This paper considers emerging challenges to balancing gas supply and demand in Australia’s domestic market in the context of the global demand for Australian gas exports. Based on a major 2004 study by Wood Mackenzie, a series of scenario forecasts assessed the balance of gas allocation to domestic and export gas demand to 2020.Australia is destined to become an increasingly significant global supplier and exporter of gas, primarily as LNG. The recent emergence of major new LNG customers in China and (west coast) north America seeking to secure supplies has ignited a global gas demand-pull on Australia’s gas reserves that is competing with domestic demand.The States of Western Australia (WA) and the Northern Territory (NT) hold more than 130 Tcf or 90% of Australia’s total remaining gas reserves. For many years industry and politicians have proposed major transnational pipelines to transport gas out of the remote northwest or from Papua New Guinea to feed the energy-hungry southeast, and supplement existing gas production from the Cooper Basin and Bass Strait.Striking the right balance between export and domestic gas resource allocation and meeting the needs of producers, customers and policy-makers is emerging as a major challenge within Australia’s domestic gas market.

The sharp growth in unconventional gas production in North America has turned the gas market on its head. Unconventional gas (coal bed methane, tight gas and shale gas) is present in large volumes throughout the world—it offers the potential to continue to reshape global gas dynamics. Many expect the North America experience of sharp unconventional gas growth to be repeated elsewhere and are forecasting the perpetuation of a global gas surplus. Is this likely? We consider the impact of its development, identify some of the issues that will constrain its growth and address some of the implications for upstream suppliers, resource holders, buyers and policy makers. This year marks the golden jubilee of Australia’s offshore petroleum industry after the first gas was produced from Bass Strait by Esso and BHP’s Gippsland Basin Joint Venture. For half a century our industry has been driven by technology – pioneering technical excellence and pushing the envelope in the pursuit of much needed oil and gas production. Today, the landscape in East Australia is changing and gas is at the forefront of the discussion. Declines in East Australia’s historical conventional fields have seen gas supply tighten and prices rise. There is a strong need for additional affordable and reliable gas supply. While continued improvements in technology remain a critically important enabler in developing Australia’s gas resources; global supply and demand, regulatory frameworks, and the commercial arrangements that underpin new developments are becoming more and more important. ExxonMobil Australia’s new Chairman, Nathan Fay, has a wealth of experience working with gas markets around the world. This study explores the international natural gas market integration using the Engle–Granger cointegration and error correction model. Previous studies have suggested that liquefied natural gas (LNG) and oil-linked pricing with a long-term contract have played key roles in gas market integration, especially between European and Asian markets. There is, however, little discussion of the role of the emergence of a swing supplier. A swing supplier, e.g., Qatar or Russia, is flexible to unexpected changes in supply and demand in both European and Asian markets and adapts the gas production/exports swiftly to meet the changes in the markets. Qatar has been a swing supplier since 2005 in the global natural gas market. In 2009, Qatar’s global LNG export share reached above 30% and has remained around 25% since then. Empirical results indirectly support that the emergence of a swing supplier may tighten market integration between Europe and Asia. The swing supplier may have accelerated the degree of market integration as well, particularly after 2009.

ArgumentFor more than thirty years after World War II, the unconventional economist Kenneth E. Boulding (1910–1993) was a fervent advocate of the integration of the social sciences. Building on common general principles from various fields, notably economics, political science, and sociology, Boulding claimed that an integrated social science in which mental images were recognized as the main determinant of human behavior would allow for a better understanding of society. Boulding's approach culminated in the social triangle, a view of society as comprised of three main social organizers – exchange, threat, and love – combined in varying proportions. According to this view, the problems of American society were caused by an unbalanced combination of these three organizers. The goal of integrated social scientific knowledge was therefore to help policy makers achieve the “right” proportions of exchange, threat, and love that would lead to social stabilization. Though he was hopeful that cross-disciplinary exchanges would overcome the shortcomings of too narrow specialization, Boulding found that rather than being the locus of a peaceful and mutually beneficial exchange, disciplinary boundaries were often the occasion of conflict and miscommunication.

AbstractWill 70% of a worker's final annual employment earnings sustain living standards after retirement? Despite increasing skepticism, the most dominant measure of retirement income adequacy by financial planners, pensions plan advisors, academics and public policy makers is the “final employment earnings replacement rate”, where 70% is considered the right target to ensure living standards remain at approximately the same level after retirement. Using Statistics Canada's LifePaths dynamic population micro-simulation model, this paper asks whether those individuals from the 1951–1958 Canadian birth cohort who attain roughly a 70% final employment earnings replacement rate (as conventionally measured) at retirement do, in fact, achieve approximate continuity in their living standards. We find that the conventional final earnings replacement rate measure has little predictive value for living standards continuity between working-life and retirement. The primary reason is that employment earnings in a single year is not a reliable representation of a worker's standard of living — it relies on an inadequate pre-retirement measurement period, does not incorporate important components of consumption sources (such as home equity), and ignores household size (particularly children). As a result, we find that the correlation between the conventional earnings replacement rate and actual living standards continuity is relatively low (0.11). The paper therefore suggests an alternative metric for assessing how well a worker's living standard is maintained after retirement — i.e., the Living Standards Replacement Rate, or the LSRR. The LSRR provides a more accurate, understandable and consistent measure of retirement income adequacy.

