AbstractIn the past few years the American Physical Society (APS) has conducted a number of surveys among the graduate student population in the US and also among young researchers. The purpose was to get an idea of the career expectations of the students and how these are met later on in their life. Two of the conclusions were: (1) students want to work in a research environment, preferably academic, and (2) graduate and undergraduate programs are not preparing them well for the different challenges and goals found in industry, the private sector and national laboratories. Jobs in academia, especially tenured positions, have been difficult to obtain forcing many students to give up on their goals after one or two postdoctoral positions. Some have found jobs in other sectors but others feel frustrated that their careers have not met their expectations and are poorly ‘prepared’ for other options. In the areas of Physics and Astronomy there is not much of a job market without graduate studies. So most students must continue graduate work, in these or other fields, in order to compete well in the job market. Graduate and undergraduate programs must become more responsible for the present state of affairs and for implementing improvements. This can be done by broadening the scope of the present programs so that a student is better prepared to face the challenges of other job opportunities. We present here a BSc program designed by astronomers and physicists, at the University of Guanajuato, to try to address some of these concerns and better prepare the students for either continuing with graduate studies or finding employment in an ever-changing job market.

Astronomy in México has an ancient tradition, reinforced during the twentieth century by groups working in theoretical and observational astronomy. During the 1990s, the Great Millimeter Telescope (a single 50-m antenna) has been approved, and a 6-m infrared telescope is under study. Graduate and undergraduate programs must be improved to prepare future Mexican and Latin American astronomers to take advantage of these facilities. To meet the challenge, two traditional Mexican programs (Instituto de Astronomia-UNAM and Instituto Nacional de Astrofisica, Optica y Electronica-INAOE) are updating their graduate programs. Similarly, the Departamento de Astronomía de la Universidad de Guanajuato is joining physicists in the first undergraduate program in México in physics and engineering with an option in astrophysics. This will prepare students for industry, academia or national laboratories, either in physics or astronomy. Jobs in academia have been scarce; many students had to give up their goals after one or two postdoctoral positions. Graduate and undergraduate programs must adjust, by broadening the scope of present programs so that students are better prepared for other job opportunities. We present a B.Sc. program designed by astronomers and physicists to try to address some of these concerns and to prepare the students for either continuing with graduate studies or finding employment in an ever-changing job market. This is a lab report paper about the state of affairs in the computer music research group at the School of Electrical and Computer Engineering of the University of Campinas (FEEC/Unicamp). This report discusses the people involved in the group, the efforts in teaching and the current research work performed. Last, it provides some discussions on the lessons learned from the past few years and some pointers for future work.

Dr. Emilio Pimentel Achilles Marticorena (1928-2007) was born 20 May 1928, in Villa de Arma in the province of Castrovirreyna, located 3700 m.s.n.m. His studies the school held at the Salesian College Huancayo and Alfonso College Ugarte in Lima. I study medicine at the National University San Marcos (San Marcos), obtaining Bachelor's degree in 1955 with the thesis entitled "Probable influence of great heights in determining the ductus arteriosus: Observations in 3000 school high "and subsequently received the title of Surgeon. He made graduate studies in the US. UU., cardiology at the University of Stanford (1961-1963), University Pennsylvania (1963 and 1964) and Center Presbyterian Medical in San Francisco, 1968; and later in the Institute Cardiology of the State of Sao Paulo, Brazil, in 1974.

Scholarly research has demonstrated rather conclusively that American political elites have undergone a marked partisan polarization over the past thirty years. There is less agreement, however, as to whether the American electorate is polarized. This review article evaluates the evidence, causes and consequences of polarization on both the elite and mass levels. A marked difference between the two is found. Elites are polarized by almost any definition, although this state of affairs is quite common historically. In contrast, mass attitudes are now better sorted by party, but generally not polarized. While it is unclear whether this potentially troubling disconnect between centrist mass attitudes and extreme elite preferences has negative policy consequences, it appears that the super-majoritarian nature of the US Senate serves as a bulwark against policy outcomes that are more ideologically extreme than the public would prefer. Moreover, a public more centrist than those who represent it has also at times exerted a moderating influence on recent policies.

