Challenging the concept of Aboriginal mosaic fire practices in the Lake Eyre Basin

Mosaic burning is the deliberate creation of a mosaic of patches representing different fire histories. It is often recommended for management of Australia’s natural landscapes, on the assumption that it enhances biodiversity and reduces fire hazard through increased spatial and temporal diversity of fuel loads and species composition. It is also suggested that such fire practices were used throughout Australia by traditionally living Aboriginal people. Although the creation of a patchwork of different fire histories may be an effective management tool in modern land management, the evidence for universal mosaic burning before European settlement deserves scrutiny. The records of explorers, early settlers and anthropologists relating to a large portion of the Lake Eyre Basin, particularly the Channel country and the Simpson Desert region, were examined. It is concluded that extensive gaps in the records of smokes and large fires are important and meaningful, and do not represent a failure to record fires. The case for universal mosaic burning in the region is not supported by the evidence although mosaic burning did occur in specific circumstances. Fire practices were shaped by complex and interacting factors including the vegetation and terrain type, for example the occurrence of spinifex-dominated sandhills or stony deserts; seasonal conditions and the presence or not of adequate fuel loads; how readily Aboriginal people could access country and their reasons for using or not using fire; the stocking of the pastoral country and spread of feral animals; and government policies about fire.

Abstract Background Prescribed burning is used to reduce fire hazard in highly flammable vegetation types, including Banksia L.f. woodland that occurs on the Swan Coastal Plain (SCP), Western Australia, Australia. The 2016 census recorded well over 1.9 million people living on the SCP, which also encompasses Perth, the fourth largest city in Australia. Banksia woodland is prone to frequent ignitions that can cause extensive bushfires that consume canopy-stored banksia seeds, a critical food resource for an endangered bird, the Carnaby’s cockatoo (Calyptorynchus latirostris, Carnaby 1948). The time needed for banksias to reach maturity and maximum seed production is several years longer than the typical interval between prescribed burns. We compared prescribed burns to bushfires and unburned sites at three locations in banksia woodland to determine whether low-intensity prescribed burns affect the number of adult banksias and their seed production. Study sites were matched to the same vegetation complex, fire regime, and time-since-fire to isolate fire intensity as a variable. Results Headfire rates of spread and differenced normalized burn ratios indicated that prescribed burning was generally of a much lower intensity than bushfire. The percentage survival of adult banksias and their production of cones and follicles (seeds) did not decrease during the first three years following a prescribed burn. However, survival and seed production were significantly diminished followed high-intensity bushfire. Thus, carrying capacity for Carnaby’s cockatoo was unchanged by prescribed burning but decreased markedly following bushfire in banksia woodland. Conclusions These results suggest that prescribed burning is markedly different from bushfire when considering appropriate fire intervals to conserve canopy habitats in fire-resilient vegetation communities. Therefore, low-intensity prescribed burning represents a viable management tool to reduce the frequency and extent of bushfire impacts on banksia woodland and Carnaby’s cockatoo.

Yellow-footed Rock-wallabies (YFRW) Petrogale xanthopus have declined in numbers since European settlement from past hunting for skins, habitat disturbance and predation and competition with feral animals (Gordon et al. 1978, 1993; Copley 1983; Henzell 1990). This has led to the species being classed as potentially vulnerable to extinction in Australia (Kennedy 1992), and endangered in New South Wales (Schedule 1, Threatened Species Conservation Act, 1995).

Forest fuel loads and structural characteristics strongly affect fire behavior, regulating the rate of spread, fireline intensity, and flame length. Accurate fuel characterization, including disaggregation of the fuel load by size classes, is therefore essential to obtain reliable predictions from fire behavior simulators and to support decision-making in fuel management and fire hazard prediction. A total of 55 sample plots of four of the main non-tree covered shrub communities in NW Spain were non-destructively sampled to estimate litter depth and shrub cover and height for species. Fuel loads were estimated from species-specific equations. Moreover, a single terrestrial laser scanning (TLS) scan was collected in each sample plot and features related to the vertical and horizontal distribution of the cloud points were calculated. Two alternative approaches for estimating size-disaggregated fuel loads and live/dead fractions from TLS data were compared: (i) a two-steps indirect estimation approach (IE) based on fitting three equations to estimate shrub height and cover and litter depth from TLS data and then use those estimates as inputs of the existing species-specific fuel load equations by size fractions based on these three variables; and (ii) a direct estimation approach (DE), consisting of fitting seven equations, one for each fuel fraction, to relate the fuel load estimates to TLS data. Overall, the direct approach produced more balanced goodness-of-fit statistics for the seven fractions considered jointly, suggesting that it performed better than the indirect approach, with equations explaining more than 80% of the observed variability for all species and fractions, except the litter loads.

