Definitions of ‘High Technology’ Used by State Programs in the USA: A Study of Variation in Industrial Policy under a Federal System

Rationales for high technology development programs are suggested, and results to a survey of how state and federal agencies concerned with high technology development define such industry are presented. The general similarity found between federal and state definitions contradicts theoretical expectations of variation, and suggests the natural federal logic may be suppressed in this case. Speculation is made that state assistance is in general not following the directions set by Japan.

The article describes the main trends in the implementation of the state industrial policy abroad. Examples of the USA and China are given. The increasing role of state regulation in industrial development is noted. The US experience in improving strategic state planning is considered. The priority directions of China's industrial policy are characterized. The necessity of improving the principles of formation and implementation of the domestic industrial policy in the conditions of its continuing raw materials orientation is emphasized. The issues of improving the quality of institutional regulation of industry are described in detail. The necessity of linking the development of the industrial sphere with demand forecasts and national security strategies is justified. The problems of choosing the priorities of industrial development, as well as the requirements for participants in the formation and implementation of industrial state programs are considered. Recommendations on the formation of an active and balanced industrial policy are given. The key aspects of industrial policy that need to be taken into account in the formation of the public administration system are described.

Technoethics is a new, but rapidly developing field of ethical reflection of technoscience. It can claim to unite the various ethical projections of the science and technology development in a common approach. One of the starting points of understanding this role of technoethics may be NBIC-convergence. The ethical dimensions of the NBIC-projects is represented in these sub-areas of applied ethics as a nanoethics, bioethics, neuroethics and ICT ethics. In this article particular attention is paid to the biomedical field, which is a prime example of innovative high technology, as well as the interaction of different types of ethics.

The purpose of this study is to conduct a technology-level analysis and draw implications regarding the development of low energy advanced convergence building technology by utilizing information in research papers. With this aim, a citation analysis, a technology development stage analysis, a network analysis, and a technology associative map analysis were undertaken. The results showed that countries including the USA and China have carried out much research in the development of low energy advanced convergence building technology, and the technology level was found to have reached the maturity stage. Also, joint research has been conducted by region, and technology development has been done actively through ICT technology convergence such as electric and electronics and information communication. These analyzed results are expected to furnish useful information for strategy building in the development of low energy advanced convergence building technology.

Abstract This paper describes development and demonstration of remote crawling systems to support periodic examinations of interim dry storage system (DSS) canisters for spent nuclear fuel in the USA. Specifically, this work relates to robotic crawler developments for “canister” based DSS systems, which form the majority population of DSSs in the USA for interim storage of spent nuclear fuel. Consideration of potential degradation of the welded stainless-steel canister in these systems is required for continued usage in the period of extended operation (PEO) beyond their initial licensed or certified terms. Challenges with performing the periodic examinations are associated with physical access to the canister surface, which is constrained due to narrow annulus spaces between the canister and the overpack, tortuous entry pathways, and high temperatures and radiation doses that can be damaging to materials and electronics. Motivations for performing periodic examinations and developing robotic crawlers for performing those examinations remotely will be presented, and several activities to demonstrate robotic crawlers for different DSS systems are summarized.

In this article, Lois Lamdin reviews current perceptions of ‘employability’ in the USA, the kind and extent of training sponsored by industry, and the difficulties perceived by industry in interacting with higher education in relation to training. She stresses the importance of recognizing the workplace as learning place, discusses the development and benefits of prior learning assessment, and sets out the importance of establishing a national credentialling system for the workforce, taking into account the variety of academic and non-academic ways learning is achieved. Finally, she describes the existing work of the Employee Growth and Development Programs of the Council for Adult and Experiential Learning, which demonstrate how business, unions, government, and higher education can work together to help respond to the crucial challenge of training and retraining a national workforce.

