A major challenge confronting many contemporary systematists is how to integrate standard taxonomic research with conservation outcomes. With a biodiversity crisis looming and ongoing impediments to taxonomy, how can systematic research continue to document species and infer the ‘Tree of Life’, and still maintain its significance to conservation science and to protecting the very species it strives to understand? Here we advocate a systematic research program dedicated to documenting short-range endemic taxa, which are species with naturally small distributions and, by their very nature, most likely to be threatened by habitat loss, habitat degradation and climate change. This research can dovetail with the needs of industry and government to obtain high-quality data to inform the assessment of impacts of major development projects that affect landscapes and their biological heritage. We highlight how these projects are assessed using criteria mandated by Western Australian legislation and informed by guidance statements issued by the Environmental Protection Authority (Western Australia). To illustrate slightly different biological scenarios, we also provide three case studies from the Pilbara region of Western Australia, which include examples demonstrating a rapid rise in the collection and documentation of diverse and previously unknown subterranean and surface faunas, as well as how biological surveys can clarify the status of species thought to be rare or potentially threatened. We argue that ‘whole of biota’ surveys (that include all invertebrates) are rarely fundable and are logistically impossible, and that concentrated research on some of the most vulnerable elements in the landscape – short-range endemics, including troglofauna and stygofauna – can help to enhance conservation and research outcomes.

Western Australia has five species of rock-wallabies. Petrogale brachyotis, Petrogale burbidgei and Petrogale concinna occur in wet-dry tropical habitats in the Kimberley region. Petrogale rothschildi is a Pilbara region endemic, while Petrogale lateralis has the largest distribution, extending from the south-west Kimberley to islands off the southern coastline. There have been few collections of the three species restricted to the Kimberley. Their small size, secretive disposition and variable pelage have hampered field identification, and thus, understanding of their distribution and status. The populations of all three are currently believed to be stable and their status is considered secure. Petrogale rothschildi is known from the Hamersley and Chichester Ranges, the east Pilbara, the Burrup Peninsula and four islands in the Dampier Archipelago. It is abundant on three of these islands but has declined on Dolphin island. The status of the mainland populations is uncertain. Petrogale lateralis is a diverse species, with two subspecies and two chromosomal races occurring in WA. Petrogale lateralis hacketti is restricted to three islands in the Archipelago of the Recherche. Petrogale lateralis lateralis has declined throughout its mainland range, with extant populations known from six localities in the Wheatbelt; Cape Range; the Calvert Range; and Barrow and Salisbury Islands. It may still be extant in Kalbarri National Park. Petrogale lateralis West Kimberley race has a restricted distribution but appears secure, while P. lateralis MacDonnell Ranges race has declined markedly in recent years. Fox predation has been implicated in the decline of some populations of P. lateralis and P. rothschildi. The impact of factors such as competition from introduced grazers (stock, rabbits, goats), fire and habitat clearing have not been examined. Increased control of exotic predators, taxonomic research to clarify the identity of unsampled populations and field surveys are needed to improve the conservation outlook for WA rock-wallabies.

This chapter adds a Chinese perspective to the comparative study of how national courts treat international law. The chapter finds that the application of international law in Chinese courts is influenced by several major factors, including China’s ambivalence toward international law, the role that the judiciary plays in China’s national governance, and the professional competence of Chinese judges. In particular, the failure of China’s Constitution to specify the status of international law makes secondary laws less likely to embrace international law: many secondary laws do not mention international law at all; only a modest number of secondary laws automatically incorporate international law. This also means that Chinese judges are discouraged from invoking international law in adjudicating disputes. However, in line with and in support of China’s economic opening policy since the late 1970s, Chinese judges regularly apply those treaties that deal with commercial relations between private actors. A major development is that, as China rises as a great power, Chinese courts have begun to prudently become more involved in foreign relations by applying international law.

