Gas was first discovered by drilling activity in Papua New Guinea in 1956. Nevertheless it was almost 60 years later when the Exxon-operated PNG LNG Project became the first large-scale commercialisation of the country’s prolific gas resources, with export of the first LNG shipment in May 2014. The proven fluvial-deltaic Late Jurassic, early Cretaceous and Tertiary carbonate reservoirs are prolific petroleum producers. When combined with the high-quality liquid-rich nature of the gas and the onshore location, this has resulted in PNG’s LNG projects being some of the lowest cost and most profitable LNG projects globally. The success of the PNG LNG Project along with the substantial identified existing and yet-to-find gas resources has resulted in a recent resurgence of exploration interest in PNG as companies look to expand and capitalise on the country’s developing position as a globally significant LNG supplier. In 2015 Oil Search undertook a whole of country review using its extensive database and in-country knowledge. This study incorporated all well, seismic, surface, remote sensing, production and development data, and has resulted in a detailed understanding of the play distribution and risk ranking, and importantly delineated a number of potentially material new play types in the country. Approximately 4.8 billion barrels of oil equivalent recoverable resources (2P and 2C) have been discovered in PNG to date, of which approximately 85% is gas. The countrywide regional study and common risk segment analysis by Oil Search (2015) established that PNG potentially contains an additional seven billion barrels of oil equivalent resource still to be discovered. The majority of this volume is expected to be gas, estimated to be in the order of 40 trillion cubic feet and 550 million barrels of undiscovered prospective resources. Oil Search has been active in all of PNG’s known petroleum basins since 1929 and built a substantial database. Pool-size distributions and a countrywide prospects and leads inventory suggest discovery of new giant fields is likely and of sufficient scale to support future LNG projects. Six sub-basins contain proven petroleum plays that are predicted to extend into under-explored areas. These areas represent the future petroleum exploration frontier in PNG.

Ross River virus (RRV) is the most medically significant mosquito-borne virus of Australia, in terms of human morbidity. RRV cases, characterised by febrile illness and potentially persistent arthralgia, have been reported from all Australian states and territories. RRV was the cause of a large-scale epidemic of multiple Pacific Island countries and territories (PICTs) from 1979 to 1980, involving at least 50,000 cases. Historical evidence of RRV seropositivity beyond Australia, in populations of Papua New Guinea (PNG), Indonesia and the Solomon Islands, has been documented. We describe the genomic characterisation and timescale analysis of the first isolate of RRV to be sampled from PNG to date. Our analysis indicates that RRV has evolved locally within PNG, independent of Australian lineages, over an approximate 40 year period. The mean time to most recent common ancestor (tMRCA) of the unique PNG clade coincides with the initiation of the PICTs epidemic in mid-1979. This may indicate that an ancestral variant of the PNG clade was seeded into the region during the epidemic, a period of high RRV transmission. Further epidemiological and molecular-based surveillance is required in PNG to better understand the molecular epidemiology of RRV in the general Australasian region.

Papua New Guinea (PNG) occupies the eastern half of the island of New Guinea and still boasts 33 million hectares of closed natural forest (77% of the country), home to numerous endemic species. Overall PNG is sparsely populated with some 700 distinct cultural/ language groups. Economic growth over the past two decades has been spurred by large-scale mining, petroleum and logging operations though the majority of the population continues to rely upon subsistence agriculture (swidden) and collection and utilization of forest products. Some 15 million hectares of forests are accessible for logging, of which 1.5 million hectares have already been logged, generally in an unsustainable manner. Of the over 6 million ha of approved timber blocks more than 1.5 million hectares have been located in areas of high biological value. Forest loss and degradation is now becoming a serious problem.

Although it diverges markedly from the vision of the Melanesian Way elaborated in the 1975 constitution, large-scale resource extraction has in recent decades been championed as the key mechanism for development in Papua New Guinea. In this context, forms of “middle-way” land reform are advocated as means of rendering customary land tenure commensurable with the requirements of modern, capitalist practices of production and economic activity. Principal amongst these are Incorporated Land Groups (ILGs) and lease-lease-back arrangements. Ethnographic exploration of communities affected by the tuna industry in Madang Province shows how these land reforms transform structures and cartographies of power, privileging the agents of the state and global capital at the same time that they transform relations of power within communities. At the same time, however, forms of codification and the assertion of landowner identities allow communities to make claims against outside agents involved in resource extractive activity on their lands.