AbstractSustaining the water-energy-food nexus for the future requires new governance approaches and joint management across sectors. The challenges to the implementation of the nexus are many, but not insurmountable. These include trade-offs between sectors, difficulties of communication across the science-policy interface, the emergence of new vulnerabilities resulting from implementation of policies, and the perception of high social and economic costs. In the context of the Sustainability in the W-E-F Nexus conference May 19-20, 2014, the session on ‘Governance and Management of the Nexus: Structures and Institutional Capacities’ discussed these problems as well as tools and solutions to nexus management. The session demonstrated three key findings: 1. Trade-offs in the Water-Energy-Food Nexus should be expanded to include the varied and shifting social and power relations; 2. Sharing knowledge between users and policy makers promotes collective learning and science-policy-stakeholder communication; and 3. Removing subsidies or seeking the ‘right price’ for domestic resources vis à vis international markets is not always useful; rather the first imperative is to gauge current and future costs at the national scale.

Oil and gas production in Canada’s west has led to the need for a significant increase in pipeline capacity to reach export markets. Current proposals from major oil and gas transportation companies include numerous large diameter pipelines across the Rocky Mountains to port locations on the coast of British Columbia (BC), Canada. The large scale of these projects and the rugged terrain they cross lead to numerous challenges not typically faced with conventional cross-country pipelines across the plains. The logistics and access challenges faced by these mountain pipeline projects require significant pre-planning and assessment, to determine the timing, cost, regulatory and environmental impacts. The logistics of pipeline construction projects mainly encompasses the transportation of pipe and pipeline materials, construction equipment and supplies, and personnel from point of manufacture or point of supply to the right-of-way (ROW) or construction area. These logistics movement revolve around the available types of access routes and seasonal constraints. Pipeline contractors and logistics companies have vast experience in moving this type of large equipment, however regulatory constraints and environmental restrictions in some locations will lead to significant pre-planning, permitting and additional time and cost for material movement. In addition, seasonal constraints limit available transportation windows. The types of access vary greatly in mountain pipeline projects. In BC, the majority of off-highway roads and bridges were originally constructed for the forestry industry, which transports logs downhill whereas the pipeline industry transports large equipment and pipeline materials in both directions and specifically hauls pipe uphill. The capacity, current state and location of these off-highway roads must be assessed very early in the process to determine viability and/or potential options for construction access. Regulatory requirements, environmental restrictions, season of use restrictions and road design must all be considered when examining the use of or upgrade of existing access roads and bridges. These same restrictions are even more critical to the construction of new access roads and bridges. The logistics and access challenges facing the construction of large diameter mountain pipelines in Western Canada can be managed with proper and timely planning. The cost of the logistics and access required for construction of these proposed pipeline projects will typically be greater than for traditional pipelines, but the key constraint is the considerable time requirement to construct the required new access and pre-position the appropriate material to meet the construction schedule. The entire project team, including design engineers, construction and logistics planners, and material suppliers must be involved in the planning stages to ensure a cohesive strategy and schedule. This paper will present the typical challenges faced in access and logistics for large diameter mountain pipelines, and a process for developing a comprehensive plan for their execution.

Purpose – The study seeks to explore the perception of international patients on Malaysia as a medical tourism destination country, as well as overall patient satisfaction, perceived value and future intention for repeat treatment and services. Design/methodology/approach – Self-administered questionnaire was the main method of data collection. The survey covered major private hospitals in medical tourists’ states in the country, namely, Penang, Melaka, Selangor and Kuala Lumpur. Convenience sampling was used due to the condition of patients as respondents. Findings – Indonesian patients formed the largest majority of international patients in the country. Five dimensions of medical tourism in Malaysia was identified, namely, hospital and staff, country factor, combining tourism and health services, cost saving and insurance and unavailability of treatment. Of these, hospital and staff was found to be the most important factor for the patients. Perception of value, overall satisfaction and intention for future treatment was also found to be high. This indicates that Malaysia is on the right footing in this burgeoning industry. Practical implications – Findings from the study will enable policy-makers to better position Malaysia as a medical tourist destination country. Originality/value – Medical tourism is a recent phenomenon and very little empirical research has been carried out at the patient level. This study is one of the first few studies which seek to explore medical tourism from the perspective of the patients themselves.

The recent emergence of e-commerce has brought a shifting paradigm into global markets. This revolutionary framework relying upon technological progress has conveyed a new era of commerce. More than ever, businesses are using digital marketplaces to stay relevant and competitive. Suddenly, buying online has become part of their daily routines. Accessibility, flexibility, and convenience make the internet the ideal platform for modern age consumers. Small and medium enterprises predominate in almost every industry generating employment, income, and sustainability. Nonetheless, e-commerce adoption among these organizations is yet to be widely undertaken. This article has a twofold objective: first, it gathers data regarding the emergence of e-commerce adoption by SMEs through a systematic literature review encompassing 32 indexed articles (published between 2003 and 2021). Secondly, it provides a quantitative and qualitative analysis identifying strategic options and guidelines for a smooth digital transition among these players. Lastly, some recommendations to policy makers were clipped to work as facilitators, given SMEs specificities. The future is digital and the struggle for e-commerce adoption and exploitation among these organizations is at the top of the agenda. It is central in maintaining the vibrancy of the business ecosystem, and is therefore a turnkey for economic recovery.
