The Avon River Basin in 2050: scenario planning in the Western Australian Wheatbelt

Scenario planning was used to identify issues and drivers of change that are relevant to community efforts to improve regional prospects in the Western Australian Wheatbelt. The region, some 20 million hectares in area, is under pressure to respond to a variety of environmental (salinity, erosion, acidification, biodiversity decline), economic (declining agricultural terms of trade), and social forces (rural decline, isolation). Regional strategic plans have been increasingly seen as the means of achieving sustainability in the face of these challenges, but until recently typically had single-activity outlook and timeframes of up to a decade into the future. Systematic futures-based research has been used in various regions to avoid reliance on business-as-usual as the default strategy, and to identify opportunities and challenges not presently apparent. The Avon River Basin, the central region of the Wheatbelt, was selected as the geographic focus of the project, and the time horizon was set at 2050. The project was developed by a group of 50 stakeholders from the basin, with expertise and strategic interests across a wide range of economic, social, and environmental themes. Through a series of workshops the stakeholders identified critical issues and their attendant drivers, then documented relevant past trends. Four regional scenarios, Saline Growth, Grain and Drain, Landcare Bounty, and Harmony with Prosperity, were developed based on positive and negative combinations of 2 clusters of uncertain and important drivers: environmental change and access to new markets. Common opportunities, threats, and critical success factors for the Avon River Basin region out to 2050 were also identified. We also found that the stakeholders have a tendency to strive for positive outcomes despite negative initial conditions. This resulted in 4 scenarios that were superficially similar due to the regional scale of analysis and the continuation of agricultural industries as significant shapers of economy, society, and environment. However, each scenario represents profoundly different outcomes for the residents and communities of the Avon River Basin in 2050. The triple-bottom line outcomes for the Avon River Basin in 2050 were estimated to be in the range 4.9–9.7 Mt of wheat (currently 4.0), 46 000–66 000 people (currently 43 000), and 10–30% of farmland salinised (currently 6). The application of these results to other regions in Australia is discussed.

ISDN (Integrated Services Digital Network) has been recognized by technologists as a major step in the evolution of public network architecture. However, a large percentage of network users do not recognize any bottom line improvements that can result from ISDN nor do they know how to exploit the benefits of the technology. This study evaluates and summarizes the ISDN implementation experiences of nine organizations that are currently using ISDN. Along with their experiences, the study also investigated potential problems and critical success factors associated with ISDN implementation. Understanding these critical issues provides IS management with new insight, enabling them to strategically expedite their ISDN implementation and diffusion.

This research analysed contemporary publications concerning climate change adaptation in the agricultural systems of the Western Australian rangelands. The term ‘systems’ refers to the supportive economic and social systems as well as agricultural industries. The aim of the study was to evaluate how the adaptive capacity of agricultural systems is supported given the anticipated challenges of climatic changes. The conceptual framework of adaptive capacity was employed to evaluate progress towards improving adaptation and resilience. Eight key indicators of adaptive capacity formed the evaluative criteria, and were applied to a wide range of publicly available documents relevant to the Western Australian rangelands. Progress towards building adaptive capacity was also evaluated by classifying the documents as ‘aspirational’, ‘in action’ or ‘assessed’. The institutional support for adaptive capacity was found to be adequate, as there was sufficient evidence that relevant institutions were providing mechanisms for social, economic and environmental adaptation in the face of climate change. The viability of the agricultural systems of the Western Australian rangelands has been in decline for some time and, therefore, the degree to which efforts to improve adaptive capacity have been successful was difficult to assess. There were methodological limitations of this research due to the limited breadth of available data and subjectivity within the data analysis process, which may have inhibited the accuracy of the findings and recommendations. Also difficulties inherent in quantifying social, economic and environmental processes at differing geographic and temporal scales, were apparent. This raises important questions regarding the extent to which the literature is able to appropriately reflect actual adaptation within the rangelands, and the extent to which stakeholders (community, pastoralists and regional organisations) perceive that adequate institutional support is being provided.