The Australian Income Tax Assessment Act, 19S6 (the Act) has recently been amended by the inclusion of a full foreign tax credit system (FTCS) to replace the partial and exempt system previously existing. In view of this change, and the increase in Australian participation in Papua New Guinea (PNG), petroleum exploration re-consideration of conventional corporate structuring into PNG is warranted.In considering the form of a tax effective structuring, it will be necessary to consider matters such as the following:obtaining an appropriate mix of debt and equity with the debt provided in a form so that the service fee will not qualify as interest for FTCS purposes;structuring the PNG operations through a subsidiary incorporated out of Australia, e.g. PNG;ensuring that the shareholding in the company is appropriate to enable a full credit for 'underlying taxes'; andobtain any 'tax sparing relief available due to the PNG treatment of interest and dividends.These aspects and the many other relevant planning points require consideration of complex legislation. In the absence of direct legal precedent, proper and full consideration is warranted if all intended financial benefits are to be obtained.

In this paper I explore two related questions: how does a particular site come to be perceived as sacred, and what is the impact of the destruction of something sacred when it occurs in a place of ‘refuge’? This study is situated on the island of New Guinea, in the experiences of West Papuan people from the Indonesian Province of Papua (formerly Irian Jaya), living as refugees across the international border in Papua New Guinea. The inquiry is grounded in two instances involving a refugee population in a place of refuge. The first instance involves the burning of a church built by a refugee congregation, and the second involves the large-scale occupation by a refugee population of another people’s land. A doubling effect is intended here. Forced migration can simultaneously render refugees vulnerable to the violence of others, and in the process of resettlement, refugees may have no real choice but to engage in actions that violate the land of others.

Abstract. The Papua New Guinea (PNG) tsunami of July 1998 was a seminal event because it demonstrated that relatively small and relatively deepwater Submarine Mass Failures (SMFs) can cause devastating local tsunamis that strike without warning. There is a comprehensive data set that proves this event was caused by a submarine slump. Yet, the source of the tsunami has remained controversial. This controversy is attributed to several causes. Before the PNG event, it was questionable as to whether SMFs could cause devastating tsunamis. As a result, only limited modelling of SMFs as tsunami sources had been undertaken, and these excluded slumps. The results of these models were that SMFs in general were not considered to be a potential source of catastrophic tsunamis. To effectively model a SMF requires fairly detailed geological data, and these too had been lacking. In addition, qualitative data, such as evidence from survivors, tended to be disregarded in assessing alternative tsunami sources. The use of marine geological data to identify areas of recent submarine failure was not widely applied. The disastrous loss of life caused by the PNG tsunami resulted in a major investigation into the area offshore of the devastated coastline, with five marine expeditions taking place. This was the first time that a focussed, large-scale, international programme of marine surveying had taken place so soon after a major tsunami. It was also the first time that such a comprehensive data set became the basis for tsunami simulations. The use of marine mapping subsequently led to a larger involvement of marine geologists in the study of tsunamis, expanding the knowledge base of those studying the threat from SMF hazards. This paper provides an overview of the PNG tsunami and its impact on tsunami science. It presents revised interpretations of the slump architecture based on new seabed relief images and, using these, the most comprehensive tsunami simulation of the PNG event to date. Simulation results explain the measured runups to a high degree. The PNG tsunami has made a major impact on tsunami science. It is one of the most studied SMF tsunamis, yet it remains the only one known of its type: a slump.

THE FIRST of the Petroleum Search Subsidy Acts was introduced in 1957, when the level of petroleum exploration in Australia was very low. The types of operation eligible for subsidy, and the subsidy rates, have been altered from time to time in recognition of changing circumstances. The present Act is not to be extended and only covers operations which will be completed by 30 June 1974.The activity in various areas in Australia and Papua New Guinea has fluctuated during the period that the Acts have been in force. The early, relatively high, level of activity in Queensland was not maintained, and other areas, such as Western Australia, received increased attention. The percentage of subsidy funds going to operations in offshore areas has changed markedly. The Acts have provided assistance to petroleum exploration in Australia in several ways. In the early days of the Act, when little expertise on petroleum exploration was available in Australia, standards were set for the field operations and reporting, and the operations were closely supervised, ensuring a reasonable minimum standard of performance. Payments under the Act have assisted companies, particularly those with limited funds, to engage in exploration and have also encouraged all companies to explore in Australia by reducing the effective unit cost of exploration. The information which has become available through the operation of the Act has assisted exploration by enabling exploration decisions to be based on the results of most of the exploration which has been carried out in Australia.The Petroleum Search Subsidy Acts, which will cost a total of some 7150 million, have made a very useful and significant contribution to petroleum exploration in Australia and Papua New Guinea over a period of 17 years.