Disturbances that kill trees in forests often co-occur in time and/or space. This process results in changes in the fuel loading for wildfire. Determining specific causes of changing fuel loads can be complex. Path analysis was used to estimate the relative importance and the strength of interaction of each of nine small-scale disturbances affecting forest stands in the Black Hills. Different disturbances were partitioned according to their indirect and direct effects on fuel loads. Fire and wind had the greatest indirect effects; stem rots had the smallest. Root rots had the largest direct effects. Root rots, strong wind, stem rots, suppression, human disturbances, and tree cutting all caused fuel loads to increase. Treeless meadows, stem cankers, fire, ice/snow damage, failed regeneration, and shallow soil were associated with decreasing fuel loads. Grazing, lightning, bark beetles, and competition had null impacts. Disease control has two aims: reducing fire hazard and enhancing restoration. Understanding the biology and ecology of the agents that create dead wood is as fundamental to restoration ecology as it is to forest pathology. Management and control both begin by first determining the cause.

The vegetation of 64 grassland and grassy woodland sites in east-central Cape York Peninsula, surveyed by CSIRO in 1966, was re-surveyed in 1995. While the original vegetation communities had persisted at most sites, a change in species dominance was recorded at 14% of sites. Melaleuca viridiflora (ti-tree) had invaded eight sites, and increased in abundance in at least 16 of the 35 sites in which it had occurred in 1966. This had led to four out of 13 grassland sites, and three out of four mixed evergreen sites being re-classified as ti-tree woodlands. Analysis of aerial photographs covering 415 km2 showed a 10% net loss of grasslands between 1969 and 1988. These changes are attributed to a reduction in the use of fire as a management tool since European settlement. Changes were also found in perennial grass composition consistent with grazing or over-grazing, particularly in the eucalypt/ironwood communities. A shift from Themeda triandra to Heteropogon contortus parallels earlier, grazing-related changes in southern Queensland. Evidence of a decline in Heteropogon triticeus and isolated losses of Sorghum plumosum are more suggestive of localized, unsustainable overgrazing. An increase in Sorghum plumosum in wet habitats appears to be associated with recent lack of burning. These changes suggest that further intensification of cattle grazing in the area may not be possible without significantly reducing both conservation values and pasture condition.

Following severe wildfires, managing fire hazard by removing dead trees (post-fire logging) is an important issue globally. Data informing these management actions are relatively scarce, particularly how fuel loads differ by post-fire logging intensity within different environmental settings. In mixed-evergreen forests of Oregon, USA, we quantified fuel profiles 3–4 years after stand-replacement fire – assessing three post-fire logging intensities (0, 25–75, or >75% basal area cut) across two climatic settings (mesic coastal, drier interior). Stand-replacement fire consumed ~17% of aboveground biomass. Post-fire logging significantly reduced standing dead biomass, with high-intensity treatment leaving a greater proportion (28%) of felled biomass on site compared with moderate-intensity treatment (14%) because of less selective tree felling. A significant relationship between logging intensity and resulting surface fuels (per-hectare increase of 0.4–1.2Mg per square metre of basal area cut) indicated a broadly applicable predictive tool for management. Down wood cover increased by 3–5 times and became more spatially homogeneous after logging. Post-fire logging altered the fuel profile of early-seral stands (standing material removed or transferred, short-term increase in surface fuels, likely reduction in future large fuel accumulation), with moderate-intensity and unlogged treatments yielding surface fuel loads consistent with commonly prescribed levels, and high-intensity treatment resulting in greater potential need for follow-up fuel treatments.

