The context and potential sustainability of traditional terrestrial periodic tambu areas: insights from Manus Island, Papua New Guinea

Within the Pacific over the last two decades there has been greater recognition of the pre-existing tools within indigenous communities for natural resource management. Periodic tambu (Tok Pisin: a prohibition) is an indigenous resource management tool often used across Papua New Guinea. On Manus Island terrestrial periodic tambu areas are characterised by a cycle of resource closure followed by instantaneous harvest. We examine the differing application of periodic tambu areas by three different clans who are using the technique to restock areas with the Admiralty cuscus (Phalangeridae: Spilocuscus kraemeri), an arboreal possum-like marsupial. We examined the plausibility of cuscus population recovery over differing closure periods at three different harvest rates using a composite female-only population projection matrix approach based on the vital rates of closely related phalangerid surrogates. The resultant trajectories suggest that commonly used closure durations may allow recovery at low to medium harvest rates (10–30%) but not at high harvest rates (50%). From this we infer that periodic tambu areas may be a sustainable strategy for customary resource use of Admiralty cuscus at low to medium harvest rates. We found periodic tambu management on Manus Island to be culturally dynamic with clans differing with respect to their purpose, adherence to tradition, and hybridisation with modern land governance practices. Given the past difficulties of imposing exogenous conservation systems in Papua New Guinea, we advocate greater exploration of the merits of endogenous systems such as periodic tambu areas.

ABSTRACT When European colonists arrived in the late 19th century, large villages dotted the coastline of the Gulf of Papua (southern Papua New Guinea). These central places sustained long-distance exchange and decade-spanning ceremonial cycles. Besides ethnohistoric records, little is known of the villages’ antiquity, spatiality, or development. Here we combine oral traditional and 14C chronological evidence to investigate the spatial history of two ancestral village sites in Orokolo Bay: Popo and Mirimua Mapoe. A Bayesian model composed of 35 14C assays from seven excavations, alongside the oral traditional accounts, demonstrates that people lived at Popo from 765–575 cal BP until 220–40 cal BP, at which time they moved southwards to Mirimua Mapoe. The village of Popo spanned ca. 34 ha and was composed of various estates, each occupied by a different tribe. Through time, the inhabitants of Popo transformed (e.g., expanded, contracted, and shifted) the village to manage social and ceremonial priorities, long-distance exchange opportunities and changing marine environments. Ours is a crucial case study of how oral traditional ways of understanding the past interrelate with the information generated by Bayesian 14C analyses. We conclude by reflecting on the limitations, strengths, and uncertainties inherent to these forms of chronological knowledge.

In this article, I discuss two recent examples of women’s filmmaking in Melanesia. The documentaries are Tanah Mama (2014), focused on West Papua and Café Niugini (2015), set in Papua New Guinea. Both films explore and represent food in profoundly different ways. Here, I consider their respective depictions of food, demonstrating that Tanah Mama represents food as sustenance while Café Niugini renders food as ‘cuisine’ through the ‘creative performance’ of cookery. Nevertheless, and as I argue, both documentaries reflect the filmmakers’ interest in representing issues associated with food in the Pacific, including the importance of Indigenous access to land, population management, gender roles and the impact of changing cultural values on food consumption and health.

Papua New Guinea (PNG) occupies the eastern half of the island of New Guinea and still boasts 33 million hectares of closed natural forest (77% of the country), home to numerous endemic species. Overall PNG is sparsely populated with some 700 distinct cultural/ language groups. Economic growth over the past two decades has been spurred by large-scale mining, petroleum and logging operations though the majority of the population continues to rely upon subsistence agriculture (swidden) and collection and utilization of forest products. Some 15 million hectares of forests are accessible for logging, of which 1.5 million hectares have already been logged, generally in an unsustainable manner. Of the over 6 million ha of approved timber blocks more than 1.5 million hectares have been located in areas of high biological value. Forest loss and degradation is now becoming a serious problem.

The 1998 Papua New Guinea tsunami was a significant puzzle for scientists who finally cracked the cause, but it also marks the most recent event of many that can be dated back to at least 6,000 years ago where the skull of the oldest tsunami victim in the world was found. Papua New Guinea was also the starting point for the most remarkable navigational feat in the world, with Polynesians moving rapidly east into the Pacific Ocean, their settlement of the region being punctuated by hiatuses caused by catastrophic tsunamis approximately 3,000, 2,000, and 600 years ago. It was on isolated Pacific islands that humans first came into contact with the deadly Pacific Ring of Fire. Settlement abandonment, mass graves, and cultural collapse mark their progress.

As such he analyzes how superhero, The Phantom, has been actively metabolized and transformed by Indigenous communities throughout Australasia, Papua New Guinea.