Tropical forests comprise a critically impacted habitat, and it is known that altered forests host a lower diversity of mammal communities. In this study, we investigated the mammal communities of two areas in Myanmar with similar environmental conditions but with great differences in habitat degradation and human disturbance. The main goal was to understand the status and composition of these communities in an understudied area like Myanmar at a broad scale. Using camera trap data from a three-year-long campaign and hierarchical occupancy models with a Bayesian formulation, we evaluated the biodiversity level (species richness) and different ecosystem functions (diet and body mass), as well as the occupancy values of single species as a proxy for population density. We found a lower mammal diversity in the disturbed area, with a significantly lower number of carnivores and herbivores species. Interestingly, the area did not show alteration in its functional composition. Almost all the specific roles in the community were present except for apex predators, thus suggesting that the effects of human disturbance are mainly effecting the communities highest levels. Furthermore, two species showed significantly lower occupancies in the disturbed area during all the monitoring campaigns: one with a strong pressure for bushmeat consumption and a vulnerable carnivore threatened by illegal wildlife trade.

Background: The Sexual Assault Resource Center (SARC) in Perth, Western Australia provides free 24-hour medical, forensic, and counseling services to persons aged over 13 years following sexual assault. Objective: The aim of this research was to design a data management system that maintains accurate quality information on all sexual assault cases referred to SARC, facilitating audit and peer-reviewed research. Methods: The work to develop SARC Medical Services Clinical Information System (SARC-MSCIS) took place during 2007–2009 as a collaboration between SARC and Curtin University, Perth, Western Australia. Patient demographics, assault details, including injury documentation, and counseling sessions were identified as core data sections. A user authentication system was set up for data security. Data quality checks were incorporated to ensure high-quality data. Results: An SARC-MSCIS was developed containing three core data sections having 427 data elements to capture patient’s data. Development of the SARC-MSCIS has resulted in comprehensive capacity to support sexual assault research. Four additional projects are underway to explore both the public health and criminal justice considerations in responding to sexual violence. The data showed that 1,933 sexual assault episodes had occurred among 1881 patients between January 1, 2009 and December 31, 2015. Sexual assault patients knew the assailant as a friend, carer, acquaintance, relative, partner, or ex-partner in 70% of cases, with 16% assailants being a stranger to the patient. Conclusion: This project has resulted in the development of a high-quality data management system to maintain information for medical and forensic services offered by SARC. This system has also proven to be a reliable resource enabling research in the area of sexual violence.

ABSTRACTThis special section stems from discussions that took place in a forum at the Society for American Archaeology's annual conference in 2017. The forum, Beyond Data Management: A Conversation about “Digital Data Realities”, addressed challenges in fostering greater reuse of the digital archaeological data now curated in repositories. Forum discussants considered digital archaeology beyond the status quo of “data management” to better situate the sharing and reuse of data in archaeological practice. The five papers for this special section address key themes that emerged from these discussions, including: challenges in broadening data literacy by making instructional uses of data; strategies to make data more visible, better cited, and more integral to peer-review processes; and pathways to create higher-quality data better suited for reuse. These papers highlight how research data management needs to move beyond mere “check-box” compliance for granting requirements. The problems and proposed solutions articulated by these papers help communicate good practices that can jumpstart a virtuous cycle of better data creation leading to higher impact reuses of data.

Abstract Growing concerns about the quality of aggregated biodiversity data are lowering trust in large-scale data networks. Aggregators frequently respond to quality concerns by recommending that biologists work with original data providers to correct errors ‘at the source.’ We show that this strategy falls systematically short of a full diagnosis of the underlying causes of distrust. In particular, trust in an aggregator is not just a feature of the data signal quality provided by the sources to the aggregator, but also a consequence of the social design of the aggregation process and the resulting power balance between individual data contributors and aggregators. The latter have created an accountability gap by downplaying the authorship and significance of the taxonomic hierarchies—frequently called ‘backbones’—they generate, and which are in effect novel classification theories that operate at the core of data-structuring process. The Darwin Core standard for sharing occurrence records plays an under-appreciated role in maintaining the accountability gap, because this standard lacks the syntactic structure needed to preserve the taxonomic coherence of data packages submitted for aggregation, potentially leading to inferences that no individual source would support. Since high-quality data packages can mirror competing and conflicting classifications, i.e. unsettled systematic research, this plurality must be accommodated in the design of biodiversity data integration. Looking forward, a key directive is to develop new technical pathways and social incentives for experts to contribute directly to the validation of taxonomically coherent data packages as part of a greater, trustworthy aggregation process.

