Urban Policy in England and Wales and in France: A Comparative Assessment of Recent Policy Initiatives

In the past five years, Britain and France have introduced new policy initiatives with the purpose of tackling the problems of urban regeneration in a comprehensive and strategic fashion. City Challenge and the Contrat de Ville were announced as major policy departures in each country, and the respective governments launched them with the intention of achieving early results. Superficially, there is much in common between the two, and the purpose of this paper is to make a comparison of their stated intentions and of the process by which the two initiatives have been developed. In addition to secondary sources, the text of City Challenge bids for Barnsley and Kirklees and of Contrats de Ville for Dunkerque are drawn upon. It is argued that the two initiatives differ insofar as they are geared to the specific administrative and political circumstances of the two countries. There are, moreover, some distinct differences of scale. That apart, some significant similarities in the approaches emerge. Both, for example, lay emphasis upon partnership to achieve stated objectives. Both give a key role to local authorities. Both involve the integration of existing policies and programmes. Both raise the question of whether they are quite the major departure in policy that the two governments have claimed.

Over the past few decades, cities have been subjected to severe social and economic pressures, which have had a disproportionate impact on the urban environment. Consequently, this has increased the concentration of the most deprived households in the worst urban neighbourhoods. The UK Governments have attempted to tackle the physical, social and economic consequences of these changes through a variety of mechanisms and policy initiatives with varying degrees of success. The current objective can be interpreted as an attempt to implement regeneration projects or create sustainable communities/places through multi‐agency or partnership programmes. The nature and extent of urban problems are now very well documented; there has been a considerable learning process in the development of different urban regeneration programmes. Over the 20th and the beginning of 21st centuries, the nature of urban regeneration policy has changed direction several times and has applied different focuses. Today, a “sustainable community” is a key issue in an ambitious Government programme “umbrella”. As an objective of the present programme, the UK Government introduced the Sustainable Community Plan in 2003, describing a vision of how our communities are to be developed over next 20 years economically, socially and environmentally, while respecting the needs of future generations. The paper assesses how closely the Regeneration Programme is aligned to the Sustainable Communities Plan. The research within several surveys focuses on sustainable communities and urban regeneration, both have certain parallels and functional overlaps. Darniosios bendruomenės kūrimas yra viena svarbiausių problemų, analizuojamų JK vyriausybės programoje. 2003 m. JK vyriausybes sukurtame darniųjų bendruomenių plane pateikiama vizija, kaip mūsų bendruomenės turetų vystytis ekonomiškai, socialiai ir aplinkos atžvilgiu per ateinančius 20 metu, atsižvelgiant į ateities kartų gerovę ir poreikius. Analizuojama, kaip glaustai miestų atgaivinimo programa yra suderinta su darniųjų bendruomenių kūrimo planu. Tyrimai, pagrįsti tiesioginėmis apklausomis, įvertina darniųjų bendruomenių ir miestų atgaivinimo pletrą bei sąsajas.

A two stage international landscape and urban regeneration design competition was held last year for the site of a former Brikettfabrik at Witznitz near Borna in the south Leipzig region of Germany. The design of the winning entry was based on architectural, urban and landscape design strategies developed over the past five years. This paper opens with an introduction to these ideas and related theoretical precedents. There follows a description of the project's context and of the design itself.

Abstract This article examines reactions to the changing linguistic ecology in the U.S. state of Iowa, which is experiencing a demographic phenomenon often referred to as the New Latino Diaspora (NLD) (Hamann et al., 2002). We first examine the historical processes and social structures that link current language policy initiatives within Iowa to local and national nativism. We then analyze public policies and texts to reveal how language ideologies circulate across diverse texts and contexts, forming discourses that shape the experiences of Latin@s in Iowa.

