Our aim in this paper is to address certain empirical and conceptual issues in the theory of Universal Phonology. Specifically, we will formulate a number of proposals aimed at characterising the notion ‘possible syllable' and ‘possible word'. The principles we will lay out follow from what we see as a unified theory of phonological government.The introduction of the notion of multi-levelled representations, as well as the recognition of constituent structure organisation in phonology, has allowed for a shift from mainly segment-internal, paradigmatic considerations to the study of syntagmatic relations holding between phonological units. What is now required is nothing less than a syntax of phonological expressions.

"The Translation of German Occasionalisms into Romanian. Examples from Michael Ende’s Fairytale Novel Momo. Word formations represent a central and fundamental procedure for the formation of new lexical units and new designations. They are not only units of denotation, but at the same time text-constituting and text-structuring means, and also have an important role as stylistic means in various types of texts. The formation of occasionalisms is a productive process that follows certain patterns. Occasionalisms in the fairy tale novel Momo by Michael Ende are analyzed and compared to their Romanian equivalents, focusing on their constituent structure and lexicalization potential. It is sometimes assumed that formal representation of language are abstractions and that they contrast with the concreteness of empirical neurobiological measures. It is argued that this is not so and that, moreover, the formal representations adopted in linguistics are also detectable by providing the right stimulus to the subjects at the neurobiological level; one example is given by the asymmetry of constituent structure.