This paper explores the potential of ‘Land Value Capture’ in addressing the shortfall in funding to address the biodiversity crisis through a series of interviews with Local Planning Authority officers in England. It finds heterogeneity in their responses to financial austerity and imperatives to deliver development, which heavily influences developer contribution (DC) practice. The response to these pressures differed depending upon localised planning culture and its interrelation with behavioural biases, which defined the scope of officer agency to influence developer contribution outcomes. Most LPAs placed a strong emphasis upon securing real estate investment to drive economic growth and to provide opportunities to secure DC to address socio-economic issues, with the status quo bias contributing towards inertia in policy and practice change. Elsewhere, there was a greater emphasis placed upon reconciling the need to deliver development with the preservation of environmental amenity, enabling officers to carefully frame practice changes, to successfully secure funding for ecological mitigation programs. The paper illustrates the cultural and behavioural challenges in implementing DC policy change to support funding these priorities, whilst this may be overcome by legislative changes, integrating these may be compromised by resource limitations whilst also affecting the existing delivery of public goods.

Mail surveys were sent to field staff of the Agriculture Protection Board of Western Australia to assess the distribution and status of four species of parrot in the agricultural region of south-west Western Australia in 1970, 1980 and 1990. The surveys indicated that the populations of the Regent Parrot (Polytelis anthopeplus) and the Western Rosella (Platycercus icterotis) have declined in range considerably since 1970. The populations of the Red-capped Parrot (Purpureicephalus spurius) and the Port Lincoln Ringneck (Barnardius zonarius) have suffered little or not at all during the same period. Factors which appear to have contributed to the observed changes in distribution and status include clearing for agriculture, dietary preferences, physiology, habitat requirements, altered fire regimes, grazing by exotic herbivores and reduced winter rainfall. These surveys have shown that species which were formerly considered common and widespread have declined with little comment having been made of these changes. The implications of this are serious, both for these formerly common species and for rarer bird species which have similar ecological requirements. The technique of mail surveys has considerable merit for quickly assessing the status of some species of birds, but will be limited by the expertise of the respondents and the degree to which the species in question can be observed.

A ‘Report Card’, which summarises the current knowledge of the status and trend in land condition in the agricultural areas of the south-west of Western Australia, was published in 2013 by the Department of Agriculture and Food, Western Australia. The Report Card draws on best available evidence from government and industry on the current condition and trend of 10 soil- and water-related natural resource themes relevant to agriculture, and discusses the implications of these results for the agricultural industries. The report also discusses the three main factors driving the performance of the land, namely climate, land characteristics and land management. The first two factors are largely out of the control of land managers, but in a drying and warming climate of the agricultural areas of Western Australia, land-management practices need to be able to respond to these changing conditions. The paper briefly explains the methodologies used to assess the seven soil-related themes in the Report Card and summarises the major findings. The results indicate that, for soils, the situation and outlook for our natural resources is mixed. Although there has been progress in some areas, such as managing wind and water erosion, the status and trend in many indicators of resource condition, such as soil acidity, soil compaction and water repellence, are adverse. The predicted growth in global demand for food and fibre brings many opportunities to the Western Australian agri-food sector but also challenges, especially in light of the Report Card findings. One of these challenges is our need to achieve agricultural productivity growth while ensuring our natural resources are healthy and resilient.