Purpose The purpose of this paper is to examine and introduce comprehensive insights into the field of Lean Six Sigma (LSS) by reviewing the existing literature and identifying the research gap. The state of LSS research is assessed by critically examining the field, along with a number of dimensions, including time horizon, year, journal and publisher, university, country, author, geographic analysis, research design, research affairs, research methods, tools/techniques used, focus industries, major research area, benefits gained by LSS, critical success factors and barriers of LSS implementation. Design/methodology/approach This paper is based on a systematic literature review of 190 articles containing the word LSS in their title, which are published in a well-known database, such as Elsevier ScienceDirect, Taylor and Francis, Emerald Full Text, Springer Link, Wiley InterScience and Inderscience from January 2000 to September 2016. Findings This analysis reveals 15 significant dimensions to identify the state of LSS research. Authors find a noticeable rise in the attention of LSS research in the available literature. Major findings show that, the empirical research holds greater credibility. Statistics prove that the case study method scores the highest among all the research methods used in the discipline. The largest number of studies have investigated research issues related to implementation and process of LSS. The LSS uses a wide range of tools/techniques/methodologies: the choice of tools is situation-specific. Manufacturing and health-care sectors have been the focus of LSS research, but LSS has also been adopted by other types of industries. The organizations following LSS have improved bottom-line results, improved company profitability and growth and enhanced customer satisfaction. In general the research is more interpretive in nature; there is still a lack of standard in the LSS implementation framework. Research limitations/implications This study is limited to reviewing those articles which contain the word LSS appeared in the title. Originality/value This study will help understand the current state of research on LSS, various trends in the field, its applicability and future prospects of investigation in the field.

Abstract The observed lack of twentieth-century warming in the central United States (CUS), denoted here as the “warming hole,” was examined in 55 simulations driven by external historical forcings and in 19 preindustrial control (unforced) simulations from 18 coupled general circulation models (CGCMs). Twentieth-century CUS trends were positive for the great majority of simulations, but were negative, as observed, for seven simulations. Only a few simulations exhibited the observed rapid rate of warming (cooling) during 1901–40 (1940–79). Those models with multiple runs (identical forcing but different initial conditions) showed considerable intramodel variability with trends varying by up to 1.8°C century−1, suggesting that internal dynamic variability played a major role at the regional scale. The wide range of trend outcomes, particularly for those models with multiple runs, and the small number of simulations similar to observations in both the forced and unforced experiments suggest that the warming hole is not a robust response of contemporary CGCMs to the estimated external forcings. A more likely explanation based on these models is that the observed warming hole involves external forcings combined with internal dynamic variability that is much larger than typically simulated. The observed CUS temperature variations are positively correlated with North Atlantic (NA) sea surface temperatures (SSTs), and both NA SSTs and CUS temperature are negatively correlated with central equatorial Pacific (CEP) SSTs. Most models simulate rather well the connection between CUS temperature and NA SSTs. However, the teleconnections between NA and CEP SSTS and between CEP SSTs and CUS temperature are poorly simulated and the models produce substantially less NA SST variability than observed, perhaps hampering their ability to reproduce the warming hole.

An Internationally funded Programme, involving the European Commission, the Global Environment Facility managed by UN Development Programme, the World Bank and the European Bank for Reconstruction and Development, is addressing river basin problems in a unique situation. The solution of these should lead to the prevention of pollution and better water quality, protected ecosystems, sustainable water resources and more efficient sewerage and waste water treatment facilities for the 90 million population living in the region and the reduction of pollution impact on the Black Sea into which the Danube River flows. The paper introduces current Programme activities, the challenges being met and progress. Work is described for implementing a monitoring strategy, an accident emergency warning system and implementation of the 1994 Strategic Action Plan. The applied research activity is explained. The Programme is a major activity with many elements addressing a wide range of environmental problems in the catchment of a major international waterway.

AbstractInternal waves (IWs) in the ocean span across a wide range of time and spatial scales and are now acknowledged as important sources of turbulence and mixing, with the largest observations having 200 m in amplitude and vertical velocities close to 0.5 m s−1. Their origin is mostly tidal, but an increasing number of non-tidal generation mechanisms have also been observed. For instance, river plumes provide horizontally propagating density fronts, which were observed to generate IWs when transitioning from supercritical to subcritical flow. In this study, satellite imagery and autonomous underwater measurements are combined with numerical modeling to investigate IW generation from an initial subcritical density front originating at the Douro River plume (western Iberian coast). These unprecedented results may have important implications in near-shore dynamics since that suggest that rivers of moderate flow may play an important role in IW generation between fresh riverine and coastal waters.

