada and Mexico after the establishment of the official diplomatic ties, but it is also possible to see a certain coincidence between the values and diplomatic strategies of these countries. The third period of Canada-Mexico relations lasted from the beginning of the 1970s to the end of the 1980s. During this period, both Canada and Mexico try to diversify their foreign policy and strengthen the organizational mechanism of mutual cooperation. But it is also shown that despite the warm political rhetoric, there was some distance in Canada-Mexico relations. The fourth period of the relations lasted from the late 1980s until the NAFTA treaty came into force in 1994. At that time Canadian and Mexican governments began to give priority to economic relations over political and diplomatic ones. It was revealed that the main influencing factors of bilateral relations between Mexico and Canada were the impact of third countries, especially the United Kingdom and the United States, regional and global economic conditions, and the attitude to the bilateral relations of the political elites of both countries.

The article investigates the impact of Great Britain on the evolution of colonialism in the late ХІХ and early ХХ centuries. It is analyzed the sources and scientific literature on the policy of the United Kingdom in the colonial question in the late ХІХ – early ХХ century. The reasons, course and consequences of the intensification of British policy in the colonial problem are described. The process of formation and implementation of London’s initiatives in the colonial question during the period under study is studied. It is considered the position of Great Britain on the transformation of the colonial system in the late XIX – early XX centuries. The resettlement activity of the British and the peculiarities of their mentality, based on the idea of racial superiority and the new national messianism, led to the formation of developed resettlement colonies. The war for the independence of the North American colonies led to the formation of a new state on their territory, and the rest of the “white” colonies of Great Britain had at the turn of the XIX-XX centuries had to build a new policy of relations, taking into account the influence of the United States on them, and the general decline of economic and military-strategic influence of Britain in the world, and the militarization of other leading countries. As a result, a commonwealth is formed instead of an empire. With regard to other dependent territories, there is also a change in policy towards the liberalization of colonial rule and concessions to local elites. In the late ХІХ – early ХІХ centuries the newly industrialized powers (Germany, Italy, and Japan) sought to seize the colonies to reaffirm their new status in the world, the great colonial powers of the past (Spain, Portugal, and the Netherlands) sought to retain what remained to preserve their international prestige, and Russia sought to expand. The largest colonial empires, Great Britain and France, were interested in maintaining the status quo. In the colonial policy of the United Kingdom, it is possible to trace a certain line related to attempts to preserve the situation in their remote possessions and not to get involved in conflicts and costly measures where this can be avoided. In this sense, the British government showed some flexibility and foresight – the relative weakening of the military and economic power of the empire due to the emergence of new states, as well as the achievement of certain self-sufficiency, made it necessary to reconsider traditional foreign policy. Colonies are increasingly no longer seen as personal acquisitions of states, and policy toward these territories is increasingly seen as a common deal of the international community and even its moral duty. The key role here was to be played by Great Britain, which was one of the first to form the foundations of a “neocolonial” system that presupposes a solidarity policy of Western countries towards the rest of the world under the auspices of London. Colonial system in the late ХІХ – early ХІХ century underwent a major transformation, which was associated with a set of factors, the main of which were – the emergence of new industrial powers on the world stage, the internal evolution of the British Empire, changes in world trade, the emergence of new weapons, general growth of national and religious identity and related with this contradiction. The fact that the First World War did not solve many problems, such as Japanese expansionism or British marinism, and caused new ones, primarily such as the Bolshevik coup in Russia and the coming to power of the National Socialists in Germany, the implementation of the above trends stretched to later moments.
