Factors influencing herbicide efficacy when removing lucerne prior to cropping

Farmers often experience inconsistent responses when using herbicides to terminate an established lucerne pasture prior to cropping. In an attempt to redress this problem, a series of field experiments were conducted between 1999 and 2002 at various locations in southern and northern New South Wales, the Australian Capital Territory, and south Western Australia that aimed to identify management guidelines that improved the efficacy of herbicide mixtures commonly used to remove lucerne. Collectively, these studies indicated that herbicides were generally less effective when applied either early (less than 2 weeks) or late (6 weeks or more) in the regrowth cycle of lucerne after defoliation. Herbicide efficacy tended to be greatest if applied to regrowth 3–5 weeks after defoliation, which corresponds to a time when the lucerne crown and root reserves are likely to be in the process of being replenished by photoassimilates transported from the shoot. The impact of timing of herbicide application in relation to season was compared at a number of locations. Across all the sites and years, spring herbicide applications were generally the most effective, removing on average 87% of the lucerne (range 53–100%) compared with 72% in summer (24–100%) and 60% in autumn (7–92%). Spring applications were also more consistent in their effect, removing >80% of the lucerne plants in 9 out of 12 experiments, whereas similar rates of removal occurred on 4 occasions in 9 summer applications and only twice in 8 autumn applications. Some of the seasonal variation could be explained by differences in the amount of rainfall prior to herbicide applications. It was assumed that the relationship between rainfall and herbicide efficacy reflected the stimulation of lucerne shoot and root growth by the additional soil moisture before herbicide treatment. Herbicide mixtures that contained ingredients such as picloram that retain residual activity in the soil tended to be more effective and were less influenced by lucerne growth and season than those herbicides with little or no residual activity. However, such chemicals could potentially restrict which crops can subsequently be grown after a lucerne pasture has been removed. It was concluded that >80% of lucerne plants were likely to be removed using herbicides provided that the herbicide treatment was applied to actively growing lucerne 3–5 weeks after defoliation, and when greater than 70–95 mm rain had fallen in the 6–8 weeks prior to application.

Although there have been a number of studies that have examined the effects of rabbits on pasture, the relationship between rabbit density and pasture degradation caused by rabbits has never been quantified. An experiment was conducted at Cowra, New South Wales, from October 1984 to October 1987, to determine the impact various densities of rabbits have on pasture composition, indices of pasture biomass and ground cover. Using plots set stocked with the equivalent of 8 sheep/ha (the district average) and 4 densities of rabbits as treatments, 0,�24, 48 and 72 rabbits/ha, the consequences of rabbit grazing were investigated.Pasture composition changed with season, year and rabbit density. Cumulative effects were also evident. Rabbits severely depleted improved pastures of legumes (subterranean clover particularly), with grass cover increasing proportionate to rabbit density. In the final year of the experiment, the rabbit-free treatment had 31% legumes and 25.2% grasses, whereas the highest rabbit density treatment had 6.2% legumes and 47.4% grasses. Indices of pasture biomass were highest in the zero rabbits/ha treatment and lowest in the 72 rabbits/ha treatment. More bare soil was exposed in the highest rabbit density treatment. Once seasonal and year effects were accounted for, the relationship between rabbit density and percentage damage was positive.

Field experiments were conducted in southern New South Wales to determine the effect of surface-retained wheat stubble on the emergence, growth and yield of canola. The 5 experiments included treatments to investigate the impact of stubble load, stubble cultivar and level of decomposition as well as the impact of different environments on the crop response. Overall, 5 t/ha of surface-retained wheat stubble reduced the rate of emergence, plant establishment (mean reduction 33%), vegetative biomass (–56%) and yield (–23%), although the impact varied with site and season. Laboratory experiments assessing the phytoxicity of stubble revealed the possible role of allelopathy in the growth response at 1 site; however, there was no correlation between laboratory phytotoxicity of different stubble cultivars and their impact on canola growth at any other site. Wheat stubble comprising thinner stems (lower straw linear density) had a greater impact on emergence at 2 of the sites, indicating a possible role of reduced light penetration in the growth response. Colder temperatures on the surface of the stubble also reduced emergence and growth, and caused seedling death at the coldest sites. The experiments confirm the widely observed phenomenon of poor canola growth in surface-retained wheat stubble, and suggest several possible mechanisms for the effect, although further studies are required to determine their relative importance in different environments.

Inputs and losses from Giant Parramatta grass [GPG, Sporobolus indicus (L.) R. Br. var. major (Buse) Baaijens] soil seed banks were quantified on the North Coast of New South Wales. Monthly potential seed production and actual seed fall was estimated at Valla during 1991-92. Total potential production was >668 000 seeds/m2 for the season, while seed fall was >146000 seeds/m2. Seed fall >10000 seeds/m2.month was recorded from January until May, with further seed falls recorded in June and July. The impact of seed production on seed banks was assessed by estimating seed banks in the seed production quadrats before and after seed fall. Seed banks in 4 of the 6 sites decreased in year 2, although seed numbers at 1 damp site increased markedly. Defoliation from mid-December until February, April or June prevented seed production, reducing seed banks by 34% over 7 months. Seed banks in undefoliated plots increased by 3300 seeds/m2, although seed fall was estimated at >114 000 seeds/m2. Emergence of GPG seedlings from artificially established and naturally occurring, persistent seed banks was recorded for 3 years from bare and vegetated treatment plots. Sown seeds showed high levels of innate dormancy and only 4% of seeds emerged when sown immediately after collection. Longer storage of seeds after collection resulted in more seedlings emerging. Estimates of persistent seed banks ranged from 1650 to about 21260 seeds/m2. Most seedlings emerged in spring or autumn and this was correlated with rainfall but not with ambient temperatures. Rates of seed bank decline in both bare and vegetated treatment plots was estimated by fitting exponential decay curves to seed bank estimates. Assuming no further seed inputs, it was estimated that it would take about 3 and 5 years, respectively, for seed banks to decline to 150 seeds/m2 in bare and vegetated treatments.

