Balancing Concentration and Dispersion? Public Policy and Urban Structure in Toronto

By North American standards Toronto is a concentrated agglomeration. Its downtown has enjoyed spectacular growth since the 1960s; most inner-city neighbourhoods are perceived as desirable; and public transit patronage is high relative to that of same-size North American metropolitan regions. Still, it is within dispersed, car-oriented, suburbs that most post-1950 development has taken place. This agglomeration is composed of two realms—a concentrated and a dispersed realm—differentiated by their respective land-use-transportation dynamic. The concentrated realm is defined by a considerable reliance on walking and public transportation, a mixing of land uses and overall higher employment and residential densities than elsewhere in the metropolitan region. Meanwhile, the dispersed realm is car dependent, dominated by large monofunctional zones and developed at a relatively low density. The author links the coexistence and respective importance of these two realms in the Toronto agglomeration both to the nature of urban policies implemented since 1950 and to the circumstances that have led to their adoption. The construction of expressways, suburban type land-use planning, and a generous provision of open space have abetted dispersion. By contrast, the construction of a subway system and measures encouraging the redevelopment of underused land have promoted growth within the concentrated portion of the agglomeration. It is noteworthy, however, that these measures have failed in their attempts to induce concentration beyond the prewar urbanized perimeter. The author examines the positive and negative aspects of the presence of these two realms within a given agglomeration and highlights the threat newly adopted policies represent for the concentrated realm.

<p><strong>Abstract.</strong> Urban structure plays a key role in providing available paths for pedestrian flow through urban areas. Land-use planning influences the accessibility behaviours of pedestrian movement controlled by urban structures, activities, and street networks with the unique attributes of each urban area. To improve urban spatial planning in terms of adopting effective land-use options and enhance a better public transportation accessibility, we consider combining the following two techniques; detection of pedestrians using computer vision, and trajectories of crowd movement using land-use agglomeration pattern analysis. Applying the proposed method to a high-density area composed of multi-directional crossings at a T-way junction in front of Hakata station, Fukuoka, Japan, it is shown that the derived correlation coefficient between the closeness value and the volume of commercial building space indicates a strong relationship between these two variables, resulting in the conclusion that the proposed method is useful for application in the design of urban spatial plans.</p>

Dwelling (also a residence, a residence) is a self-contained accommodation unit used by one or more households as a home; such as a house, apartment, mobile home, household, vehicle, other "substantial" structure. The concept of residence has significance in relation to search and seizure, transport of real property, theft, offenses, and land use planning. In a city like Jakarta, with dense infrastructure, wide economic disparities and a tense social composition, increasing green space should be a top priority. However, residents of the capital Jakarta can reiterate that this is not the case. That in fact lacks a conspicuous park, playground and public park in the capital. The urban design concept deals with the integration of land use, movement and traffic management and the form of the built environment.Its aim is to provide urban high-quality places that are efficient, functional and attractive, and can respond to changing societal, environmental and economic needs over time. In designing it also contributes to, and bridges between planning and design. It deals with the surrounding environment by paying attention to the context of the building and space rather than the object itself. Then it requires access to green infrastructure, open space areas and green spaces, which will contribute to a greener, healthier, smarter, safer, livelier, richer and fairer. This guide will assist in assessing and demonstrating progress in improving green infrastructure to create a place that is useful, sustainable and well used. Dalam mendisain juga berkontribusi, dan menjembatani antara perencanaan dan perancangan. Ini berhubungan dengan lingkungan sekitar dengan memperhatikan konteks bangunan dan ruang daripada objeknya sendiri. Maka diperlukan akses ke infrastruktur hijau, area ruang terbuka dan ruang hijau, yang akan berkontribusi lebih hijau, lebih sehat, lebih cerdas, lebih aman, lebih hidup, lebih kaya dan lebih adil. Panduan ini akan membantu dalam menilai dan mendemonstrasikan perkembangan dalam meningkatkan infrastruktur hijau untuk menciptakan tempat yang berguna, berkelanjutan dan digunakan dengan baik. This article seeks to identify the levels of well-being of residents of Selangor Northern Corridor, Lembah Klang-Langat Extended Metropolitan Region (EMR). The study involved 400 respondents consisting of the heads of household in peri-urban areas of Selangor Northern Corridor of Lembah Klang-Langat EMR. Respondents were selected via a simple random sampling method. A 1-5 Likert scale questionnaire was used as a research instrument. Based on the well-being index, a variety of variables involving well-being were listed, although the author of this study used four variables, namely housing, transportation, socioeconomic environment and land use. The housing variable consisted of three sub-variables, comprising area selection, safety and facilities. The transport variable included two sub-variables: public transportation and transportation network. The socioeconomic variables society and economy, while the sub-variables for land use were types of activities and property ownership. The study results indicate that the questionnaire’s reliability level was acceptable as the Cronbach’s alpha value of each variable exceeded 0.8. Transportation and socioeconomic environment stood at high levels, while housing and land use were at moderate levels. These findings demonstrate that the level of some of the community’s well-being was high or moderate due to urban sprawl. This means that humans will adapt to the environment in various ways so that it can accord with human needs.

