THE COOPERATIVE DEVELOPMENT OF THE GOBE OIL FIELDS

The proposed Gobe Petroleum Development Project includes the development of two separate oil fields, SE Gobe and Gobe Main. The fields are located, respectively, in the northwestern area of Petroleum Prospecting License (PPL) 56 and the southeastern area of PPL 161 in the Gulf and Southern Highlands provinces of Papua New Guinea, approximately 500 km northwest of Port Moresby, 80 km northwest of the town of Kikori and 85 km southeast of the Kutubu oil fields.The Gobe anticline, on which the discovery wells were drilled, is a large east-southeast trending ridge situated at the leading edge of the Papuan Fold Belt. The surface of the anticline was formed by folded limestone which has weathered to produce a rugged terrain characterised by intense pinnacle karst topography. Dense rainforest covers all of the project area. The crest of the anticline is in excess of 1,300 m above sea level, with the hydrocarbons occurring between approximately 900 m and 1,200 m below sea level.The Gobe Main Field is located entirely within PPL 161 which is operated by Chevron Niugini Pty. Ltd. The SE Gobe Field is located within both PPL 56 and PPL 161. The PPL 56 license is operated by Barracuda Pty Limited. Both of the fields are situated approximately 15 km from the existing Kutubu oil export pipeline. Development planning for the two fields is now at a mature phase and the two license groups are preparing to submit Petroleum Development License Applications (PDLA) to the PNG Government. Initial production is targeted for December of 1997 and the fields are forecast to produce at a combined peak rate of approximately 50,000 BOPD.The potential economic return to participants and the state will be optimised by developing these fields in a cooperative manner with shared production facilities. Similarly, utilisation of the nearby Kutubu oil export pipeline will yield benefits to both the field developers and pipeline owners. The Gobe development serves as an example of how the economics of two 'marginal' field developments can be enhanced by employing existing infrastructure and sharing of facilities. This paper will provide an overview of this cooperative approach to development.

Abstract This article will show how a standardized rule-based approach was used by Petroleum Development Oman (PDO) to shorten the cycle time required to mature the opportunity of implementing waterflood developments in small-to-medium sized satellite oil fields in the South of the Sultanate of Oman. The standardized concept relies on a common development strategy for a portfolio of satellite fields with similar reservoir and fluid characteristics that are still under depletion or in the early stage of waterflood. The targets are early monetization, driving cost efficiency through standardization & replication, and increasing recovery factor through the accelerated implementation of field-wide waterflood. This is achieved by leveraging excess capacity in existing facilities, applying analytical workflows for forecasting, standardizing well design and urban planning, and by applying the learnings and best practices from nearby fields that already have mature developments.

A development project "is alive, it changes its form and develops, or it declines" (Opler, Morris E. Social Aspects of Technical Assistance. p. 70. Amsterdam: UNESCO, 1954). Conditions in the natural history of a development project are different in its conception phase as compared to its construction phase, or two years after it is in operation, or a generation later—project objectives evolve, personnel come and go, interorganizational relationships shift, program designs are modified, and the uses to which social scientific data and analysis are put change over the life of the project. The evaluation of the socioeconomic and cultural impacts of a project undertaken at only one stage is, perforce, unsystematic and only rarely comprehensively analytical. When anthropologists enter a development project, it is often as technicians. They are fieldworkers on sojourns from academe, hired to carry out studies and write reports and leave the decisions to others. Our wholistic perspective does not assist us in achieving systematic and comprehensive analyses of impacts when we are limited in this way.

Uncertainty in petroleum development projects is most often associated with petroleum reserves. It is the limited amount of subsurface data typically available during the time of development planning that creates this situation. Risks are associated not only with reservoir uncertainty but also with wells and production facilities. Risks for offshore projects, as compared to those onshore, are further compounded by very large capital expenditures and less flexibility in catering for subsurface surprises, or remedial action in case of engineering blunders.These concepts are illustrated using case histories of successful and failed projects. Lessons learned from these and other projects are then summarised and processes for uncertainty and risk management are outlined. Risk and uncertainty cover a wide range of issues, and relate to geoscience, reservoir engineering, well technology, facilities engineering, operations, and project planning and evaluation.