Decentralizing industrial relations within New South Wales is a central recom mendation of the Niland Green Paper (1989). Decentralism also represents the cornerstone of the New South Wales government's industrial relations reform agenda enshrined in the New South Wales Industrial Relations Act 1991. To date there has been little analysis of the impact o f this legislative change on industrial relations in the New South Wales public sector. This paper provides a case study that examines the degree to which responsibility for bargaining has been devolved within the Parks and Gardens of the New South Wales Ministry for the Environ ment. It argues that, in contrast to the rhetoric of the New South Wales Act, the central agency presiding over the introduction of enterprise bargaining in the public sector, the Public Employment and Industrial Relations Authority; has been reluctant to delegate responsibility to parties in the workplace.

The response of irrigated soybean to sowing date and to plant population was evaluated in field experiments over three years at Leeton, in the Murrumbidgee Irrigation Area (MIA) in southern New South Wales. The aim was to explore the options for later sowings to improve the flexibility for growing soybean in double-cropping rotations with a winter cereal. The experiments were grown on 1.83-m-wide raised soil beds, with 2, 4, or 6 rows per bed (years 1 and 2) or 2 rows per bed only (year 3). Plant population, which was manipulated by changing either the number of rows per bed (years 1 and 2) or the within-row plant spacing (year 3), ranged from 15 to 60 plants/m2 depending on the experiment. Two sowings dates, late November and late December, were compared in years 1 and 3, while in year 2, sowings in early and late January were also included. Three genotypes (early, medium, and late maturity) were grown in years 1 and 2, and four medium-maturing genotypes were grown in year 3. In general, machine-harvested seed yields were highest in the November sowings, and declined as sowing was delayed. Physiological analyses suggested two underlying causes for the yield decline as sowing date was delayed. First and most importantly, the later sown crops flowered sooner after sowing, shortening crop duration and reducing total dry matter (TDM) production. Second, in the late January sowings of the medium- and late-maturing genotypes, harvest index (HI) declined as maturity was pushed later into autumn, exposing the crops to cooler temperatures during pod filling. Attempts to offset the decline in TDM production as sowing was delayed by using higher plant populations were unsuccessful, in part because HI decreased, apparently due to greater severity of lodging. The studies indicated that, in the near term, the yield potential of current indeterminate cultivars at the late December sowing date is adequate, given appropriate management, for commercially viable double-cropping of soybean in the MIA. In the longer term, it is suggested that development of earlier maturing, lodging-resistant genotypes that retain high HI at high sowing density may allow sowing to be delayed to early January.

Reproduction is an important driver of profitability in commercial sheep flocks. Historically, Merino flocks have been run with a fixed age structure, ignoring individual merit and casting for age at a specific age. More recently, research has focussed on utilising the variation within age groups by keeping productive older ewes longer and culling less productive ewes earlier. Previous studies have also examined the effect of age on reproduction and the impact of reproduction status on productivity, but little research has been conducted on cumulative effects of reproductive performance on later productivity, reproduction and health. The present study examined the impact of higher lifetime reproduction on other key production and fitness traits in older ewes run under commercial conditions. Data were collected from two commercial wool-producing properties in the South West Slopes and the Central West Plains of New South Wales during 2009–2011. Reproduction, fleece measurements, bodyweight and condition and dental health were recorded during the study. The results showed that age had a bigger effect on productivity and dental health than did cumulative lifetime reproduction. Environment and genetics determined the level of impact, with minimal loss in productivity from increased age of animals occurring in the South West Slopes flock, whereas the Central West Plains flock would appear to require closer monitoring of productivity as ewes aged. The data collected did not allow separation of the genetic and environmental influences within the study. Retaining animals with a higher reproductive performance past normal culling age does not necessarily result in reduction of productivity or ewe health, but this must be monitored.

Abstract In response to the COVID-19 pandemic, the New South Wales (NSW) government ordered the closure of all municipal libraries in order to limit the impact of the contagion. As a result, 372 public libraries in NSW ceased operation on the 23rd March 2020. While the closure of public libraries will undoubtedly contribute to restricting the spread of the coronavirus, given the pivotal role played by municipal libraries in local communities, as well as the special characteristics of library patrons, it will have other negative consequences. In this paper we consider the impact of the closure of municipal libraries in NSW from two perspectives: (a) its effect on the fiscal circumstances of local authorities and (b) its impact on the spread of the corona contagion as well as its broader effects on local community wellbeing. We conclude that rather than complete closure, partial constraints on library use should have been considered.