This article is about Hajj transportation of Netherland Indies in during the years of 1910-1940. The focus of this article is the mechanism of the Hajj transportation and its significance since eighteenth century. It is based on that historical phmomenon, that this paper will examine the hajj transportation in the past related to regulation and problem and why it was important to control hajj ship transportation by using archives and authorities' report as main sources and other secondary sources. Historically, since eighteenth century, even until today, going to hajj or pilgrimage was very interesting and attractive for native Muslim in Netherlands East Indies (Indonesia), especially for gaining religious requirement, social pride and Islamic ideas. The phenomenon can be seen from the increase and the stable number of the pilgrims from Indonesia which had attracted much interest from many parts of stake holders such as from Hijaz (Arabian government). In relation to that, it is worth noting that ship was an important transport to convey pilgrim from and to Indonesia and thus, business of hajj transportation become a field of contention between state authority and private ship businesses. It is based on that historical phenomenon, that this paper will examine the hajj transportation in the past related to regulation and problems and why it was important to control hajj ship transportation by using archives and authorities report as main sources and other secondary sources. Hajj transportation was a profitable business (even until today) that increased competition among British, Malay, Arabic, and Dutch shipping companies. Completion and regulation from ships and authority did not give better services for native pilgrims besides poor condition, discomfort and suffering of pilgrimage. However, hajj transportation had to be controlled, especially to restrain problems of moekimans and movement ideas from Hijaz.

Purpose Corporate foreign bribery can have devastating consequences on communities and states. Over the past decade, there have been several promising developments, both national and international, that might increase the chances of victim states to receive remediation for the harm they suffered from foreign bribery. In particular, awareness has risen that victim states must be considered and new innovative items have been added to the toolbox of prosecutors in the fight against corruption that is assumed to also improve victim states’ standing in these procedures. This study aims to assess whether indeed victim states receive compensation through these novel procedures. Design/methodology/approach This study uses the three case studies of Switzerland, France and England and Wales for a comprehensive empirical and normative analysis of settlement agreements between defendants and prosecution authorities and of court jurisprudence. Findings This study shows that although de jure, it seems warranted to order the payment of remedies to victim states within domestic criminal proceedings, in practice, this rarely happens. A number of legal and practical obstacles account for this situation. This study, therefore, calls for the formulation of international guidelines containing the obligation to inform victim states of ongoing criminal proceedings on corporate foreign bribery, and guidance on how to identify the victim of this crime, as well as the damage caused. Originality/value This is the first contribution to verify whether claims that settlement agreements, recently introduced in England and Wales and France (and similar procedures are available in Switzerland), are beneficial for victim states in their quest to receive compensation. As this study shows that this is – not yet – the case in practice, this study proposes solutions that could lead the way for remediation of the harm caused by corporate corruption – and thereby, ultimately, to a more just outcome.

History is constructed by people who study the past. It is created through working on both primary and secondary sources that historians use to learn about people, events, and everyday life in the past. Just like detectives, historians look at clues, sift through evidence, and make their own interpretations. Historical knowledge is, therefore, the outcome of a process of enquiry. During last century, the teaching of history has changed considerably. The use of sources, viz. textual, visual, and oral, in school classrooms in many parts of the world has already become an essential part of teaching history. However, in India, it is only a recent phenomenon. Introducing students to primary sources and making them a regular part of classroom lessons help students develop critical thinking and deductive reasoning skills. These will be useful throughout their lives. This paper highlights the benefits of using primary source materials in a history classroom and provides the teacher, with practical suggestions and examples of how to do this.

Great Britain and France have experienced a dramatic resurgence of light rail in the past two decades. Beginning in the early 1980s, following a 30-year abandonment of street railways in favor of motorbuses, cities in both countries developed new light rail transit systems as a response to declining transit ridership, faded downtowns in need of revitalization, and the high construction costs of heavy rail and metro. Britain and France have pursued greatly different approaches to the implementation of light rail. The purpose of this paper is to point out these differences and, through the use of case studies, draw conclusions as to the efficacy of each approach. A few cities in each country were studied with secondary sources. Commonality within each country was observed with great divergence between the two countries. In Britain, the requirements for light rail are onerous: a specific act of Parliament is needed for each new start. Each system must achieve full recovery of operating and maintenance costs and contribute toward capital investment while competing against unregulated buses. That some British systems have been built and successfully attract traffic is to the credit of their proponents. France has a more uniform approach published in government circulars. All French cities of substantial size must have a “versement transportes,” a 1% to 2% tax on salaries and wages dedicated to regulated and coordinated public transport. French new starts, which have no need to attain 100% cost recovery (the versement transportes covers operating losses), have been implemented in about half the time of those in Britain.

Observing teaching with a practiced, professional eye can yield valuable insights into the specific learning opportunities that students are (or are not) provided. However, recent policy initiatives have emphasized using formulaic rubrics and checklists to rate teacher behaviors and evaluate their use of particular instructional moves. Rather than investing so much time and money in such an approach, which is designed to evaluate teachers’ performance, school systems should focus on helping educators observe teaching in more sophisticated ways and make such focused observation a regular part of their professional routines.
