Over the past 30 years, the cost of wildfire suppression and homes lost to wildfire in the US have increased dramatically, driven in part by the expansion of the wildland–urban interface (WUI), where buildings and wildland vegetation meet. In response, the wildfire management community has devoted substantial effort to better understand where buildings and vegetation co-occur, and to establish outreach programs to reduce wildfire damage to homes. However, the extent to which the location of buildings affected by wildfire overlaps the WUI, and where and when outreach programs are established relative to wildfire, is unclear. We found that most threatened and destroyed buildings in the conterminous US were within the WUI (59 and 69% respectively), but this varied considerably among states. Buildings closest to existing Firewise communities sustained lower rates of destruction than further distances. Fires with the greatest building loss were close to outreach programs, but the nearest Firewise community was established after wildfires had occurred for 76% of destroyed buildings. In these locations, and areas new to the WUI or where the fire regime is predicted to change, pre-emptive outreach could improve the likelihood of building survival and reduce the human and financial costs of structure loss.

Fire is one of the most important natural disturbances in the coniferous forests of the US Rocky Mountains. The Rocky Mountains are separated by a climatic boundary between 40° and 45° N, which we refer to as the central Rocky Mountains (CRM). To determine whether the fire regime from the CRM was more similar to the northern Rocky Mountains (NRM) or southern Rocky Mountains (SRM) during the Holocene, a 12,539-yr-old sediment core from Long Lake, Wyoming, located in the CRM was analyzed for charcoal and pollen. These data were then compared to charcoal records from the CRM, NRM and SRM. During the Younger Dryas chronozone, the fire regime was characterized as frequent at Long Lake. The early and middle Holocene fire regime was characterized as infrequent. A brief interval from 4000 to 3000 cal yr BP, termed the Populus period, had a frequent fire regime and remained frequent through the late Holocene at Long Lake. In comparison to sites from the NRM and SRM, the fire regime at Long Lake was most similar to the SRM during the past 12,539 cal yr BP. These results suggest the disturbance regime in the CRM has a greater affinity with those of the SRM.

The major changes that have taken place in the New Zealand labour market since 1984, and which are reflected in recent changes to the welfare system, are not unique and follow trends that have developed in other OECD countries in the last decade. One of the most significant of these trends is legislative and other moves to encourage greater "efficiency" in the labour market. Deregulation, involving the withdrawal of legal guarantees of employment protection and union organization, is only one of the techniques which governments have used in an attempt to promote labo,ur market flexibility over the past decade. In continental Europe new forms of employment and the flexibilization of working time have been encouraged without dismantling the framework of employment rights. In many cases this has involved an extended role for collective bargaining and worker representation at plant and company level. In the US and Britain, by contrast, flexibility has been pursued at the cost of destabilizing the employment relationship, undermining training and job quality.

Abstract Federal fuels managers are increasingly using prescribed fire to decrease hazardous fuels and risks to resources in wildland and urban settings. Two factors have become apparent throughout the last several years: prescribed burning costs are rising, and costs exhibit substantial variability (NIFC 2003). Federal fire managers are bound by federal policy to allocate resources efficiently, yet this is difficult without a full understanding of the cost structure of fuels management. Previous studies have examined factors influencing costs but have also grappled with a lack of consistent or reliable data. This study uses FASTRACS (Fuel Analysis, Smoke Tracking, Report Access Computer System), a database maintained by the Pacific Northwest region of the Forest Service and Bureau of Land Management. The database provides information for Washington and Oregon on costs, physical site characteristics, and managerial concerns for fuels management activities. Using multiple regression analysis, we show that the cost of fuels management is influenced by the wildland-urban interface, number of acres treated, designated protection areas, slope, elevation, treatment type, fire regime, agency, and season. Prescribed burning in the wildland-urban interface increased costs, ceteris paribus, 139%. Findings with respect to physical site characteristics were similar to those found in previous research.