Smoldering multiple myeloma (SMM), an asymptomatic plasma cell neoplasm, is currently diagnosed according to the updated IMWG criteria, which reflect an intermediate tumor mass between monoclonal gammopathy of undetermined significance (MGUS) and active MM. However, SMM is a heterogeneous entity and individual case may go from an “MGUS-like” behavior to “early MM” with rapid transformation into symptomatic disease. This wide range of clinical outcomes poses challenges for prognostication and management of individual patients. However, initial studies showed a benefit in terms of progression or even survival for early treatment of high-risk SMM patients. While outside of clinical trials the conventional approach to SMM generally remains that of close observation, these studies raised the question of whether early treatment should be offered in high-risk patients, prompting evaluation of several different therapeutic approaches with different goals. While delay of progression to MM with a non-toxic treatment is clearly achievable by early treatment, a convincing survival benefit still needs to be proven by independent studies. Furthermore, if SMM is to be considered less biologically complex than MM, early treatment may offer the chance of cure that is currently not within reach of any active MM treatment. In this paper, we present updated results of completed or ongoing clinical trials in SMM treatment, highlighting areas of uncertainty and critical issues that will need to be addressed in the near future before the “watch and wait” paradigm in SMM is abandoned in favor of early treatment.

AbstractNowadays, tropical forest landscapes are commonly characterized by a multitude of interacting institutions and actors with competing land-use interests. In these settings, indigenous and tribal communities are often marginalized in landscape-level decision making. Inclusive landscape governance inherently integrates diverse knowledge systems, including those of indigenous and tribal communities. Increasingly, geo-information tools are recognized as appropriate tools to integrate diverse interests and legitimize the voices, values, and knowledge of indigenous and tribal communities in landscape governance. In this paper, we present the contribution of the integrated application of three participatory geo-information tools to inclusive landscape governance in the Upper Suriname River Basin in Suriname: (i) Participatory 3-Dimensional Modelling, (ii) the Trade-off! game, and (iii) participatory scenario planning. The participatory 3-dimensional modelling enabled easy participation of community members, documentation of traditional, tacit knowledge and social learning. The Trade-off! game stimulated capacity building and understanding of land-use trade-offs. The participatory scenario planning exercise helped landscape actors to reflect on their own and others’ desired futures while building consensus. Our results emphasize the importance of systematically considering tool attributes and key factors, such as facilitation, for participatory geo-information tools to be optimally used and fit with local contexts. The results also show how combining the tools helped to build momentum and led to diverse yet complementary insights, thereby demonstrating the benefits of integrating multiple tools to address inclusive landscape governance issues.

AbstractNumerical simulations are a crucial tool to understand the relationship between debris discs and planetary companions. As debris disc observations are now reaching unprecedented levels of precision over a wide range of wavelengths, an appropriate level of accuracy and consistency is required in numerical simulations to confidently interpret this new generation of observations. However, simulations throughout the literature have been conducted with various initial conditions often with little or no justification. In this paper, we aim to study the dependence on the initial conditions of N-body simulations modelling the interaction between a massive and eccentric planet on an exterior debris disc. To achieve this, we first classify three broad approaches used in the literature and provide some physical context for when each category should be used. We then run a series of N-body simulations, that include radiation forces acting on small grains, with varying initial conditions across the three categories. We test the influence of the initial parent body belt width, eccentricity, and alignment with the planet on the resulting debris disc structure and compare the final peak emission location, disc width and offset of synthetic disc images produced with a radiative transfer code. We also track the evolution of the forced eccentricity of the dust grains induced by the planet, as well as resonance dust trapping. We find that an initially broad parent body belt always results in a broader debris disc than an initially narrow parent body belt. While simulations with a parent body belt with low initial eccentricity (e ~ 0) and high initial eccentricity (0 < e < 0.3) resulted in similar broad discs, we find that purely secular forced initial conditions, where the initial disc eccentricity is set to the forced value and the disc is aligned with the planet, always result in a narrower disc. We conclude that broad debris discs can be modelled by using either a dynamically cold or dynamically warm parent belt, while in contrast eccentric narrow debris rings are reproduced using a secularly forced parent body belt.

Abstract We present a mechanism for realizing hybrid inflation using two axion fields with a purely non-perturbatively generated scalar potential. The structure of the scalar potential is highly constrained by the discrete shift symmetries of the axions. We show that harmonic hybrid inflation generates observationally viable slow-roll inflation for a wide range of initial conditions. This is possible while accommodating certain UV arguments favoring constraints f ≲ MP and ∆ϕ60 ≲ MP on the axion periodicity and slow-roll field range, respectively. We discuss controlled ℤ2-symmetry breaking of the adjacent axion vacua as a means of avoiding cosmological domain wall problems. Including a minimal form of ℤ2-symmetry breaking into the minimally tuned setup leads to a prediction of primordial tensor modes with the tensor-to-scalar ratio in the range 10−4 ≲ r ≲ 0.01, directly accessible to upcoming CMB observations. Finally, we outline several avenues towards realizing harmonic hybrid inflation in type IIB string theory.