In the past several years various published papers have questioned whether the Bayh–Dole Act of 1980 (The University and Small Business Patent Procedures Act) has in reality been a determining factor in promoting the transfer of technology from US universities, as has been credited to it. This paper responds to that criticism, presenting facts and analysis in support of the contributions universities have made under the auspices of the Act. The authors point out flawed interpretations and misreadings of pertinent data by critics and discuss the circumstances surrounding the inception, passage and implementation of Bayh–Dole.

I emigrated from Peru to the United States in the mid1980s. More than 20 years later, a short trip to Latin America helped me come full circle personally and professionally and close the gaps that I had felt developing over the past two decades. This opportunity was provided by a Fulbright Senior Specialist Program award at The University of Costa Rica in San Jose at the School of Modern Languages during 2008. The Fulbright experience was a renewal for me professionally, as it opened a window of opportunities to see the cultural and language commonalties and differences between my academic experience in the US and my Latin American ancestry.

Abstract As political questions behind Pakistan's emergence distilled themselves into aesthetic questions of how to represent a country without a past, the debate erupted through the spatial practices determining the form and architectural character of the nation's two capitols. President Ayub Khan's two ambitious urban projects—Islamabad, the new capital city of Pakistan and Ayub-Nagar (renamed Sher-e-Bangla Nagar), and a second capitol complex in East Pakistan—brought together local and foreign stakeholders with differing interpretations of the idea of “Pakistan.” A significant part of each project's documentation lies far from its site—with the University of Pennsylvania, in the personal papers of Louis Kahn, the US-based architect whose firm designed each. This collection—a vital resource to consider the expanded meaning of architecture, not as an end product, but as a process—emerges as a crucial body of evidence for the evolution of multiple narratives of the political idea of Pakistan. The design process, as documented in sketches, architectural drawings, reports, and correspondence, reflects the frictions created from unfulfilled expectations and the subsequent disillusionment of vested interest groups, shedding new light on constructions of the past and future in postindependence Pakistan.

During the past several years, a systematic search for novae in the Magellanic Clouds has been carried out at Cerro Tololo Inter-American Observatory. The Curtis Schmidt telescope, on loan to CTIO from the University of Michigan is used to obtain plates every two weeks during the observing season. An objective prism is used on the telescope. This provides additional low-dispersion spectroscopic information when a nova is discovered. The plates cover an area of 5°x5°. One plate is sufficient to cover the Small Magellanic Cloud and four are taken of the Large Magellanic Cloud with an overlap so that the central bar is included on each plate. The methods used in the search have been described by Graham and Araya (1971). In the CTIO survey, 8 novae have been discovered in the Large Cloud but none in the Small Cloud. The survey was not carried out in 1974 or 1976. During 1974, one nova was discovered in the Small Cloud by MacConnell and Sanduleak (1974).

The University of Iowa Central Electron Microscopy Research Facility(CEMRF) was established in 1981 to support all faculty, staff and students needing this technology. Initially the CEMRF was operated with one TEM, one SEM, three staff members and supported about 30 projects a year. During the past twelve years, the facility has replaced all instrumentation pre-dating 1981, and now includes 2 TEM's, 2 SEM's, 2 EDS systems, cryo-transfer specimen holders for both TEM and SEM, 2 parafin microtomes, 4 ultamicrotomes including cryoultramicrotomy, a Laser Scanning Confocal microscope, a research grade light microscope, an Ion Mill, film and print processing equipment, a rapid cryo-freezer, freeze substitution apparatus, a freeze-fracture/etching system, vacuum evaporators, sputter coaters, a plasma asher, and is currently evaluating scanning probe microscopes for acquisition. The facility presently consists of 10 staff members and supports over 150 projects annually from 44 departments in 5 Colleges and 10 industrial laboratories. One of the unique strengths of the CEMRF is that both Biomedical and Physical scientists use the facility.

Asthma rates in the US have risen during the past 25 years, as have asthma-related morbidity and healthcare costs. Professional organizations involved in asthma care have identified the need to assure that an advanced level of asthma knowledge and skill is available to patients with asthma, their families, and insurers. This need led to development of the certification for asthma educators. The Certified Asthma Educator (AE-C) must meet specific clinical criteria and pass a standardized examination designed to evaluate knowledge and skill for providing competent asthma education and coordination. The development and current status of the Certified Asthma Educator examination process and content are discussed, as are goals of the certification