Globally, and in the US, wildfires pose increasing risk to people and their homes. Wildfire management assumes that buildings burn primarily in the wildland–urban interface (WUI), where homes are either ignited directly (especially in intermix WUI areas, where houses and wildland fuels intermingle), or via firebrands, the main threat to buildings in the interface WUI (areas with minimal wildland fuel, yet close to dense wildland vegetation). However, even urban areas can succumb to wildfires. We examined where wildfire damages occur among urban, rural and WUI (intermix and interface) areas for approximately three decades in California (1985–2013). We found that interface WUI contained 50% of buildings destroyed by wildfire, whereas intermix WUI contained only 32%. The proportion of buildings destroyed by fires among classes was similar, though highest in interface WUI areas (15.6%). Our results demonstrate that the interface WUI is where most buildings were destroyed in California, despite less wildland fuel. Continued advancement of models, mitigation and regulations tailored for the interface WUI, both for California and elsewhere, will complement the prior focus on the intermix WUI.

Asthma rates in the US have risen during the past 25 years, as have asthma-related morbidity and healthcare costs. Professional organizations involved in asthma care have identified the need to assure that an advanced level of asthma knowledge and skill is available to patients with asthma, their families, and insurers. This need led to development of the certification for asthma educators. The Certified Asthma Educator (AE-C) must meet specific clinical criteria and pass a standardized examination designed to evaluate knowledge and skill for providing competent asthma education and coordination. The development and current status of the Certified Asthma Educator examination process and content are discussed, as are goals of the certification

This paper presents the highlights of the third annual edition of the BP Energy Outlook, which sets out BP’s view of the most likely developments in global energy markets to 2030, based on up-to-date analysis and taking into account developments of the past year. The Outlook’s overall expectation for growth in global energy demand is to be 36% higher in 2030 than in 2011 and almost all the growth coming from emerging economies. It also reflects shifting expectations of the pattern of supply, with unconventional sources — shale gas and tight oil together with heavy oil and biofuels — playing an increasingly important role and, in particular, transforming the energy balance of the US. While the fuel mix is evolving, fossil fuels will continue to be dominant. Oil, gas and coal are expected to converge on market shares of around 26—28% each by 2030, and non-fossil fuels — nuclear, hydro and renewables — on a share of around 6—7% each. By 2030, increasing production and moderating demand will result in the US being 99% self-sufficient in net energy. Meanwhile, with continuing steep economic growth, major emerging economies such as China and India will become increasingly reliant on energy imports. These shifts will have major impacts on trade balances.

According to the latest forecasts, it will take 10 years for the world economy to get back to “decent shape”. Some more critical estimates suggest that the whole western world will have a “colossal mess” within the next 5–10 years. Regulators of some major countries significantly and over a short time‑period changed their forecasts for the worse which means that uncertainty in the outlook for the future persists. Indeed, the intensive anti‑crisis measures have reduced the severity of the past problems, however the problems themselves have not disappeared. Moreover, some of them have become more intense — the eurocrisis, excessive debts, global liquidity glut against the backdrop of its deficit in some of market segments. As was the case prior to the crisis, derivatives and high‑risk operations with “junk” bonds grow; budget problems — “fiscal cliff” in the US — and other problems worsen. All of the above forces the regulators to take unprecedented (in their scope and nature) steps. Will they be able to tackle the problems which emerge?

The link between dairy farm systems and cost of environmental compliance is not always clear. A survey of Waikato dairy farmers was conducted to establish the real (non-modelled) cost of compliance with environmental regulation in the region. Quantitative and qualitative data were gathered to improve understanding of compliance costs and implementation issues for a range of Waikato farm systems. The average oneoff capital cost of compliance determined through a survey approach was $1.02 per kg milksolids, $1490 per hectare and $403 per cow. Costs experienced by Waikato farmers have exceeded average economic farm surplus for the region in the past 5 years. As regulation increases there are efficiencies to be gained through implementing farm infrastructure and farm management practice to best match farm system intensity. This chapter explores the articulations that have emerged over the last half century between various types of holism, Chinese medicine and systems biology. Given the discipline’s historical attachments to a definition of ‘medicine’ that rather narrowly refers to biomedicine as developed in Europe and the US from the eighteenth century onwards, the medical humanities are not the most obvious starting point for such an inquiry. At the same time, they do offer one advantage over neighbouring disciplines like medical history, anthropology or science and technology studies for someone like myself, a clinician as well as a historian and anthropologist: their strong commitment to the objective of facilitating better medical practice. This promise furthermore links to the wider project of critique, which, in Max Horkheimer’s definition of the term, aims at change and emancipation in order ‘to liberate human beings from the circumstances that enslave them’. If we take the critical medical humanities as explicitly affirming this shared objective and responsibility, extending the discipline’s traditional gaze is not a burden but becomes, in fact, an obligation.