PurposeThe purpose of this paper is to analyze the determinants of the performance of regional industrial technology development programs among the regional strategic industrial development program that the central government and Daegu metropolitan city jointly promoted between 2004 and 2012. Specifically, in this research, the authors are trying to identify the effects of R&D capabilities and technical development tasks on technological and managerial performance. Design/methodology/approachThe dependent variables of this study are technical and economic performance. Technical performance, product and process innovation, economic performance, sales and export increases were measured using five-point Likert scales. The authors added the contribution of sales through technology development to economic performance. The independent variable is the company’s R&D capability, measured by the number of R&D staff compared to the average total number of employees from 2004 to 2012. The characteristics of the technology development tasks were measured by technical characteristics, market characteristics and collaborative research types. The technological characteristics were measured by seven factors, including technological change, technical difficulty, potential in commercialization, competition between domestic and foreign competitors, difficulty in introducing overseas technology and the technological gap. Market characteristics were largely divided into complexity, dynamics and competitiveness. The types of collaborative research were divided into whether or not there were collaborative research with the participation of large corporations. The control variables are firm size (number of employees) and firm age. Regression analysis was used to analyze the determinants of performance, and a difference analysis was conducted to determine the effect of collaborative research on performance. FindingsThe main determinants of the regional industrial technology development program performance are the characteristics of the technology development task rather than the internal R&D capability; moreover, the technical characteristics, complexity of the developed product market and participation of large corporations had significant effects on R&D capability. The R&D capacity of firms in internal R&D capacity had a significant effect only on the improvement of technology development ability. Therefore, R&D capacity, which is the main determinant of technology innovation, did not have a significant effect on the performance of short-term technology development tasks. Technological change, technological difficulty, competition between domestic and foreign competitors and the technological gap had positive effects on performance, excluding sales contributions. In addition, the complexity of the developed product market such as the diversification of demand, competitive product and sales distribution channels had positive influences on the performance of technology development programs, unlike dynamics and competitiveness. In this study, the authors cannot confirm the effect of collaborative research on the performance of the technology development programs, but they confirmed that collaborative research involving large corporations had a positive influence on performance. Research limitations/implicationsThe results of the analysis of the determinants of regional industrial technology development programs suggest some implications in the future evaluation of these regional industrial technology development programs. It is necessary to review the application qualification and merit, advance review of the business plans and confirmation, an examination of the research results and performance of the applicants and a review of the technology and market situation of the project. For this, the authors suggest that the written review from the relevant technical experts be submitted to the evaluation committees. Also, when establishing regional industrial development programs, they should be evaluated thoroughly, including detailed information and contents about the technical and market characteristics of the local industry. Originality/valueThis research is one of the first to investigate the achievements of R&D support programs among regional industrial development programs in Korea. The results of this study can substantially contribute to the development and implementation of the R&D support policies of the central and local governments. Furthermore, the findings suggest guidelines for improving the performance of R&D support programs in the future. A theoretical model for enhancing the efficiency of government R&D support programs may be established, and an empirical analysis may be conducted to provide practical and academic implications for further research.

Development of hydrogen utilisation for energy applications has seen promising innovation towards the future prospect of clean and sustainable energy, benefitting various aspects of environmental, social, industrial and energy security. In the APEC region, several economies, such as the USA, China, Australia, Japan and South Korea, have shown interest in the development of hydrogen technology for energy applications. These economies have been devoting effort towards research and development programmes, pilot projects and, up to a certain point, implementing it in their communities. In addition, these economies each have their own tailored hydrogen roadmap or strategy, ensuring a smoother path towards hydrogen development. In this mini-review, we analysed the approaches of three selected economies in the East Asia region towards hydrogen technology, namely China, Japan and South Korea. Each of these economies have their own strategies and priorities towards the application, production and future development of hydrogen technology. This review also analyses the future possibilities for the integration of hydrogen technology into various sectors, as well as various constraints faced by each economy. Therefore, the review might serve as a valuable reference towards the feasibility of future hydrogen technology development in the East Asia and APEC region.