Rat-kangaroos have not coped well with the impact of European settlement in Australia. Of the 11 species present in 1788, two are extinct, two are either mostly or totally restricted to offshore islands and the range of all other species has been much reduced. Habitat alienation, altered fire regimes, grazing, predation by introduced carnivores, competition from rabbits and timber harvesting have variously taken their toll on these little-seen animals. The rat-kangaroo was one of the first Australian marsupials to be seen alive in Europe. Collected close to the settlement at Sydney Cove, a pair of them were exhibited in London in 1789. These animals were called by the local Aboriginal people 'Pot-o-roo', and by the European settlers, 'Kangooroo rat'. They were the Long-nosed Potoroo, Potorous tridactylus, the first of what we now call 'Rat-kangaroos' to be discovered. Bettongs, Potoroos and the Musky Rat-kangaroo provides an extraordinary glimpse into the secretive lives of these unusual marsupials. It also reveals little-known facts about the critical functional role these creatures play in maintaining the forest and woodland habitats in which they live. Winner of the 2008 Whitley Award for Natural History.

A wide variety of vertebrates have been introduced into Australia during the 200 years of European settlement. Many have become pests causing significant environmental damage and having the potential to act as reservoirs of infectious diseases. Control of vertebrate pest species by fertility control is attractive on animal welfare grounds. Should exotic animal diseases become established in any of these feral animal populations vaccination would be an essential element in the control or eradication of disease. The only experience to date with vaccination of wildlife or feral animals has been the successful control of rabies in foxes in Europe by means of a live, attenuated rabies vaccine and a vaccinia-rabies recombinant vaccine. The feasibility of vaccination for disease control or fertility control in other vertebrate pests will depend on the development and evaluation of several vaccine vector strategies. The choice of vector, based on live viruses or bacteria, naked DNA coding for vaccine antigen or virus-like particles encapsidating genetic material coding for vaccine antigen, will depend on optimization of vector delivery strategies and immunogenicity of the vaccine antigen. Past experience from the vaccination of foxes against rabies suggests that rates of uptake of the vaccine bait and immunogenicity of the vaccine will be crucial factors in determining the success of other vaccines controlling disease or fertility.

It is a significant fact that in 150 years of European settlement there is still only a handful of Aborigines working in the field of education in this state. This means that Aboriginal parents have very little say in the educational policies and programs affecting their children and they are concerned about this. Because of the fact that many Aboriginal people have had little contact with the school situation, (in fact up till comparatively recently, many, as children, were actually excluded from attendance at school) they regard it as an alien institution, representing an academic world to which they do not belong. Consequently many Aboriginal people are hesitant to approach the school under any pretext, even for the purpose of enrolling their children. They need a corporate voice, an avenue of approach by which they can make contact with educational authorities, to make known their needs and aspirations, at whatever level necessary, and to feel assured that action will be taken in response to these needs.With the object of providing a corporate voice for Aborigines in the educational scene in 1977 State Consultative Groups were set up in all states except Western Australia. Here in Western Australia, the need was seen by the Education Department to provide for organization at the grass roots level, and to plan for regional committees throughout the State. In September 1978, I was transferred from a classroom to the Aboriginal Education Branch as a community liaison officer, to instigate and facilitate the setting up of these committees, and to this date initial meetings have been held for this purpose in the following towns each serving a particular region: Bunbury, Kalgoorlie, Kellerberrin, Narrogin and Moora. At each meeting the keen response from the local Aboriginal community has indicated that this move to establish regional committees has their full approval and support. It is expected that by the end of 1980 a committee will have been established in each of the Education Department’s regions.

Wildfire hazard abatement is one of the major reasons to use prescribed burning. Computer simulation, case studies, and analysis of the fire regime in the presence of active prescribed burning programs in forest and shrubland generally indicate that this fuel management tool facilitates fire suppression efforts by reducing the intensity, size and damage of wildfires. However, the conclusions that can be drawn from the above approaches are limited, highlighting the need for more properly designed experiments addressing this question. Fuel accumulation rate frequently limits prescribed fire effectiveness to a short post-treatment period (2–4 years). Optimisation of the spatial pattern of fire application is critical but has been poorly addressed by research, and practical management guidelines are lacking to initiate this. Furthermore, adequate treatment efforts in terms of fire protection are constrained by operational, social and ecological issues. The best results of prescribed fire application are likely to be attained in heterogeneous landscapes and in climates where the likelihood of extreme weather conditions is low. Conclusive statements concerning the hazard-reduction potential of prescribed fire are not easily generalised, and will ultimately depend on the overall efficiency of the entire fire management process.