The Legendre North and South Oil Fields (together referred to as the field) have been producing since May 2001 from high rate horizontal wells and had produced 18 MMBBL by end 2002. This represents about 45% of the proven and probable reserves for the field.Many pre-drill uncertainties remain. The exploration and development wells are located primarily along the crest of the structure, leaving significant gross rock volume uncertainty on the flanks of the field. Qualitative use of amplitudes provides some insight into the Legendre North Field but not the Legendre South Field where the imaging is poor. The development wells were drilled horizontally and did not intersect any fluid contacts.Early field life has brought some surprises, despite a rigorous assessment of uncertainty during the field development planning process. Higher than expected gas-oil ratios suggested a saturated oil with small primary gas caps, rather than the predicted under-saturated oil. Due to the larger than expected gas volumes, the gas reinjection system proved to have inadequate redundancy resulting in constrained production from the field. The pre-drill geological model has required significant changes to reflect the drilling and production results to date. The intra-field shales needed to be areally much smaller than predicted to explain well intersections and production performance. This is consistent with outcrop analogues.Surprises are common when an oil field is first developed and often continue to arise during secondary development phases. Learnings, in the context of subsurface uncertainty, from other oil fields in the greater North West Shelf are compared briefly to highlight the importance of managing uncertainty during field development planning. It is important to have design flexibility to enable facility adjustments to be made easily, early in field life.

Development of the Cossack and Wanaea oil fields is in progress with first oil scheduled for late 1995. Wanaea oil reserves are estimated in the order of 32 x 106m3 (200 MMstb) making this the largest oil field development currently underway in Australia.Development planning for these fields posed a unique set of challenges.Key subsurface uncertainties are the requirement for water injection (Wanaea only) and well numbers. Strategies for managing these uncertainties were studied and appropriate flexibility built-in to planned facilities.Alternative facility concepts including steel/concrete platforms and floating options were studied-the concept selected comprises subsea wells tied-back to production/storage/export facilities on an FPSO located over Wanaea.In view of the high proportion of costs associated with the subsea components, significant effort was focussed on flowline optimisation, simplification and cost reduction. These actions have led to potential major economic benefits.Gas utilisation options included reinjection into the oil reservoirs, export for re-injection into North Rankin or export to shore. The latter requires the installation of an LPG plant onshore and was selected as the simplest, safest and the most economically attractive method.

Purpose This paper aims to examine the dark flip side of the heightened dreams and wild expectations of development as a bright picture that accompanied the discovery of petroleum in politically unstable and donor-dependent Chad. Design/methodology/approach Data were elicited through local-level ethnography–participant observation, individual surveys and focus group discussion sessions with stakeholders on the impact of the Chad–Cameroon pipeline and petroleum development project. Findings While the “discourse of development” is about a better and new future, this new future, however, has a dark side: un/under-development, “backwardness”, corruption and patronage, leading to deeply entrenched poverty. Petroleum has become a discursive site where the competing discourses about development personified as the provision of material resources are played out. Originality/value The failure of petro-dollar-inspired development in Chad speaks to the mutually reinforcing nature of development decisions. Although firms need workers with specialized skills, workers will not acquire those skills in anticipation of employment opportunities. This disjuncture highlights the need for strategic complementarity in investment decision and coordination among economic agents. More than a decade later, the utopic dream of petro-dollar-inspired development as an aspiration is now characterized by a disconnect–environmental degradation, food insecurity, gendered and deeply entrenched poverty. This disjuncture demonstrates the need for a holistic impact assessment that involves different adaptive approaches and focus on a wide range of livelihood issues. Holistic evaluation on all programmes, plans, projects, policies and interventions will lead to the achievement of sustainable people-centred development that conserves the stewardship of nature.

