Climate Change 1995 is a scientific assessment that was generated by more than 1 000 contributors from over 50 nations. It was jointly co-ordinated through two international agencies; the World Meteorological Organization and the United Nations Environment Programme. The assessment was completed by the Intergovernmental Panel on Climate Change (IPCC) with a primary aim of reviewing the current state of knowledge concerning the impacts of climate change on physical and ecological systems, human health, and socioeconomic factors. The second aim was to review the available information on the technical and economic feasibility of the potential mitigation and adaptation strategies.

This chapter describes the contributions of the scientific community in the development of international climate change law, highlighting in particular the Intergovernmental Panel on Climate Change’s (IPCC’s) assessment and research of the scientific, technical, and socio-economic information relevant for the understanding of the risk of climate change. Since the Panel’s establishment under the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) in 1988, it has released several scientific papers that provide a clear scientific view on the current state of knowledge in climate change. The chapter examines the core of the IPCC’s assessment reports, which are divided into three working groups that deal respectively with the ‘Physical Science Basis of Climate Change’, ‘Climate Change Impact, Adaptation and Vulnerability’, and ‘Mitigation of Climate Change’. The IPCC also addresses specific areas, such as renewable energy, disaster management, and climate engineering.

The 2013 report from the Intergovernmental Panel on Climate Change has caused renewed concern among both clinicians and health policy makers. Climate change is continuing at an increasing rate. This guest editorial describes how climate change might affect global mental health and proposes three things that psychiatrists from every country could implement to respond appropriately to this urgent and severe global threat. These responses are mitigation and adaptation strategies for mental health services, and the integration of sustainability into training.

The significance of climate change is reflected in global level efforts such as Conference of Parties and Intergovernmental Panel on Climate Change reporting. The global level platform develops consensus on evidences and pathways to climate change mitigation and adaptation. Unfortunately, these efforts often lack social-cultural dynamics to climate change. This study adopted a desktop survey to establish the place of socio-cultural dynamics in climate change discourse. In this study, it is argued that socio-economic security and attributes, cultural-orientation and inter-group dimensions are key determinants to implementation of climate change programmes. To successfully design and implement climate change mitigation and adaptation strategies, first address socioeconomic securities of communities, bring on board sub-national considerations and package climate change impacts as a threat to nationalism.

AbstractThis article examines how the South African government, realizing the country's vulnerability to climate change, deemed it necessary to strengthen adaptation and mitigation measures and put in place legal and institutional frameworks to ensure implementation and compliance. Government must take responsibility for industry's inaction by implementing policies on climate change and, more importantly, through a visible change in government policy to hold industry accountable. The stringent policies and strategies being put in place are reducing vulnerability and also enhancing a broad spectrum of capacity in responding to environmental, climatic, resource and economic perturbations. The article further reviews state of the art methods and tools available to strengthen mitigation and adaptation strategies and measures in the areas of the existing frameworks regarding climate change. It also considers various measures by Eskom in particular, and strategies embarked upon by South Africa's national and local governments to reduce greenhouse gas emissions.