Purpose In the past 10 years, most countries and cities have published a national adaptation strategy that outlines the strategic approach to reduce the vulnerability to climate change and to adapt to the impacts of it. The existence of an adaptation strategy does not, however, equal implementation of adaptation and the fact that adaptation is taking place across multiple levels also poses new challenges to its efficient implementation. The literature on barriers of adaptation has been increasing rapidly, questioning whether there is a misconception that barriers to implementation can be solved at the local level. Design/methodology/approach This paper analyses the implementation of adaptation strategies across multiple levels of governance by focusing on the land use planning in Finland. The case study examines the implementation of adaptation in the metropolitan region of Helsinki through a policy document analysis. Findings The conclusions highlight that there are barriers at the local level that emerge from the existing governance structures and cannot be solved by the local level alone. There needs to be a further recognition that coordination across levels of governance is a factor in overcoming barriers. Originality/value So far, there are very few studies that have analysed barriers in relation to the implementation of adaptation in a multi-level setting, and none in the land use sector, which is inherently hierarchical in nature.

Abstract Land use planning in an area will refer to the regulations that have been established by the City Planning Office of each region. This is because each region has the authority to plan spatial plans in their respective regions. The border area is an area whose land use can be influenced by two different regional regulations. This is because the border area is a special area located on the border between two regions, each of which has spatial planning regulations. Gayungan District is one of the sub-districts included in the Border Area between Surabaya City and Sidoarjo Regency. To prevent overlapping spatial regulations that may occur in Gayungan District, it is necessary to monitor the suitability of land use using geographic information system technology and remote sensing. The data used in this study are the 2019 Gayungan District RDTRK Map and very high resolution satellite imagery of Pleiades Surabaya City 2019. The method used is the Object Based Image Analysis (OBIA) method. The result of this research is the suitability of land use in Gayungan District. A land use can be said to be suitable if the existing land use is in accordance with the land use in the plan. Meanwhile, land use is said to be inappropriate if the existing land use is different from the planned spatial use. All land use classes in Gayungan District in 2019 had a higher percentage of unsuitable land than the percentage of suitable land. Each percentage of land is not suitable for each land use class, namely: water body class by 92.593%, road class by 78.035%, industrial class by 77.838%, defense class by 76.706%, green open space class by 69.736%, and residential class by 52,27%. So it can be said that the land use in Gayungan District in 2019 was not in accordance with the plans in the City Spatial Detail Plan Map for 2018-2038, but the land use could be appropriate in its designation for the future, because there is a possibility of development for residential class, industrial class, and defense class on open land that is still widely available.

In recent years there has been increased concern over the maintenance of open space by various levels of government. Planning agencies and environmentalists have recognized that the quality of the environment and specifically air quality is in large part dependent upon wise land use planning. However, the role of agriculture in terms of what it can contribute to the maintenance of productive open space has not been fully recognized by the planners. Lands in close proximity to metropolitan centers have been looked upon as a potential supply for the more intensive uses while agriculture has been considered as a residual user.

Spatial simulation of land-use change scenarios in metropolitan areas is essential for analyzing both the causes and consequences of various future scenarios and is also valuable for land-use planning and management. However, current simulation models primarily focus on spatial and rarely on quantitative driving factors. This article aims to simulate future scenarios of land-use changes in the Tehran metropolitan region (TMR) by combining different models to fill this gap. Thus, in the first step, land-use changes were analyzed in the period 1985, 2000, and 2015. Then, by identifying the impact of driving factors and land-use transition potentials with Logistic regression (LR), land-use changes were allocated using the Cellular Automata (CA) method. Finally, with the validation of the model, four scenarios of the current trend(CT), socioeconomic growth(SEG), ecological-oriented(EO), and integrated development(ID) were suggested with the combination of the System Dynamic (SD) model. The results show that the trend of land-use changes in TMR has led to the destruction of grassland, agricultural, and uncultivated lands and the continuation of this trend will increase the damage of built-up areas on valuable natural and ecological resources. In this way, proximity to roads, distance from built-up areas, and natural factors had the greatest impact on changes. Based on future scenarios in 2030, the change in the SEG-scenario shows a rapid increase in built-up areas (2858km and encroachment on agricultural lands (2171km . In the EO-scenario, destruction of grassland and agricultural lands and the growth of built-up areas will be limited, while CT-scenario leads to the high growth of built-up areas along with destructive impacts on natural and open spaces. In the ID-scenario, the built-up areas and grasslands will increase to 2808km and 7438km , respectively. Accordingly, policy-makers can use simulation of different scenarios to mitigate probable consequences of land-use changes in the metropolitan regions. 2) 2) 2 2