Studies being presented here have been done as initial part of wider research-and-developemnt (R&D) programme, aiming to investigate preconditions and all instruments set necessary for environmental governance adequate integration into legally required societal (sustainable) development governance/planning framework and municipal governance practice. This have been done studying governance by its triple complementary dimensions of governance content, governance process and governance stakeholders and approaching municipality as a complex and interactive socio-ecological system. Accordingly, pilot investigations have been done as various thematical case studies in preselected model municipalities – six studies/pilot studies, based on the integrated case study research methodology, including and complementary applying document studies, interviews, surveys, observations and focus groups. Existing development planning and other instruments combined with municipal planning capacities are neither sufficient nor effective, and, since step-wise developmental process for sustainability principle integration seems to be not perspective as quite similar also with integration principle as for complex planning process and also as for thematical meaning of integrations of environmental governance into develoment one. Since environmental sector planning documents are not mandatory anymore at local municipalities, environmental sector planning process and content in the development planning practice is often limited, but few ad hoc available and used formal environmental planning instruments are neither sufficient or used just temporaly. There is to be seen necessity to develop innovative methodologies and tools as done during this research-and-development project.

This paper aims to understand the background of development and draws a link to culture in the context of Chittagong Hill Tracts (CHT) - a post conflict region – to explore how the dispossession and commercialisation of culture in development planning is processing tension between different actors by reviewing secondary literature. The Indigenous people of Bangladesh have a longstanding history of struggle to achieve self-determination due to their institutional reference as ‘tribes’ or ‘ethnic minorities’. Denial of Indigenous peoples’ identity contributes to their discrimination and violation within the existing development concerns. The specific structural regulations and resource mobilization activities resulting from institutions – government, military, and powerful individuals - in areas inhabited by Indigenous people reflect the asymmetrical relations between Indigenous peoples and Bangalee actors. The conflict started in this region with the mobilization of ethnic majority Bangalee through the settlement programs in 1970s as a part of ‘development’ project, which later created tensions in this region due to the exploitation of people, land, and culture. As the government and ongoing military presence greatly shape ‘development’ for local people, the power relations between different actors facilitate the various forms of exploitative development projects. In addition, the ignorance towards integration of culture in development projects results in imposing threats to Indigenous peoples’ lives, livelihoods, and access to resources. This paper focuses on the economic expansions in this region from modernist perspectives drawing the example of tourism development in the CHT, which can marginalize and exploit Indigenous people in the making of ‘development’, Social Science Review, Vol. 37(2), Dec 2020 Page 87-103

Abstract Gravel packing in a multilayer reservoir during an infill development project requires treating each zone individually, one after the other, based on reservoir characterization. This paper discusses the installation of an enhanced 7-in. multizone system to achieve both technical and operational efficiency, and the lessons learned that enabled placement of an optimized high-rate water pack (HRWP) in the two lower zones and an extension pack in the uppermost zone. This new approach helps make multizone cased-hole gravel-pack (CHGP) completions a more technically viable and cost-effective solution. Conventional CHGPs are limited to either stack-pack completions, which can incur high cost because of the considerable rig time required for multizone operations, or alternate-path single-trip multizone completions that treat all the target zones simultaneously, with one pumping operation. However, this method does not allow for individual treatment to suit reservoir characterization. The enhanced 7-in. multizone system can significantly reduce well completion costs and pinpoint the gravel placement technique for each zone, without pump-rate limitations caused by excessive friction in the long interval system, and without any fiuid-loss issues after installation because of the modular sliding side-door (SSD) screen design feature. A sump packer run on wireline acts as a bottom isolation packer and as a depth reference for subsequent tubing-conveyed perforating (TCP) and wellbore cleanup (WBCU) operations. All three zones were covered by 12-gauge wire-wrapped modular screens furnished with blank pipe, packer extension, and straddled by two multizone isolation packers between the zones, with a retrievable sealbore gravel-pack packer at the top. The entire assembly was run in a single trip, therefore rig time optimization was achieved. The two lower zones were treated with HRWPs, while the top zone was treated with an extension pack. During circulation testing on the lowermost zone, high pumping pressure was recorded, and after thorough observation of both pumping parameters and tool configuration, it was determined that the reduced inner diameter (ID) in the shifter might have been a causal factor, thereby restricting the flow area. This was later addressed with the implementation of a perforated pup joint placed above the MKP shifting tool. The well was completed within the planned budget and time and successfully put on sand-free production, exceeding the field development planning (FDP) target. The enhanced 7-in. multizone system enabled the project team to beat the previous worldwide track record, which was an HRWP treatment only. As a result of proper fluid selection and rigorous laboratory testing, linear gel was used to transport 3 ppa of slurry at 10 bbl/min, resulting in a world-first extension pack with a 317-lbm/ft packing factor.
